Metro's Solar Dream Set to Take Off as MERC Orders MSEDCL to Clear Hurdles

Nagpur: After being stuck in limbo for over a year, Nagpur Metro's ambitious solar energy expansion is finally gaining momentum. The Maharashtra Electricity Regulatory Commission (MERC) has directed Maharashtra State Electricity Distribution Company Ltd (MSEDCL) to update its outdated application system, which was capping net metering approvals at 1MW, despite new regulations allowing up to 5MW.
The order is expected to clear the path for commissioning long-idle solar panels and restarting stalled installations across the Metro network.
At the centre of the delay is 1.5MW solar capacity installed at Mihan and Hingna depots. The panels, installed over a year ago, remained idle due to Metro's inability to apply for net metering beyond 1MW. This resulted in MahaMetro being forced to rely on costlier grid electricity, incurring monthly losses of Rs12 lakh — amounting to more than Rs1.4 crore annually.
During a hearing on July 9, MERC took note of MahaMetro's petition and ordered MSEDCL to operationalise a compliant web-based portal within a month. It also asked the power utility to file its reply within 15 days. With this directive, Metro officials say they are finally in a position to move forward. But the delay did more than just sideline 1.5MW worth of solar power — it effectively froze Metro's entire solar rollout.

Sources within MahaMetro revealed that once the depot panels were left unused, the agency decided to halt all further solar installations to avoid wasting additional infrastructure. Currently, only Reach 1 (Sitabuldi to Khapri) and Reach 3 (Sitabuldi to Lokmanya Nagar) have solar panels installed across all stations. Reach 2 (Sitabuldi to Automotive Square) has no panels at any station. On Reach 4 (Sitabuldi to Prajapati Nagar), only three stations — Vaishnodevi Square, Dr Ambedkar Square, and Telephone Exchange Square — have solar installations.
"We couldn't justify spending more money on solar panels that would just lie there unused like the ones at the depots," said a senior MahaMetro official. "But now, with MERC's directive, we're finally seeing light at the end of the tunnel. We plan to resume installations across the remaining stations immediately."
The Metro set a target of meeting 50% of its power needs through solar, but due to the regulatory deadlock, it only reached around 15%.
With the bottleneck removed, officials believe they can move quickly to bridge the gap. The full rollout is expected to bring monthly energy savings of up to Rs45 lakh in the beginning and more in the future, significantly easing the project's operational costs.
A senior MSEDCL official said they will comply with MERC's directives and follow them to the letter. "However, we will also need to assess the implementation from our end to ensure it aligns across all operational segments. If any issues arise, we will raise them with MERC for further clarification," the official added.
With clear instructions now issued and a timeline in place, Metro's long-postponed solar ambitions may finally become a reality — delivering financial relief and a boost to Nagpur's green energy credentials.

"As per existing plans submitted to the sub-committee, the 1.75km flyover with a 1.3km elevated stretch will begin near PGIMER and terminate near the Botanical Garden in Sarangpur, passing over Khudda Jassu and Khudda Lahora villages. The committee has asked the engineering department to keep the flyover out of the Chandigarh grid plan (out of Sector 12/14) and shift the flyover plan further toward the village area, away from PGIMER," said a senior UT official. The committee has also considered the route of the proposed metro, which is planned to pass through the area where the flyover is proposed. "The engineering department was asked to coordinate with the Rail India Technical and Economic Service (RITES) for the flyover plans. There must be no overlapping of the two routes; the department must get a clearer picture about it from RITES," said the official. The committee also questioned the double-decker design of the flyover. "It asked the engineering department to re-examine the double-decker design, which may look horrendous for the city. The Metro can go underground here, but the double-decker design will have to go," said the official. "The engineering department has been directed to revise the project as per these concerns, particularly to shift the project away from the city sectoral grid, in alignment with the proposed Metro project and designed structure of the flyover. The department will submit a revised design and structure of the project to the committee," said the official. For a smooth ride to New Chandigarh, bypassing congested villages, the administration started work on the proposal of an elevated highway connecting Madhya Marg to New Chandigarh in 2020. After more than two years, UT resumed work on the project in 2023. The stretch frequently witnesses traffic snarls. Many temporary and permanent commercial establishments and residential areas have come up on both sides of the road stretch. A UT engineering department official said, "We are waiting for minutes of the meeting, after which further course of action will be decided." The CHCC sub-committee gave in-principle nod to the Bapu Dham bridge over Sukhna Choe. The committee, however, asked for a detailed submission of the design of the bridge. Hyderabad: Chief minister A Revanth Reddy on Tuesday directed officials to expedite shifting of polluting industries in the city to outside Outer Ring Road (ORR) and prepare comprehensive plans with an eye on the next 25 years to make Hyderabad a pollution-free, eco-friendly city. At a review meeting with the officials of municipal administration and urban development at the Command Control Centre, the CM said people were facing inconvenience in Delhi, Mumbai, and Chennai due to extreme pollution. 'Such a situation should not prevail in Hyderabad. Polluting industries in the core city should be shifted outside the ORR. Necessary reforms should be undertaken to make Hyderabad pollution-free, and plans should be prepared keeping in mind the needs of the next 25 years. The problems being faced in cities like Delhi, Mumbai, and Chennai should be studied for this,' he said. Officials of the respective departments should pay special attention to underground drainage and underground electricity cabling projects in the city. All the departments concerned should prepare comprehensive detailed project reports (DPRs) in this regard. 'Single-use plastic should be banned. Construction debris should not be allowed to be dumped anywhere in the city. Strict action should be taken against those who do so intentionally. Delays would not be tolerated in the Metro rail project works. Work on the elevated corridor from Paradise Junction to Shamirpet and ORR should be speeded up, the officials were told. 'Expedite the work from Himayatsagar to Gandhi Sarovar. A landmark like India Gate, Gateway of India, Charminar should be built as a symbol of the Musi riverfront at Kothwalguda junction on the ORR towards Musi. Plans should be in place at the earliest for bridge-cum-barrages on Musi. The STPs in front of Mir Alam Tank should be operated according to their capacity. A hotel with modern facilities should be built near Zoo Park and Mir Alam Tank to allow tourists to stay. The hotel should have a view of the Zoo Park and Mir Alam Tank and the city,' Revanth said.

By the end of 2025, at least four new Metro corridors are expected to open partially. The app will integrate 11 services, including Mumbai's suburban rail (Central, Western, and Harbour lines), all Metro lines, Monorail, and buses run by BEST, TMT, KDMT, MBMT, and NMMT. With features like map-based bookings, one QR code for multimodal travel, live updates, and SOS services, the app aims to offer a seamless travel experience. It supports the Digital India mission and marks a step towards smarter, paperless public transport in the city. Meanwhile, the Mumbai Metropolitan Region Development Authority (MMRDA) is building a 12-line Metro network across the Mumbai Metropolitan Region (MMR), covering a total of 337.1 km, Mid-Day reported. So far, four lines (58.9 km) are already operational. Another eight lines, covering 165.7 km, are currently under construction. Metro Line 9 (Red Line) – This 10.5 km elevated extension connects Dahisar to Mira Bhayander. A 4.5 km stretch from Dahisar to Kashigaon is expected to open by December 2025. This section will connect with existing Lines 2A and 10. Construction is nearly complete, with 98% work done. Metro Line 2B (Yellow Line) – This 23.64 km elevated corridor will run from DN Nagar to Mandale via BKC, Kurla, and Chembur. A 5.4 km stretch from Mandale to Diamond Garden is likely to open by the end of 2025. Trial runs are already in progress, and about 78% of construction is done. Metro Line 3 (Aqua Line) – Mumbai's first underground Metro, running from Colaba to SEEPZ. A 9.77 km stretch opened in May 2025. Another 11.57 km, connecting Cuffe Parade to Aarey, is expected to open by August 2025. Civil work is 99.86% complete. Metro Line 4 & 4A (Green Line) – This elevated corridor will link Wadala to Kasarvadavli and Gaimukh, covering 35.32 km. A 10-station stretch from Gaimukh to Cadbury Junction is set to open by early 2026. Work is over 84% complete. In addition to the Metro expansion, MMRDA has completed the new Mandale Metro depot, which includes India's largest Metro training centre. Equipped with advanced simulators, the centre will train new staff and upskill existing workers.
