Shah reaches Varanasi, to chair central zonal council meet today

at the Lal Bahadur Shastri International Airport.
In a post in Hindi on X, Yogi said, "Hearty welcome to the honourable Union home and cooperation minister Shri Amit Shah ji in the holy city of Kashi, the abode of Devadidev Mahadev!"
Varanasi divisional commissioner S Rajlingam said that following the instructions of Chief Minister Yogi Adityanath, all preparations had been made for the meeting.
UP CM Yogi Adityanath, along with his counterparts Pushkar Singh Dhami from Uttarakhand, Mohan Yadav from Madhya Pradesh, Vishnu Deo Sai from Chhattisgarh, besides ministers and officials from these states, will participate in the meeting.
The CZC meeting is being organised by the Inter-State Council Secretariat under the ministry of home affairs, govt of India, in collaboration with the UP govt.
Five zonal councils were established under Sections 15 to 22 of the States Reorganisation Act, 1956.

The Union home minister is the chairperson of zonal councils, and the CMs/lieutenant governors/administrators of the member states and Union Territories are their members.
Among these members, the CM of one member state (rotating every year) acts as the vice-chairperson. From each member state, the governor nominates two ministers as members of the council.
"Prime Minister Narendra Modi has emphasised the need to leverage cooperative and competitive federalism for the all-round development of the country.
With the belief that strong states make a strong nation, the zonal councils provide a structured mechanism for dialogue and discussion on issues affecting two or more states or the Centre and states, and through this, serve as an important platform to enhance cooperation," an official said.
The zonal councils discuss broad issues of national importance, including the speedy investigation of cases of sexual offences against women and children and the implementation of fast track special courts (FTSC) for swift disposal; providing banking facilities in villages; implementation of Emergency Response Support System (ERSS-112); and various regional-level issues like strengthening nutrition, education, health, electricity, urban planning, and cooperative system.

These sales to a leading adversary run counter to U.S. national security interests, and the collection of fees appear to violate U.S. statutes and may even be unconstitutional. Our export controls exist to ensure that American goods and technologies are protected from our adversaries. To ensure such protection, export laws explicitly state that, '[n]o fee may be charged in connection with the submission, processing, or consideration of any application for a license or other authorization or other request.' Yet on August 11, 2025, you stated that: 'I want 20 percent if I'm going to approve [these licenses] for [Nvidia (and AMD)] and '[Nvidia] said, 'Would you make it 15?' So we negotiate a little deal'. In April, your administration placed export controls on the flow of Nvidia's H20 and AMD's MI308 chips to the PRC, identifying the national security risk of the PRC's military having access to these advanced AI chips. However, only months later, following industry lobbying, you have flippantly reversed that decision with no coherent explanation for how the national security risks you had in April have been mitigated in August. Our national security and military readiness relies upon American innovators inventing and producing the best technology in the world, and in maintaining that qualitative advantage in sensitive domains. The United States has historically been successful in maintaining and building that advantage because of, in part, our ability to deny adversaries access to those technologies. The last such revision in Maharashtra was done in 2002, and data from that year has been shared with the CEO office to serve as the cut-off for verification. Bihar is currently using 2003 data for its ongoing revision ahead of assembly elections. The revision process involves booth level officers (BLOs) verifying every voter at their residence. 'Every voter has to be verified. Those whose names appeared in the 2002 revision will only need to sign a confirmation form. But those added later must provide proof of residence and citizenship,' a senior official said. This step helps identify voters who may have died or permanently relocated. Another official said the Bihar model of SIR is expected to be adopted in other states. A standard list of 11 documents will be used for verification, with state-specific exemptions as needed. Political observers noted that conducting the revision ahead of the local body polls would have ensured more accurate voter rolls. 'The SEC is now using the CEO list that was used during the assembly polls. There could have been many discrepancies, which need to be corrected,' one observer said, adding that further delay in holding local elections was not viable.
