PCG saves 6 during rescue ops in Occidental Mindoro
The Philippine Coast Guard (PCG), on Friday, reported two successful rescue operations in Mamburao, Occidental Mindoro. In a statement, PCG said they were able to rescue two fishermen stranded at the Tayamaan River in Barangay Tayamaan on Wednesday night after their boat ran aground. Despite strong currents, the PCG used an unmanned rubber boat attached to a rope to save the two victims, who still chose to jump in the water and swim ashore. The victims eventually reached the shore at Barangay 9, Mamburao around 2 a.m. and were immediately assessed and brought to the Occidental Mindoro Provincial Hospital for further checking. In a separate statement, PCG shared that they were also able to rescue four passengers from a stranded fishing banca at the Tayamaan Bridge in Tayamaan at around 7 p.m. on Thursday. The PCG stated that the victims were stranded in their boat and were unable to leave due to the rising flood and strong currents due to the heavy rains. The victims were rescued through join efforts of the PCG, Provincial and Municipal Disaster Risk Reduction and Management Office, and the Mamburao Bureau of Fire Protection (BFP). Earlier, PAGASA reported that Emong had weakened into a tropical storm as of 2 p.m. Despite this, Signal No. 2 remains up in five areas in Luzon. — BAP, GMA Integrated News

Emong accelerates, nearing Batanes; Signal No. 2 over two areas
Tropical Storm Emong has passed closed to Babuyan Islands and is now nearing Batanes late FRiday afternoon, according to the Tropical Cyclone Bulletin posted by PAGASA. The center of the eye of Tropical Storm Emong was estimated over the coastal waters of Sabtang, Batanes packing maximum sustained winds of 85 kilometers per hour near the center, gustiness of up to 115 km/h and moving north northeastward at the speed of 40 km/h. Tropical Cyclone Wind Signal No. 2 is hoisted over the following areas: Batanes and Babuyan Islands TCWS No. 1 is raised over the following areas: Ilocos Norte Apayao mainland Cagayan A Gale Warning is in effect over the seaboard of Northern Luzon, said PAGASA. "On the track forecast, Emong will accelerate north northeastward and exit the Philippine Area of Responsibility tomorrow (26 July) morning," the state weather bureau said. "Emong will continue to weaken throughout the forecast period due to increasing unfavorable environment. It will likely degenerate into a remnant low tomorrow evening while entering the East China Sea. Agri damage due to Crising, Dante, Emong, Habagat climbs to P1.12B
The damage incurred by the country's agri-fisheries sector due to the combined effects of Tropical Cyclones Crising, Dante, Emong, and the Southwest Monsoon (Habagat) has breached the P1-billion mark, according to the Department of Agriculture (DA). In its situation report, the DA-Disaster Risk Reduction and Management Operations Center reported that the damage and losses in rice, corn, cassava, high value crops, fisheries, livestock and poultry and agricultural infrastructure have ballooned to P1.12 billion with volume of production loss at 26,566 metric tons (MT). The weather disturbances affected 45,408 farmers and fisherfolk in and 43,741 hectares (ha) of agricultural areas in the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Zamboanga Peninsula, Northern Mindanao, Davao Region, and Socckskargen. Further damage and losses are expected in affected regions as assessment and validation is ongoing, according to the DA. As part of the efforts to carry out appropriate interventions for affected farmers and fisherfolk, the Agriculture Department said the following assistance are available: P653.01-million worth of agricultural inputs (seeds, seedlings, pesticides, forage seeds, free range chicken, and fingerlings) from DA Regional Field Offices CAR, I, II, III, IV-A, IV-B, V, VI, IX, X, and XII 43,940 bags of rice stocks from the National Food Authority (NFA) has been issued to Local Government Units of Palawan, Polangui, Pangasinan, Ramon, Provincial Social Welfare and Development Office (PSWDO) Albay, and Department of Social Welfare and Development (DSWD) Region III for distribution Quick Response Fund (QRF) for the rehabilitation and recovery of affected areas P400 million for the Survival and Recovery (SURE) Loan Program of the Agricultural Credit Policy Council (ACPC) with up to P25,000 loanable amount, payable in three years at zero interest Initial amount of P268 million for the indemnification of 45,980 insured affected farmers through the Philippine Crop Insurance Corporation (PCIC) The DA said its Regional Field Offices in the calamity-hit areas are undertaking the following: Conduct of field validation and needs assessment in areas affected by Southwest Monsoon and Crising, Dante, and Emong Close coordination with concerned NGAs, LGUs and other DRRM-related offices on the impact of the disaster, including road obstructions that may affect the food supply chain, and flooding that will cause further damage and losses Monitoring of agricultural commodities for any changes in prices and movement.
