Qatar dangles perks in bid to build a Wall Street of its own

[RIYADH] Officials in Doha are dangling perks to Wall Street firms as they seek to build the city into the next great Middle Eastern financial centre.
Some financial firms have been offered monetary subsidies so they can retrofit offices across the city to fit their needs. Others have been told the government would pay some staffers' salaries if they were to expand in the city.
'Our approach has always been to work towards where we see a competitive advantage,' said Sheikh Ali Alwaleed Al-Thani, chief executive officer of Invest Qatar, which describes itself as a concierge for entrepreneurs and businesses interested in investing in the country.
Unlike Dubai, Abu Dhabi and Riyadh – financial centres in their own right – Qatar is better known for its role as a careful mediator in tense geopolitical conflicts. But two years after the tiny Gulf country splashed out more than US$300 billion to host the FifaWorld Cup, Qatar's expecting a major influx of cash as the country expands its production of liquefied natural gas.
Doha plans to use the US$524 billion Qatar Investment Authority (QIA) as one of the levers to drive its ambitions, according to sources familiar with the matter. The fund could start encouraging private equity and infrastructure funds to set up in the country using its leverage as an investor, the sources said.
A representative for the QIA declined to comment.

Investor meetings
There are already signs that conversations are picking up in some quarters.
'I did meet with big investors – like even our own QIA, and the Brookfields, Blackstones,' Khalid Al-Obaidli, president of the country's Real Estate Regulatory Authority, said at this week's Qatar Economic Forum. 'All my questions were: What is your business plan? What makes you decide to invest?'
'So we can understand as a government,' he said, 'and make sure we do have the prerequisites for those investments'.
To that end, Invest Qatar has lined up incentives to entice asset management, insurance, wealth management and financial technology players to Qatar.
The programme, billed as the Lusail Financial Services Package, is part of a broader US$1 billion initiative and allows Doha to cover as much as 40 per cent of companies' local investment costs over the next five years, according to a statement. It's also encouraging firms to establish offices in city of Lusail, the main financial and business district.
It's not just finance. The plan also targets technology, logistics and advanced manufacturing firms.
To be sure, Doha still lags behind other centres in the region.
The UAE hubs of Dubai and Abu Dhabi allow easier routes to long-term residencies and some expatriates prefer the lifestyle on offer in those cities. Many firms with a presence in the region might also be reluctant to add another office unless there's significant business coming in.
'The pie is getting bigger at such a fast pace,' Invest Qatar's Sheikh Ali said. 'Many of the projects are actually foreign companies that initially set up, say, in the UAE and Saudi Arabia and then decide to expand in Qatar.'
There are early signs that indicate Doha's efforts have been working. Just this week, the emerging markets-focused fund manager Ashmore Group announced plans to open an office in Qatar, following in the footsteps of BlackRock's Global Infrastructure Partners.
Unlike Saudi Arabia – which demanded that Wall Street firms obtain a regional headquarters license in the kingdom or it would kick them off state contracts – Qatar has sought to use a more friendly approach to luring these firms.
'The focus is on incentivising companies to set up,' Sheikh Ali said. 'We try to be competitive and help induce investment by taking some risk off the table.'
The QIA has already emerged as a key plank to these efforts. The wealth fund last year started a so-called Fund of Funds programme that provides seed funding for venture capital firms in the hopes that they will invest that money locally.
London-based Utopia Capital Management was one of the first to receive such backing and announced plans to open its Middle East headquarters in Doha in February. Firms such as B Capital – started by Facebook co-founder Eduardo Saverin and former Bain Capital investor Raj Ganguly – followed weeks later.
The excitement about Doha's prospects was palpable at the Qatar Economic Forum.
'I have a friend who once told me that the World Cup was like an IPO for Qatar,' Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani said at the event. 'And I believe this was – thanks to God – a very successful IPO. And it's been oversubscribed.'
The development has not stopped in the aftermath of the World Cup. For years, Qatar has successfully bid for sporting events to come to its shores, which has helped draw thousands of fans. The country is now relying on a line-up of conferences and exhibitions to lure more families, medical tourists, and business travellers.
'We are building four Equinox Hotels in Saudi Arabia, one in Abu Dhabi, one in Dubai,' Jeff Blau, CEO of the real estate developer Related Cos said on stage at the conference this week. 'And in the green room, I think maybe we made a deal for Doha.' BLOOMBERG

Mr Starmer's warning came a day before he publishes a major review of Britain's military capabilities. Britain and countries across Europe are rapidly trying to boost their defence industries after US President Donald Trump said the continent has to take more responsibility for its own security. 'We are being directly threatened by states with advanced military forces, so we must be ready to fight and win,' Mr Starmer wrote in an article for The Sun on Sunday newspaper, citing as examples Russia's invasion of Ukraine and its cooperation with Iran and North Korea. Defence Minister John Healey announced the munitions investment programme in a BBC interview on June 1, describing it as 'a message to Moscow', as well as a way to stimulate Britain's sluggish economy. The Defence Ministry said it would procure up to 7,000 long-range weapons, built in Britain. The extra investment means Britain will spend around £6 billion on munitions in the current Parliament, the ministry said. The Sunday Times reported the government wanted to purchase US-made fighter jets capable of firing tactical nuclear weapons. The Strategic Defence Review, commissioned by Mr Starmer's Labour government shortly after it won power in July 2024, will set out the threats Britain faces and the military equipment and services needed to meet them. Mr Starmer has already committed to raise defence spending to 2.5 per cent of gross domestic product by 2027 and target a 3 per cent level over the longer term. The government has already announced a £1 billion plan to invest in artificial intelligence that can be used to enhance battlefield decision-making, and has separately committed to spend an extra £1.5 billion to tackle the poor state of housing for the country's armed forces. Solar, wind energy could power a third of Asean data centres in 2030: report

[SINGAPORE] Solar and wind energy could power up to a third of data centres in South-east Asia in 2030 via power grids and without the need for batteries, said a report by energy think-tank Ember. 'This indicates that high battery costs are not an immediate barrier to adopting these electricity sources for data centres,' said Ember, which made the forecast based on estimates of power consumption and solar and wind capacity. South-east Asia is emerging as a data centre hub, but the International Energy Agency has forecast that regional data centres' electricity usage will nearly double by 2030, from 2024 levels. The six major regional economies – Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam – have 2.9 gigawatts (GW) of data centre capacity in the pipeline, Ember noted in the report. It expects data centres to account for between 2 per cent and 30 per cent of national electricity demand by 2030 in each of these countries. Malaysia is at the upper end of the range. The country's demand for data centre electricity is projected to rise from 9 Terawatt-hour (TWh) in 2024 to 68 TWh in 2030 – accounting for 30 per cent of national power consumption and exceeding Singapore's total 2023 electricity use. Sign Up Sign Up As at February 2025, Malaysia hosts 507 megawatts (MW) of operational data centre capacity, mostly in Johor. This is expected to grow to 1.96 GW of installed capacity in the coming years, Ember noted. The think tank forecasts that the resulting emissions from Malaysia's data centres could hit 40 million tonnes of carbon dioxide equivalent (MtCO2e) by 2030, the highest in the region. This is especially since the country's power supply is dominated by coal and gas. Indonesia's data centre emissions are expected to quadruple in the same period, from 6.7 TWh in 2024 to 26 TWh by 2030. The country hosts 307 MW of operating data centre capacity as at February 2025, primarily in greater Jakarta, but also increasingly in Batam. Meanwhile, data centre emissions from the Philippines are expected to rise by 14 times, from 0.8 MtCO2e in 2024 to 10.5 MtCO2e by 2030. This comes as data centre capacity is set to hit 300 MW by 2025. Globally, the information, communication and technology sector is estimated to account for up to 2.1 to 3.9 per cent of greenhouse gas emissions, comparable to Indonesia's 3.6 per cent share of global emissions in 2023, Ember noted. This figure is set to rise with growing demand for data storage, processing and generative artificial intelligence. Solar, wind opportunity Ember believes that South-east Asia can power data centres without raising emissions, if there is the right policy support, market access and infrastructure planning. It estimated that between US$45 billion and US$75 billion will need to be invested in solar and wind capacity by 2030 to power the region's data centres sustainably. Clean energy is already gaining traction in the region. For instance, Malaysia is developing a 1,000 MW solar farm to power the Johor-Singapore special economic zone. 'Prioritising solar and wind power… would help ensure data centres drive sustainable digital growth rather than deepen reliance on fossil fuels,' said Shabrina Nadhila, Ember's Asia energy analyst. Ember also called for options for smaller data centre operators to procure clean energy. This could include virtual power purchase agreements (PPAs) and green tariffs, where utilities companies offer electricity from renewable sources. 'Expanding these options can improve access to and affordability of solar and wind, while broader programs and targeted incentives can accelerate storage adoption alongside intermittent renewables,' said Ember. Energy efficiency Beyond renewable energy, it will also be crucial for data centres to implement energy efficiency measures from the design phase, said Ember. For instance, optimising air flow in the data centre lowers electricity requirements to run fans for cooling. Immersion cooling can also reduce power consumption by 40 per cent compared to traditional cooling methods, it noted. The think tank highlighted Singapore for incentivising the adoption of green data centre technologies. It called for more targeted incentives in South-east Asia, as well as national frameworks to guide sustainable data centre development.

Malaysian tycoons tap Indonesia's digital and logistics boom

[JAKARTA, KUALA LUMPUR] They made fortunes in palm oil, resorts and retail. Now, some of Malaysia's prominent tycoons, including Wilmar's Robert Kuok and Genting Group's Lim Kok Thay, are quietly funnelling serious money into Indonesia's digital and logistics sectors. It is not a new play but a strategic one, reflecting how Malaysian money is chasing South-east Asia's biggest economy, where clicks are starting to matter more than commodities. Malaysian investors have poured some US$905 million into Indonesia's digital space so far, with deal activity peaking in 2023 at US$229 million – even higher than the pandemic-era surge of US$214 million in 2021, data from startup intelligence platform Tracxn showed. 'The post-Covid recovery and structural demand shifts are driving sustained activity,' said Neha Singh, co-founder and chief executive officer of Tracxn. She added: 'Despite global headwinds, Malaysia's interest in Indonesia's digital sector has only grown stronger.' From commodities to clicks For decades, Malaysian capital poured into Indonesia's abundant natural resources, from palm oil estates in Kalimantan to mining ventures in Sumatra. Tycoons such as Robert Kuok and Lim Kok Thay turned raw commodities into profit engines, cementing their place further among Malaysia's wealth elite. Other Malaysian players, from logistics outfits to venture-backed startups, have also expanded their footprint in Indonesia's digital economy. As Indonesia's 280 million-strong population grows more urbanised, tech-savvy and digitally connected, the nature of consumption and investment is changing. Malaysia's business elites have taken note. Indonesia's digital economy presents a compelling opportunity for Malaysian investors, driven by several strategic advantages, noted Tracxn's Singh. 'The two countries share close geographical proximity, cultural similarities and strong diplomatic ties – all of which make cross-border business engagement more seamless,' she said. Jerry Goh, investment director of Asian equities at Aberdeen, notes that Indonesia's expanding middle class and rising purchasing power are laying a solid foundation for long-term growth in digital commerce. 'This shift is fuelling stronger consumer spending, particularly within the digital economy,' he said. The rapid growth of smartphone adoption and Internet connectivity has significantly expanded Indonesia's online consumer base – particularly in the gaming sector, which is valued at an estimated US$2 billion, indicated the country's Ministry of Communication and Digital Affairs. Sensing long-term potential, Genting's Lim – who is credited for growing the family-controlled business empire into a global casino and leisure giant – has made a strategic play through investment arm Genting Ventures by backing Jakarta-based Evos Esports – one of South-east Asia's top online gaming platforms. The venture firms also took part in a US$6.2 million funding round for Eratani, an Indonesian agri-tech startup, capitalising on the rising momentum of digital transformation in the country's agriculture sector. Jeffrey Cheah, founder of Malaysian conglomerate Sunway Group, has also broadened his regional footprint through venture capital, teaming up with Jakarta-based investment firm Kejora Capital to launch the Orbit Malaysia Fund, an investment vehicle aimed at supporting startups across South-east Asia, with Indonesia as a key focus. Beyond market size As South-east Asia's largest automotive market, Indonesia remains a pivotal growth engine for Carsome, Malaysia's biggest used car platform, which has been operating in the country since 2017. Carsome is backed by businessman Patrick Grove, the billionaire behind Catcha Group and iflix. Grove ranked 48th on Forbes' list of Malaysia's richest individuals in 2025, with a net worth of US$345 million. 'Indonesia's growing appetite for used vehicles, alongside a rising preference for digital-first experiences, made it a natural next step in our regional expansion,' he told The Business Times. While macroeconomic challenges and a softer automotive market in 2024 have weighed on the broader industry, Cheng said that Carsome is using this period to strengthen its operations in the country. 'We will be re-investing with more precision, buying the right inventory, improving unit economics and applying learnings from our turnaround in Malaysia,' he noted. Warehousing: new goldmine Experts view Indonesia's booming digital storefront sector as a key driver of long-term growth for the delivery and logistics industry. Gary Tan, portfolio manager for the intrinsic emerging markets equity team at Allspring Global Investments, said the growing demand for fast and reliable shipping has significantly boosted the valuations of supply chain companies – making them increasingly attractive to equity investors and reflecting strong confidence in the sector's long-term prospects. This is where many Malaysian investors are making early, strategic moves. They are not just backing consumer-facing digital ventures, but also investing in the physical infrastructure essential to powering South-east Asia's digital evolution. Wilmar's Kuok, for instance, made an early move into Indonesia's logistics space through Kerry Logistics, where he holds a significant stake. In 2015, Kerry entered a joint venture with local player Puninar Logistics, tapping the country's fast-growing logistics sector, with a strategic focus on inter-island distribution. Kuok topped Forbes Malaysia's 50 richest list in 2024 with an estimated net worth of US$11.8 billion. Mr DIY store in Jakarta. To support the roll-out of hundreds of new stores in second-tier cities, the company has built a nationwide network of warehousing hubs in partnership with local logistics firms – including one of its largest facilities in Marunda, North Jakarta. Since entering the market in 2017, Mr DIY has rapidly grown to nearly 900 branches nationwide, including in underserved regions. Jai Mirpuri, head of South-east Asia at real asset management group ESR, emphasised that Indonesia's growing automotive sector, particularly in electric vehicles, has attracted significant investments into manufacturing, assembly, and storage space requirements. This further boosts the demand for modern logistics real estate in the country. 'We see attractive investment opportunities in modern warehouses and even data centres that support the broader digital economy,' he said. Geographically complex Despite strong enthusiasm, Indonesia's burgeoning digital economy faces significant challenges. Industry players acknowledged that building efficient logistics networks across an archipelago of more than 17,000 islands is akin to threading a needle. Outside Java and Sumatra, low order density and high transportation costs create logistical headaches. 'Order fulfilment becomes expensive in remote regions. Logistics providers are under pressure to cut costs, especially in a cash-on-delivery environment,' said Swati Chopra, executive director, emerging markets equity, at investment manager Franklin Templeton. 'This requires deep pockets and a long-term view.' Cheng from Carsome noted that Indonesia's vast geography added another layer of complexity, creating supply chain fragmentation and delivery inefficiencies. 'While digital adoption is rising, we quickly learnt that many consumers still prefer face-to-face interactions when buying cars. This required us to complement our digital model with strong on-the-ground engagement to build trust and deliver the experience customers expect.' Cut-throat competition Indonesia's e-commerce sector, while brimming with potential, is among the most fiercely contested in South-east Asia, with both local and international players vying for market share. Indonesia has witnessed the permanent closure of more than a dozen marketplaces, including some that existed before the Covid-19 pandemic. Major players such as Elevania and – China's JD Indonesia unit – have officially shuttered in recent years, with closing its operations in March 2023 after a period of gradual downsizing. Franklin Templeton's Chopra highlighted that with price-sensitive consumers and intense competition, digital marketplaces must invest heavily in user acquisition and retention. This makes long-term survival and growth especially challenging for both new entrants and some established players. 'In the short term, profitability may remain limited due to fierce competition, so patience is essential. We expect further industry consolidation, resulting in larger, stronger and better-capitalised players,' she said.
