The United Nations High Commissioner for Human Rights, Volker Türk, has expressed shock over grave human rights violations uncovered at both official and unofficial detention facilities operated by the Stability Support Apparatus (SSA) in Tripoli. In a statement published by the UN Mission in Libya, Türk called for the immediate closure of these facilities and urged Libyan authorities to launch prompt, independent, impartial, and transparent investigations. "Our worst fears are now being confirmed," Türk said. "Dozens of bodies have been discovered at these sites, alongside tools suspected of being used for torture and abuse, and potential evidence of extrajudicial killings." The High Commissioner also voiced distress over disturbing images and videos of these facilities circulating on social media, emphasizing the need to respect the dignity and privacy of the victims and the rights of their families. He urged Libyan authorities to grant the United Nations access to the sites as part of its mandate to document human rights violations. Türk further expressed concern over reports that Libya's criminal investigation authorities, responsible for exhuming and identifying human remains, have not yet been granted access to excavate the sites. He called on authorities to provide full and unhindered access to all locations. In May, forces affiliated with the 444 Brigade and the 111 Brigade stormed and took control of several SSA-run facilities following the killing of SSA chief Abdelghani Al-Kikli, known as "Ghneiwa." GCC reaffirms support for Libyan-led political solution

The Gulf Cooperation Council (GCC) has reiterated its firm support for Libya's sovereignty and the pursuit of a Libyan-led political resolution, urging all foreign forces and mercenaries to withdraw immediately from the country. In its closing statement following the 164th ministerial session, the GCC stressed the importance of upholding relevant UN Security Council resolutions and ending external interference in Libya's internal affairs. The council called on all Libyan factions to prioritise dialogue and national unity, describing political negotiation as the only viable route to resolving ongoing divisions. It emphasised the need to safeguard Libya's interests and meet the aspirations of its citizens for stability and development. The GCC reiterated its backing for the United Nations' efforts to secure a comprehensive political settlement, including the organisation of presidential and parliamentary elections and the unification of state institutions. Prime Minister of the Government of National Unity, Abdul Hamid Dbeibah, has rejected the budget approved by the House of Representatives for Belgassim Haftar's reconstruction fund, describing it as 'reckless.' In a meeting of the Council of Ministers in Tripoli, Dbeibah said that approving a budget for a single entity while blatantly ignoring more than 20 official institutions of the state is a clear attempt to seize oil revenues without any financial or legal oversight. He stressed that any spending outside the official budget will drive the dollar exchange rate up and increase inflation at the expense of the citizen, emphasizing that such projects serve political propaganda, not development, and are funded from the pockets of Libyans, draining what remains of the nation's resources. The Prime Minister added that parallel spending has exceeded 100 billion dinars in two years without any controls or oversight, warning that such recklessness threatens the Libyan dinar and must stop. He called on the Attorney General, the Audit Bureau, and the Administrative Control Authority to reveal the truth to the public without hesitation. Dbeibah warned of a new financial disaster being created by the House of Representatives under the leadership of Aqila Saleh, stating that there is no justification for reconstruction claims if they are merely used as a cover for looting public funds and destroying the economy.
