UP: Sambhal administration bans animal slaughter in public places during Bakri Eid

Scroll.in03-06-2025
The administration in Uttar Pradesh's Sambhal district on Tuesday announced that slaughtering of animals will not be permitted in public places during the Muslim festival of Bakri Eid and warned of strict action against anyone attempting to 'disturb public order', PTI reported.
Bakri Eid, also known as Eid-al-Adha, commemorates the spirit of sacrifice and entails the slaughtering of goats.
The festival will be celebrated on June 7.
A meeting of a peace committee, which includes representatives from localities where Eid prayers would be conducted, was held to discuss the arrangements in Sambhal ahead of the festival, PTI reported.
'All stakeholders were consulted,' the news agency quoted District Magistrate Rajender Pensiya as telling reporters. 'Sacrifices will be allowed only at 19 pre-identified sites. No public or open space will be used for animal sacrifice.'
Pensiya added that preventive measures were also in place against about 950 persons. 'Any attempt to breach the peace will be met with strict legal action,' he said.
Religious leaders had been advised to complete sacrificial rituals before 3 pm between June 7 and June 9, the district magistrate said. He also issued a warning against uploading videos of animals being sacrificed on social media.
Sambhal was the site of the violence that broke out on November 24 after a group of Muslims objected to a court-ordered survey of the Shahi Jama Masjid in Chandausi town.
A trial court had ordered the survey in a lawsuit claiming that the mosque had been built in 1526 by Mughal ruler Babar on the site of the 'centuries-old Shri Hari Har Temple dedicated to Lord Kalki'.
Five persons were killed in the violence during the survey.
In March, the police in the district had issued orders prohibiting prayers on streets or rooftops ahead of the Muslim festival of Eid-ul-Fitr. Several other districts in the state had issued similar orders.
Eid-ul-Fitr marks the end of the Islamic holy month of Ramzan.
Meanwhile, the Maharashtra Goseva Ayog, a commission set up for cattle welfare, on May 27 ordered livestock markets in the state not to operate between June 3 and June 8.
A circular issued to Agriculture Produce Market Committees stated that no livestock markets should be held in any district in the period to ensure that no illegal slaughter of bovines takes place during Bakri Eid.

Uttarakhand Minority Education Bill introduced in assembly

Agency: Gairsain, Aug 19 (PTI) The Uttarakhand government on Tuesday introduced the Uttarakhand Minority Education Bill 2025, which aims to extend minority status benefits to institutions run by the Sikh, Jain, Buddhist, Christian, and Parsi communities, in the state assembly. At present, the minority educational institution status is granted only to the Muslim community. Once the Uttarakhand Minority Education Bill 2025 is implemented, the Uttarakhand Madrasa Education Board Act, 2016, and the Uttarakhand Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, will be repealed, effective July 1, 2026. When the Act comes into force, the study of Gurumukhi and Pali languages will also be possible in recognised minority educational institutions. This bill provides for the formation of an authority, making it mandatory for educational institutions established by all minority communities to obtain recognition from it. This authority will work to facilitate and promote educational excellence in these institutions so that the children of the minority community get quality education and their educational development can take place. Under the bill, the authority will grant recognition to a minority educational institution only if certain conditions are fulfilled by the applicant. If any condition is violated or the funds received from fees, donations, grants or any other funding source are found to be misused, the recognition of that institution can also be terminated. The authority will ensure that education is imparted in these institutions as per standards set by the Uttarakhand Board of School Education and the evaluation of students is fair and transparent. Monsoon session: Govt to table bills for removal of PM, CMs, ministers if arrested on serious charges

Union home minister Amit Shah (File photo) NEW DELHI: The government will on Wednesday introduce three bills in Parliament to provide a legal framework for the removal of prime minister, a Union minister, chief minister, or a minister in a state/Union territory if they are arrested or detained on serious criminal charges. According to PTI, the proposed legislations are: Government of Union Territories (Amendment) Bill, 2025; Constitution (One Hundred and Thirtieth Amendment) Bill, 2025; and Jammu and Kashmir Reorganisation (Amendment) Bill, 2025. Union home minister Amit Shah will also move a motion in the Lok Sabha to refer these bills to a joint committee of Parliament. Government of Union Territories (Amendment) Bill, 2025 The Government of Union Territories Act, 1963, currently has no provision for the removal of a chief minister or minister if arrested or detained for serious criminal charges. The proposed bill would amend Section 45 of the Act to address this gap. Constitution (One Hundred and Thirtieth Amendment) Bill, 2025 The Constitution lacks provisions for the removal of prime minister, Union ministers, chief ministers, or state/Delhi government ministers if arrested and detained on such charges. The bill seeks to amend Articles 75, 164, and 239AA to create this framework. Jammu and Kashmir Reorganisation (Amendment) Bill, 2025 The Jammu and Kashmir Reorganisation Act, 2019, does not provide for the removal of the UT's chief minister or minister detained on serious criminal charges. The proposed bill would therefore amend Section 54 of the Act seeks to address this.

Mute vagabond murdered in Delhi park, woman among 4 held

Agency: PTI New Delhi, Aug 19 (PTI) The Delhi Police arrested an 18-year-old man, a woman, and apprehended two minors in connection with the murder of a mute vagabond at the Astha Kunj Park in southeast Delhi, officials said on Tuesday. The body of the victim, identified as Dharam alias Gunga, a mute vagabond who lived near the ISKCON temple, was found on the morning of August 13, the police said. The three accused, identified as Dinesh alias Lalla (18) and two minors, had come to the park for food and drinks. The victim stared at the group for a long time, after which the accused assaulted him with fists, kicks and a stick, Deputy Commissioner of Police (Southeast) Hemant Tiwari said. In a related development, the police also arrested a woman identified as Rahana (44), a resident of Shriniwaspuri, who allegedly supplied cannabis to the accused. A case was registered under Section 103 (1) (murder) of the BNS at the Amar Colony Police Station. Since there was no CCTV coverage inside the park, the team analysed footage from the cameras along Raja Dhir Singh Marg near the temple. 'A recording from around 12.40 am on August 13 showed three youths alighting from an auto and heading towards the park. Based on surveillance and inputs from informers, police laid a trap and apprehended the accused," the DCP stated. The police recovered blood-stained clothes, two mobile phones and a stick used in the crime. Dinesh, a resident of Banda in Uttar Pradesh, was previously involved in an attempt to murder case as a minor, the DCP added. During interrogation, the accused revealed that the victim allegedly kept staring at them, which provoked them. 'When the victim failed to respond to repeated questioning, the accused and his associates assaulted him, leaving him fatally injured," the officer said. Additionally, cannabis weighing 175 grams was recovered from Rahana, leading to a separate case being registered under the NDPS Act at the Amar Colony Police Station.
