Odisha Revenue Clerks' Association stages protest over hike in pay
Their demands include raising the basic pay of district-level revenue clerks to Level-9 under ORSP-2017 rules, creating new posts and restructuring the system based on data submitted by district collectors, granting 100 per cent promotion opportunities within the Odisha Revenue Service cadre, providing skill enhancement training to new revenue assistants, and replacing the New Pension Scheme with the Old Pension Scheme.
The association accused the state government of delaying the fulfillment of their long-pending demands and showing a 'step-motherly attitude' towards district-level revenue clerks. It said that it had earlier sent multiple representations to the government, held discussions at various levels, and met officials through different channels. When no concrete action was taken, clerks had resorted to wearing black badges while on duty as a symbolic protest.
With no response from the government, the association began a complete work stoppage from Monday. They have warned the strike will continue, with peaceful protests, until all demands are met. They submitted a memorandum to Mayurbhanj collector Hemakanta Say, who assured that he would look into the matter.

However, many states still follow Old Pension Scheme (OPS).NPS replaced OPS for central government employees on January 1, 2004. It is a defined contribution system where employees get market-linked returns. Unlike OPS, it doesn't provide a defined pension. Central government employees can open a Tier I NPS account. ‘Filed review plea against SC verdict to reduce IPS deputation in CAPFs', Govt. informs Lok Sabha
The Government of India has filed a review petition against a Supreme Court ruling to 'progressively reduce' the deputation of Indian Police Service (IPS) officers in the Central Armed Police Forces (CAPFs), the Lok Sabha was informed on Tuesday (August 12, 2025). Responding to a question by Deepender Hooda (Congress) whether the Supreme Court, in its May 23, 2025 judgment ruled in favour of granting Organized Group A Services (OGAS) status to CAPFs and if so, concrete steps had been taken to implement this order, Minister of State for Home Nityanand Rai said, 'The Government of India has filed a petition seeking review of the judgment which is presently sub-judice and is pending adjudication before the Supreme Court.' The Hindu reported on May 23 that a Bench of Justices A.S Oka and Ujjal Bhuyan ruled that the deputation posts of IPS officers in the Senior Administrative Grade (SAG) or up to the rank of Inspector General in CAPFs should be 'progressively reduced over a period of time, say within an outer limit of two years.' Justice Oka has since retired. Despite the ruling, the Ministry of Home Affairs (MHA) continued to appoint IPS officers to senior posts and since the day of the judgment, at least eight appointments of IPS officers in the rank of Commandant to Inspector Generals in the CAPFs were made. The Congress member also asked whether the government considered Border Security Force (BSF) as a civilian force rather than an armed force of the Union despite its combat roles and the steps taken by the government to restore the Old Pension Scheme (OPS) to these personnel, which was withdrawn since 2004. The Minister replied, 'BSF is one of the Central Armed Police Forces (CAPFs) for ensuring the security of the borders of India. The issue is presently sub-judice and pending adjudication before the Supreme Court.'
