No Political Party Satisfied With Current Status Of Electoral Rolls: CEC
The Election Commission has said the special intensive revision of the Bihar voter list is, being smoothly implemented on the ground with active cooperation of the electors
Not a single political party is satisfied with the current status of electoral rolls for different reasons, said Chief Election Commissioner Gyanesh Kumar.
Gyanesh Kumar, who took charge four months ago, has held at least 5,000 meetings with 28,000 representatives of political parties.
'During the past four months, all 4,123 EROs (electoral registration officer), 775 DEOs (district election officer), and 36 CEOs (chief electoral officer) have held nearly 5,000 meetings with 28,000 political party representatives. The ECI (Election Commission of India) has also invited all recognised political parties for interaction. No one was satisfied with the current status of electoral rolls for one reason or the other," Kumar told News18.
The statement comes as criticism intensifies over the timing and implementation of the ongoing special intensive revision (SIR) of electoral lists ahead of the assembly election in Bihar.
SMOOTH SIR IMPLEMENTATION
The Election Commission (EC) on Sunday said the SIR is being smoothly implemented on the ground with active cooperation of the electors.
'The initial phase of SIR, during which enumeration forms were to be printed and distributed, is almost complete with the forms having been made available to all the electors who were available," the EC said in a statement.
The EC said the SIR is being conducted as per instructions dated June 24, and there is no change in the instructions.
'As per instructions, draft electoral rolls that will be issued on August 1, 2025, will contain the names of persons whose enumeration forms are received. The electors can submit their documents any time before July 25, 2025," it said.
After the publication of the draft electoral rolls, if any document is deficient, EROs can obtain them from electors whose name appears during scrutiny in the claims and objection period.
MORE THAN 21% FORMS SUBMITTED
As of Sunday, the commission said, 1.69 crore enumeration forms (21.46 per cent of the almost 7.9 crore population) had been received – for those enrolled till June 24.
'In the last 24 hours, 65.32 lakh enumeration forms were collected. There are still 19 days to go until the last date for submission of forms," the EC said.
In addition, the uploading of forms has also started simultaneously in full swing with 7.25 per cent of the forms already uploaded so far.
MASSIVE GROUND EFFORT
A total of 77,895 BLOs are going from door to door while helping electors fill out their enumeration forms and collect them.
In a large number of cases, the BLOs are taking live pictures of the electors and uploading them, saving the elector the trouble of getting their pictures clicked.
A total of 20,603 BLOs are being appointed for the smooth and timely completion of the process. Nearly four lakh volunteers, including government officials, NCC cadets, and NSS members, are also working on the field to facilitate the elderly, PwDs (people with disabilities), sick and vulnerable populations in the SIR process.
Besides, 239 EROs are covering all 243 ACs, 963 AEROs, and 38 DEOs while the CEO in the state will be on the ground to facilitate electors to submit their forms. At least 1.55 lakh booth level agents (BLA) appointed by political parties are also providing active support in the SIR process.

‘Misleading': Election Commission Fact-Checks Kharge's Post On Bihar Voter List Revision
Last Updated: The ECI dubbed the Kharge's claim as "misleading" and said that there were no change in the instructions of SIR that is being carried out in Bihar ahead of the assembly elections. The Election Commission of India (ECI) on Monday fact-checked Congress President Mallikarjun Kharge over Special Intensive Revision (SIR) of voters' list in Bihar, who had claimed that the poll body has amended the process of voter verification from asking for documents to only filling a form without any documents citing a newspaper advertisement. The ECI dubbed the Kharge's claim as 'misleading" and said that there were no change in the instructions of SIR that is being carried out in the state ahead of the assembly elections. 'The claim made in this post, that no document is required and only filling the form is sufficient, is misleading. There is no change in the instructions. SIR is being conducted as per the orders dated 24.06.2025. While submitting the filled enumeration form before 25th July 2025 is mandatory, the documents can be submitted at any time either before 25th July 2025 or during the claims and objections period," the ECI said in a post on X. Meanwhile, the Election Commission's decision to initiate a Special Intensive Revision (SIR) of Bihar's electoral roll in the run-up to the assembly elections later this year has triggered major political controversy. The opposition parties have been alleging that the BJP is trying to snatch voting rights from crores of people in Bihar. On Sunday, the Congress President accused the BJP of conspiring to deprive the people of Bihar of their voter rights through the revision of electoral rolls and said the voters of the state would teach the saffron party a lesson for its attack on democracy and the Constitution. He cited a new advertisement issued by the Election Commission (EC), urging the voters of Bihar to only fill a form under the SIR, and alleged that 'when people rise, BJP backtracks". 'With the support of the Election Commission, the master plan that the BJP had devised to deprive crores of people in Bihar of their voting rights now seems to be ensnaring the BJP itself," Kharge alleged in a post in Hindi on X. भाजपा ने चुनाव आयोग के सहयोग से, बिहार में करोड़ों लोगों का वोटिंग का अधिकार छीनने का जो मास्टर प्लॉन बनाया था, उसमें अब भाजपा खुद फँसती नज़र आ रही है।पहले दिन से ही, कांग्रेस पार्टी Special Intensive Revision of Electoral Rolls (SIR) के ख़िलाफ़ आवाज़ उठा रही है। जो लोग… — Mallikarjun Kharge (@kharge) July 6, 2025 'Why are people who have been voting election after election being asked to show their documents for voting? 'Forcibly depriving the poor, weak, deprived, Dalits, oppressed and backward people of their voting rights is the conspiracy of the BJP-RSS," he alleged. The Congress chief claimed that nearly eight crore people will suffer because of the SIR. 'The responsibility to correct the voter list lies with the EC, not the public. 'When the pressure from the opposition, the public and civil society increased, the Election Commission hurriedly published these advertisements today, which state that now only a form needs to be filled and showing documents is not necessary," he claimed. 'This is part of the BJP's tactic to mislead and confuse the public. The truth is that the BJP has decided it will crush democracy at all costs. But when faced with public opposition, it cleverly takes a step back," the leader of opposition in the Rajya Sabha alleged. Meanwhile, the ECI has explained the need for the SIR across India as its constitutional mandate to protect the integrity of electoral rolls. It decided to begin with Bihar since it is the first state where the next assembly election will be held later this year. It said that the SIR is being implemented smoothly at the ground level with the active cooperation of the electors. The EC added that all voters are directly made aware through more than 77,000 BLOs and 4 Lakh volunteers as well as 1.5 lakh BLAs appointed by all political parties. 'In accordance with Article 326, the orders of SIR dated 24 June 2025 clearly enable all eligible electors to be included while excluding ineligible electors after verification by the concerned ERO," the EC said. Poll Body Fact Checks Mallikarjun Kharge's Post On Voter List Revision
New Delhi: The Election Commission of India (ECI) has fact checked Congress chief Mallikarjun Kharge's post on the special intensive revision (SIR) exercise, or voter list revision, being carried out in Bihar ahead of the assembly election due later this year. Mr Kharge in a post on X had claimed the ECI amended the process of voter verification from asking for documents to only filling a form without any documents, following what he called "pressure from the Opposition, public and civil society". In response, the ECI today said Mr Kharge's post was "misleading". "The claim made in this post, that no document is required and only filling the form is sufficient, is misleading," the ECI said in a post on X. "There is no change in the instructions. SIR is being conducted as per the orders dated 24.06.2025. While submitting the filled enumeration form before 25th July 2025 is mandatory, the documents can be submitted at any time either before 25th July 2025 or during the claims and objections period," it said, and shared a link to the order it referred to in the post. #ECIFactCheck See details in image below 👇 Stay Tuned, Stay Informed. Link to #SIR order dated 24th June 2025 : — Election Commission of India (@ECISVEEP) July 7, 2025 The SIR exercise has become a huge political issue, with the Opposition Congress and other parties alleging the BJP is trying to snatch voting rights from crores of people in Bihar. The ECI has explained the need for the SIR across India as its constitutional mandate to protect the integrity of electoral rolls. It decided to begin with Bihar since it is the first state where the next assembly election will be held later this year. In his allegations, the Congress chief questioned the ECI why it wants people who have been voting in election after election to show documents for voting again. "Forcibly depriving the poor, weak, deprived, Dalit, oppressed, and backward people of their voting rights is a conspiracy of the BJP and RSS," Mr Kharge alleged, referring to the BJP's ideological mentor Rashtriya Swayamsevak Sangh (RSS). The ECI has said Aadhaar and ration cards are not among the documents that will be accepted in the SIR exercise. Rashtriya Janata Dal (RJD) MP Manoj Jha in an interview to NDTV raised concerns that only 14.18 per cent of Bihar's 7.9 crore voters submitted enumeration forms till July 5 - despite 87 per cent form distribution - which could lead to widespread exclusion. He pointed to the exclusion of Aadhaar and ration cards, widely held by Biharis, from the 11 accepted documents, arguing that this violated the Representation of the People Act.

Bihar Elections 2025: Opposition alliance prepares welfarist bouquet and 'Bihari pride' pitch against NDA
Bihar's INDIA bloc is strategizing to challenge the NDA in the upcoming assembly elections. The opposition plans to highlight social justice issues, promise welfare schemes, and appeal to Bihari pride by alleging Delhi's interference and voter disenfranchisement. A joint campaign will launch on July 9, addressing SIR, supporting trade unions, and unveiling a manifesto with guarantees for various social groups. Tired of too many ads?
