
PIA plans UK flights from Aug 14

The government said on Tuesday that the new buyer of the Pakistan International Airlines would require investing up to Rs70 billion in the loss-making airline over a period of five years but final investment needs would be assessed only after the audited accounts are available next month.
Privatisation Commission secretary Usman Bajwa said that the new investors would require to invest Rs60 billion to Rs70 billion over the five years. He made the statement during a meeting of the Senate Standing Committee on Privatization, which was chaired by Senator Dr Afnan Ullah Khan of the PML-N.
Usman Bajwa said that new investment will be aimed at financial recovery, operational improvements, and increasing the fleet size.
During the last failed attempt to privatise PIA, the government set the investment limit at $300 million and the new limit appeared on the lower side compared to the last time. One of the possible reasons can be the assumption of improved profitability due to opening of international routes to Europe and the United Kingdom and tax exemptions on lease of aircraft.
Usman Bajwa said that PIA has decided to start flights to Manchester from August 14 after the United Kingdom lifted a ban on PIA flights. The ban had been imposed after the last PTI government claimed that the PIA pilots had bogus degrees.
The advisor to Prime Minister on Privatisation Muhammad Ali said after the meeting that the airlines total investment requirements would be assessed once the audited financial accounts for end June period are available by mid of next month.
The Secretary Privatisation said that there were security concerns regarding PIA's North America routes but efforts were underway to address and clear these concerns.
The investor will retain 85% of the bid amount to invest the money in the airline. The government will get only 15% of the bid money.
The PIA fleet age has also risen to 18 and a half years and the new investor would have to double the fleet within five years, said the secretary. The CEO of PIA said early this month that the airline was currently flying 19 aircraft.
The government had earlier claimed that the PIA showed Rs26 billion profit last year but a report by the Ministry of Finance busted the claim and stated that the airline in fact incurred a net loss of Rs4.6 billion and one-off "accounting profit" of Rs26 billion due to treating past losses as future assets "should not be misinterpreted as a sign of operational profitability".
The government wants to sell 51% to 100% stakes along with the management control. It had also made an attempt to privatize PIA last year but ended up receiving Rs10 billion bid against Rs85.03 billion minimum price.
The standing committee also reviewed a report highlighting complaints of the pensioners of PIACL. It was also revealed that currently pension liabilities for 6,625 employees of PIA amounted to Rs14. 9 billion. Expressing concern, Chairman Committee Senator Dr. Afnan Ullah Khan remarked that the pension amount was extremely low, asking how people are expected to survive.
In response, the Ministry of Privatization stated that pension policies are regularly revised and updated annually in line with allowances. The Chairman directed that grade and scale wise pension details, including the amount received and the distribution process, be presented in the next meeting of the committee
The secretary said that the due diligence process for pre-qualified companies has begun and the field visits would start soon. He said that starting next week; pre-qualified companies will conduct site visits and participate in expert sessions. These sessions will include briefings on aircraft conditions and routes, as stated by Usman Bajwa.
The Privatisation Commission officials said that the current business model of PIA was not sustainable. They said that the privatisation prospects have increased after Rs45 billion worth more liabilities were taken off the balance sheet of PIA and parked in the new holding company.
They said that the last failed attempt will not affect the new bidding process. The Secretary Privatisation said that the government was earlier providing Rs100 billion annually to keep PIA operational.
The Committee was informed that the Pakistan Minerals Development Corporation (PMDC) is not yet included in the Privatization list. Senator Zeeshan Khanzada questioned why this institution was being privatized.
Senators further queried the basis of the privatization decision, noting that the Petroleum Ministry lacks the mandate to privatize the PMDC.
Regarding Zarai Taraqiati Bank Limited (ZTBL), the committee was informed that it is included in phase one of the privatization list approved by the government in August 2024. ZTBL is currently in the process of hiring a financial advisor.
The Chairman Committee questioned the delay in hiring a financial advisor, noting that the last meeting was held on January 31st, when the bids were submitted and evaluated. He expressed concern that nearly six months had passed without finalizing the appointment. The ministry responded that the process typically takes six to eight weeks but was delayed due to high fee demands by one party by nearly Rs500 million, which is forcing a restart of the process.

Trader e-invoice deadline extended
Listen to article The government on Friday gave a seven-month extension to traders in real-time electronic transmission of sales tax receipts to the computers of the Federal Board of Revenue (FBR), accepting the impracticality of the earlier deadlines and addressing one of the four concerns of the business community. The FBR issued a new statutory regulatory order to set new deadlines by dividing the businesses into seven categories as opposed to the earlier two categories. The FBR notification superseded its April 2025 order and determined new deadlines to complete the registration and testing for integration of businesses' hardware and software with the FBR's computerised system. The notification stated that as against the earlier deadline to electronically transmit invoices by June 1st, the sales tax registered persons can now complete the action by December 1st, 2025. The individuals and associations of persons having over Rs100 million turnovers in the past one year will be registered by October 1st. For some, these relaxed deadlines are still overambitious due to the limited capacity of the FBR and the private integrators to provide complete online solutions for sending electronic invoices to the FBR. The integration will be done by four companies: M/s Haball Limited, Webdnworks Private Limited, EY Ford Rhodes, and Pakistan Revenue Automation Limited, which is a subsidiary of the FBR. According to the law, only a licensed integrator having a valid FBR license can configure a registered person's electronic invoicing software for real-time electronic transmission of sales tax invoices to the FBR's server. The government has set the maximum invoice charge at Rs10 per invoice or Rs1 million. Extending deadlines was one of the four demands set out by the traders for returning to normal trading hours. The other three demands are the withdrawal of arrest powers on suspicion of fraud, the end of power to include half of over Rs200,000 cash expenses in income, and calling back FBR inspectors from business premises. Any taxpayer that does not integrate by the extended deadline or contravenes any provision of this Act is liable to penal action, according to the tax laws. According to the revised notification, as against the earlier deadline of May 1st for the corporate sector to electronically transmit sales receipts, the government has now only asked the public sector companies, companies with over Rs1 billion turnover, and all importers to complete the action by September 1st. There are a total of 390,000 registered sales tax companies and persons in Pakistan. But there are only 10,000 registered companies in Pakistan that have over Rs1 billion turnovers and file and pay any sales tax. There are another 100,000 firms that have below Rs1 billion turnovers and pay any sales tax, according to the data compiled by those who are in the digital integration business. Former Member of Inland Revenue Operations FBR Dr Hamid Ateeq Sarwar told the Senate Standing Committee on Finance last month that there were 200,000 registered persons and only 60,000 pay any tax. He had also said that the International Monetary Fund (IMF) did not allow the abolition of the additional 4% sales tax being charged from unregistered persons and instead linked the removal with a one-fourth increase in the sales tax base. The supposedly punitive 4% extra tax is now a source of remaining outside the tax net, as the businesses feel comfortable paying the additional tax and then recovering it through prices instead of becoming part of the tax regime. The FBR laws and regulations require that in case of supplies by a manufacturer or importer to an unregistered distributor, the tax invoice shall contain the CNIC or NTN of such unregistered distributors. According to the revised notification, all companies excluding the public sector, importers, and those having over Rs1 billion turnover will get registered by October 1st. The companies having less than Rs1 billion turnovers are required to get registered by November 1st. The traders had also objected to the Rs10 per invoice cost. Sources said that the government had considered giving subsidies, which were estimated in the range of Rs40 billion to Rs60 billion. The second option was PRAL, which can provide a free-of-cost service. Electronic invoicing is mandatory for all businesses. A registered person is required to install the electronic invoicing system through a licensed integrator.

FBR to spend Rs180m on computer stationery
In an astonishing disclosure, the Federal Board of Revenue's (FBR) procurement plan for the fiscal year 2025-26, revealed on Thursday, shows that Rs180.36 million out of a total of Rs560 million will be spent solely on the purchase of computer stationery. According to the procurement plan documents released by the FBR, Rs5 million have been earmarked for refreshments, including tea and biscuits served during official meetings. Fuel for official vehicles will cost the FBR Rs35 million, while more than Rs20 million have been allocated for vehicle maintenance. Expenditures related to visits by foreign delegations have been budgeted at Rs10 million. Similarly, telephone and trunk calls will cost the FBR Rs16.7 million. An amount of Rs180.36 million will be spent on the purchase of computer stationery alone. An estimated Rs70 million will be spent on hardware repairs, while Rs19.8 million have been allocated for FBR's security.

First auto safety law approved
Listen to article In a significant development, the federal cabinet on Wednesday approved Pakistan's first law to ensure minimum safety in locally assembled and imported cars, proposing up to three years' imprisonment and fines of up to Rs10 million for violators. The Motor Vehicles Industry Development Act was first cleared by the Cabinet Committee on Legislative Cases (CCLC) and then ratified by the federal cabinet. A cabinet member said the law aims to enforce minimum safety, quality, performance, and environmental standards for all vehicles manufactured or imported into Pakistan. This will be the first legislation mandating vehicle assemblers and all commercial importers to meet minimum safety standards. Pakistan has so far implemented only 17 of the 163 United Nations Economic Commission for Europe (UNECE) standards from 1958. Despite longstanding complaints by consumers and parliamentarians about the poor quality of locally assembled cars, this is the first time the Ministry of Industries and Production has recommended legally binding minimum safety standards for vehicle users' protection. With cabinet approval secured, the bill will now be laid before parliamentary standing committees for review. These committees can amend any clause before the bill is tabled for voting in both houses of Parliament. The proposed law will apply to all motor vehicles in Pakistan, except those made or adapted for use by the armed forces. Violators, including manufacturers, assemblers, or importers, could face jail terms of six months to three years and fines between Rs500,000 and Rs10 million, the draft bill states. During CCLC discussions, some members opposed jail terms for violators, but the industries ministry stood by its proposal, according to sources privy to the discussions. Once enacted, no one will be allowed to sell a vehicle without first registering under the new law. Anyone manufacturing, importing, or offering for sale a vehicle in violation of the law could face up to one year in jail or a fine of at least Rs500,000, or both. Failure to issue a certificate of conformity will result in up to six months' imprisonment, or a fine of up to Rs500,000, or both. Another clause states that anyone who fails to recall a defective vehicle, part, or component could face up to two years in jail or a fine of no less than Rs5 million, or both. Failing to take corrective action when directed by the Engineering Development Board (EDB) will lead to a minimum three-year jail term or a Rs10 million fine, or both. An International Monetary Fund (IMF) condition also imposes that all legislation needed to lift quantitative restrictions on importing used vehicles be submitted by July 2025. This will initially apply to vehicles less than five years old, subject to meeting safety and environmental standards. The government now plans to implement the five-year old import of vehicle condition from September and fully open imports next year, provided the minimum safety and environmental standards under the new legislation is in place. The bill proposes a one-year grace period from enactment for importers and local assemblers to comply with safety requirements. The law states that no person shall import motor vehicles, parts, or components requiring repair and maintenance unless they are a registered company, have vehicle import as their main business, meet minimum paid-up capital set by the government, and obtain a license from the EDB. Imports under the baggage and gift schemes will be exempt, according to officials. The bill also mandates all manufacturers and importers to ensure their vehicles, components and parts do not pose safety risks to users or others. No vehicle may be sold unless it displays key details such as height, length, weight, intended use, seating and load capacity, number of axles, and other information the EDB deems necessary for safety and user convenience. Similarly, electric vehicles must display information about battery type, performance, durability, recycling instructions, and off-board charging standards. All vehicles, components, and parts must come with a certificate of conformity before being put up for sale. Manufacturers and importers will also be obligated to recall any vehicle or part that poses a significant safety risk, whether or not it meets the type approval or relevant standards. Failure to issue a voluntary recall could result in a Rs5 million fine and up to two years' imprisonment. If the EDB finds a safety risk and the manufacturer or importer fails to act, the authority may order a recall. If that order is ignored, the board may recall the vehicle or part itself through a surveillance agency or other means.
