
Bihar Assembly Polls Likely In 2-3 Phases; EC To Avoid Dates Coinciding With Diwali, Chhath

The term of the current Bihar assembly is scheduled to end on November 22 this year, thus the elections must be held before this date.
The Bihar Assembly Elections are likely to be held in two to three phases, and the decision on the poll schedule will be taken keeping dates of Diwali and Chhath festivals in view, sources said on Monday.
The Election Commission of India has begun preparations for polls for the state Assembly, the term of which will end on November 22 this year. It is therefore mandatory for the election process to be completed before the tenure of the current government comes to an end.
Chief Election Commissioner Gyanesh Kumar will visit Bihar this month to take stock of the situation. The ECI has already begun the training of its staff for the polls.
Sources said that the ECI is making efforts to nullify the Opposition's allegations related to voter list fraud, like those made in previous Assembly polls, including in Maharashtra, Haryana, and Delhi.
'That's why training for BLOs (Booth Level Officers) has also been conducted. All BLOs will be provided identity cards so that they can go door-to-door for verification," sources said.
A campaign will also be launched in Bihar to update the voter list, so that the names of young people turning 18 can be added. 'Now there will be no duplicate EPIC (Electors Photo Identity Card) numbers — they have been eliminated," sources said.
Notably, after a crushing defeat in Maharashtra, Opposition leaders, including Rahul Gandhi, had alleged voter fraud, claiming that additional voters were added to the list to benefit the BJP.
'Soon, a special cell will be formed within the Commission to monitor AI-related issues," sources said.

NEW DELHI: In a reform that promises to fix the delays in updating of voter turnout figures on poll day - a grouse often raised by Congress to question the electoral processes and EC itself - the poll panel Tuesday said it shall replace the manual reporting methods with a streamlined, technology-driven system that will provide timely updates to the public on approximate poll percentage trends. Reiterating its commitment to keep the public informed and ensure faster updation of approximate voter turnout trends, the poll panel explained that the presiding officer of each polling station will now directly enter voter turnout on the new ECINET app - which will bring 40 election-related apps, including voter turnout (VTR) app, on a single platform - every couple of hours on polling day as well as immediately upon close of poll. These updates will be automatically aggregated at constituency level. Uploading of voter percentage at close of elections, just before the presiding officer leaves the polling station, will eliminate the time lag between voter turnout at close of poll and updated/final voter turnout figures released by the .

Bihar election onwards, voter turnout data to be out faster: EC
THE ELECTION Commission on Tuesday said it would streamline its internal processes for collecting voter turnout data from polling booths, making the public disclosure of the trends faster, starting with the upcoming Bihar Assembly elections. 'This new process significantly reduces the time lag associated with the earlier manual reporting methods. The initiative aligns with the Commission's commitment to ensure timely public communication, which has often been underlined by Chief Election Commissioner Gyanesh Kumar on various occasions,' the EC said in a statement. So far, the voter turnout data was collected manually, via phone calls and messages, from presiding officers of polling stations to sector officers and returning officers. 'This information was aggregated every two hours and uploaded to the Voter Turnout App. The polling percentage trends were often updated hours later, based on physical records arriving late in the night or even the next day, leading to delays of 4-5 hours or more…' the EC said. The new process would entail presiding officers uploading the data directly onto the EC's new ECINET app every two hours. Data would be automatically aggregated at the constituency level and updated for the public on the app. 'Notably, voter turnout data will now be entered into ECINET by PROs immediately after the close of poll, before they leave the polling station, which will reduce the delays… Where mobile networks are unavailable, entries can be made offline and synced once connectivity is restored,' the EC said. During last year's Lok Sabha elections, Opposition parties had questioned the EC over the delay in releasing final voter turnout figures at the end of polling.
