Rahul Gandhi at a special presser said plainly: 'It is our vision which they have adopted.'
While there is no denying that Rahul Gandhi has been most vocal in the last two years demanding a caste census, even brazenly advocating, 'jitni aabadi, utna haq', the ruling BJP taunted him, saying that his party, from the time of his great-grandfather Jawaharlal Nehru's prime ministership, had opposed reservation and 'deprived' the poor and marginalised sections of society of any sort of benefits.Modi followed Nehru, partlyBJP spokespersons often quote Nehru's unequivocal statement from 1961: 'If we go for reservation on a communal or caste basis, we swamp the bright and able citizens from government service and will remain a second-rate or third-rate country.' It is difficult to argue with Nehru's modernist viewpoint, and perhaps, until recently, Modi too shared similar sentiments. During the 2024 Lok Sabha elections, he repeatedly mocked the demand for a caste census, saying he only recognised 'four castes, that of the poor, women, youth and the farmers,' indicating that he was against going back in time.advertisementBut, after the unexpected setback of returning to power in 2024 without a clear majority, he appears to have become more conscious of present-day realpolitik and the need to address the aspirations of the common man across the caste spectrum.Notably, Modi held a two-hour-long meeting with Rashtriya Swayamsevak Sangh supremo Mohan Bhagwat on Tuesday, as part of their newfound bonhomie, before the Cabinet Committee on Political Affairs met on Wednesday and decided on incorporating the caste enumeration in the census, likely to be held early next year.Part of a grand designThe fact that the Modi-led NDA government is working to a 'grand design' in its third successive term is evidenced by the buzz around undertaking a more ambitious delimitation of the constituencies of Lok Sabha and the state assemblies after a census based on new population figures. There is also the possibility of dovetailing the 33 per cent Women's Reservation Act, already passed by the Parliament, perhaps to go with the 2029 Lok Sabha elections.Coming back to the caste census, the BJP has started tom-tomming that the Congress never 'cared' for the lower strata of society, as the caste census, which the British introduced in 1881 and continued without a break till 1931, was given up by independent India under the Congress regimes. The first post-independence census in 1951 and the subsequent ones (also involving non-Congress governments) enumerated only the numbers of the Scheduled Castes and Scheduled Tribes, which enjoyed reservation under the Constitution.advertisementBJP leaders also point out that the United Progressive Alliance government under Dr Manmohan Singh conducted a socio-economic caste census during the 2011 census, whose findings 'were never formally released due to embarrassing questions surrounding data accuracy and consistency.'The survey mentioned the total number of castes in the country at 46 lakh as against a mere 4,147 castes in the 1931 census. For instance, tabulators found that in response to a question to 'name your caste', people mentioned 'Gupta', 'Agarwal' etc. where, ideally, they all should have come under the category of 'Baniyas.'A 'code of castes' directoryTo avoid such confusion in the upcoming census, according to official sources, the operation will be fully digitised and a code of directory distinguishing different castes will be provided as 'a drop-down' and the respondents will be required to tick the category they belong to.There is also a proposal to 'pre-test' a select population base to iron out any glitches before the final count. The first part of the census will concentrate on the basic details of gender, age, education, employment, income, assets, type of houses, ownership and so on, while the caste census, including the government benefits availed or not availed, will be done in the second phase.advertisementAccording to a senior official, 'Even as the number of government benefits and schemes targeting the underprivileged sections of society has multiplied over the years, we were finding it difficult to reach the right people due to faulty data or unavailability of reliable information. Once the caste survey is completed, we will be able to reach out to the socially and economically deprived sections of people in a more effective manner.'The BJP under Modi has systematically cajoled and cultivated the most oppressed among OBCs and minorities like Pasmanda Muslims, Christians, and Jains to counter the influence and power of the more 'privileged and dominant' OBCs. The census figures, whenever available, could be used to consolidate its vote bank vis-a-vis its political opponents.As the delimitation of parliamentary constituencies and their numbers, 'frozen' in 1976, is due for a review, the caste census could provide another 'weapon' in the hands of the BJP and its allies. Though the redrawing of boundaries will be done by the Delimitation Commission to be set up by the Centre after the census, with the caste numbers on hand, the ruling coalition could do slight manoeuvring here and there to gain some advantages.(Views expressed in this opinion piece are those of the author)Tune InMust Watch

'It seems that some political parties and their Booth Level Agents (BLAs) did not examine the electoral rolls at the appropriate time and did not point out errors, if any, to SDMs/EROs, DEOs or CEOs,' the commission said in a statement on Saturday, referring to a process that occurs yearly. The poll body said parties are now raising concerns outside the designated process. 'Recently, some political parties and individuals are raising issues about errors in electoral rolls, including the electoral rolls prepared in the past,' it said. The commission said there was a proper procedure for addressing electoral roll concerns. 'The appropriate time to raise any issue with the electoral rolls would have been during the claims and objections period of that phase, which is precisely the objective behind sharing the electoral rolls with all political parties and the candidates,' it stated. 'Had these issues been raised at the right time through the right channels, it would have enabled the concerned SDM/EROs to correct the mistakes, if genuine, before those elections,' the commission added. Typically, every year, electoral rolls undergo summary revision with a qualifying date of January 1, when citizens turning 18 become eligible voters. During this process, draft rolls are published, followed by a claims and objections period lasting several weeks where political parties and voters can challenge inclusions or exclusions. The final rolls are then published by January 31, giving parties multiple opportunities annually to scrutinise and correct electoral data through established legal channels. It is likely these draft rolls that the EC was referring to, but did not specify in its statement on Saturday. The poll body will hold a press conference on Sunday featuring Chief Election Commissioner Gyanesh Kumar and both Election Commissioners, though officials have not specified the subject. People aware of the details said the commission will discuss 'recent issues and allegations' regarding the Bihar verification drive. Officials aware of the matter told HT that the presser is a response to the Opposition's concerns on SIR especially the Congress's. Gandhi has alleged 'vote chori (vote theft)' in Maharashtra, Karnataka and Haryana, accusing the poll panel of voter data manipulation. On August 7, he claimed there were 100,250 'stolen' votes in Bangalore Central's Mahadevapura assembly segment that helped the BJP win the 2024 Lok Sabha seat, accusing the commission of 'colluding' with the ruling party. The presentation prompted an immediate reaction from the commission, which asked Gandhi to send a signed declaration and oath supporting his allegations. Commission officials have since urged Gandhi to either sign the oath or 'apologise' to the nation. The commission said it welcomes scrutiny. 'ECI continues to welcome the scrutiny of Electoral Rolls by Political Parties and any Elector. It will help SDMs/EROs to remove the errors and purify the Electoral Rolls which has always been the objective of ECI,' it stated.

New Delhi: Delhi High Court has said it will examine on Aug 25 the plea of Aam Aadmi Party seeking allotment of a residential accommodation to its national convener and former chief minister, Arvind Kejriwal, in the national capital. Justice Sachin Datta adjourned the matter for a detailed hearing on the plea, which seeks directions to the central govt to allot accommodation to Kejriwal. The petition contends that under the guidelines for the allotment of accommodation from the general pool to political parties, the president of a recognised national party was entitled to one govt residence in Delhi, provided they neither own a house nor were allotted one in any other official capacity. "All pre-conditions are met. There is a national convener, who is also the national president. We are requesting a centrally located residence," senior advocate Rahul Mehra, representing AAP, submitted earlier. Since then, he has been staying at the official residence of another party member near Mandi House, it added. According to the guidelines, recognised national parties are allowed to secure the allotment of one housing unit from the general pool in Delhi for their office use on the payment of a licence fee. The guidelines also state that one residential accommodation would be allotted to the president of a recognised national party in case he has no house in Delhi, either of his own or allotted by the govt in any other capacity. Last year, AAP was allocated a new office at Pandit Ravi Shankar Shukla Lane in Lutyens' Delhi after it approached the high court, which ruled that the party was entitled to a space for its office here like other national parties and asked the BJP-led Centre to take a decision on the issue. MUMBAI: Blazing a new campaign trail ahead of local body elections in the state, the BJP-led Mahayuti alliance is tapping into festivals deeply cherished by Maharashtrians, starting with Janmashtami on Saturday, to win hearts – and votes. (Anshuman Poyrekar/ Hindustan Times) With nine municipal corporations in the Mumbai Metropolitan Region (MMR) up for elections, where the contest is expected to be fierce, the alliance cashed in on the Dahi Handi festival in a big way on Saturday. Chief Minister Devendra Fadnavis attended as many as 14 Dahi Handi celebrations in Mumbai, Thane and Bhiwandi, while his deputy and Shiv Sena chief Eknath Shinde attended nine, most of them in Thane. Sounding the bugle for the polls, Fadnavis was blatant about the Mahayuti's new and admittedly ingenious strategy. 'Change is imminent in the Mumbai Municipal Corporation this year as we have broken the 'Handi of corruption' in the civic body,' said Fadnavis, in a veiled reference to the Shiv Sena-UBT, which has ruled the Brihanmumbai Municipal Corporation (BMC) for more than 25 years. 'With the help of 'development Handi' to be placed in BMC, we want to give a piece of development to the common people of Mumbai,' said the chief minister, at a Janmashtami celebration at Worli organised by BJP leader Santosh Pande. On Saturday, Fadnavis visited seven Janmashtami Dahi Handi events each, in Mumbai and Thane, organised by sitting MLAs and other BJP and Sena leaders. He jointly presided over a celebration with Shinde at Tembhi Naka, organised by Sena MLA Balaji Kinikar. Mumbai BJP chief Ashish Shelar attended nine Dahi Handi events organised in party strongholds, including Ghatkopar, Borivali and Malad. 'Most of the big Dahi Handi mandals are linked to the ruling parties and their leaders such as Pratap Sarnaik, Prakash Surve and Ram Kadam. The presence of their senior leadership at the celebrations has helped the Mahayuti alliance reach out to lakhs of voters, especially Marathi-speaking people in the MMR,' said a BJP leader. 'Political parties traditionally cash in on these festivals but the Mahayuti alliance is going all out this time as local body elections are around the corner.' The strategy already appears to be paying rich rewards. The Konkan Nagar Raja Govinda Team in Thane set the record of a ten-layer Dahi Handi pyramid. The event was organised by the Sanskruti Yuva Pratishthan Trust mentored by Sena leader and transport minister Pratap Sarnaik. Up next, the BJP plans to use the upcoming Ganapati festival as part of its campaign strategy. The Mahayuti alliance recently gave it the status of a state festival and has announced prizes and funding worth ₹11.5 crore to Ganesh Mandals and people associated with the festival across the state. 'Through this drive, the BJP aims to connect with thousands of Ganesh Mandals and the devotees associated with them,' a BJP leader said.
