Thiruvananthapuram: The state finance department has begun preparations for the 2026–27 budget with a no-frills circular that highlights Kerala's deepening fiscal constraints.
Issued on July 21, the directive includes sweeping instructions to all departments: Freeze non-plan revenue spending at current levels (excluding salaries), halt routine budget escalations and justify every proposed outlay with evidence.
The circular carries added weight as it sets the tone for the final budget of the second Pinarayi Vijayan-led LDF govt—a political milestone unfolding under visible economic pressure.
With the state's "ways and means" position under strain, the message is clear: No room for expansion, only consolidation. Departments have been warned against inflating estimates or relying on assumptions. Revised estimates for 2025–26 and proposals for 2026–27 must strictly reflect post-budget developments, sanctioned changes and actual disbursals. In a nod to long-standing demands for better visibility of social spending, departments must now detail the gender and child-specific shares of their allocations.
However, without real shifts in resource distribution, these provisions risk remaining on paper.
Centrally sponsored and externally aided schemes will face tighter scrutiny, with the finance department demanding a clear breakdown of Central and state contributions to prevent duplication and leakage. Local bodies must prepare separate budgets to reflect devolved functions and decentralized expenditure.
What stands out is not just the detail, but the defensive tone — a circular that reads less like a roadmap for progress and more like damage control. With elections due next year, the LDF govt appears determined to present a budget that prioritizes caution over ambition. Whether this reflects responsible planning or a govt boxed in by its own financial decisions remains an open question.

Guwahati: As a part of Assam's massive crackdown against land encroachment by illegal migrants, the Himanta Biswa Sarma-led government is now planning to launch a massive eviction drive in upper Assam's Golaghat. The move will clear 10,000 bighas (approximately 3,300 acres) of land in the Rengma Reserve forest at Uriamghat, bordering Nagaland. The eviction drive will affect nearly 2,000 families who have allegedly encroached on the forest land and turned it into a betel nut plantation linked with the betel mafia. Fearing the eviction, many people belonging to the Bengali-speaking Muslims who have been branded as illegal immigrants from Bangladesh had fled the area and were trying to take shelter in other places in Assam. Nearly 700–800 police personnel, along with teams from the Forest Department and Central Reserve Police Force (CRPF), were stationed in and around the Rengma Forest reserve. Heavy machinery, including bulldozers and excavators, has also been mobilised for the operation. The evictions come after extensive land surveys across 30 villages in the reserve forest area under the Sarupathar sub-division. The Assam government claims that the encroachers originate from Muslim-dominated areas of Nagaon, Morigaon, Sonitpur, and even districts such as Cachar, Dhubri, Barpeta, and Hojai in Assam. Many illegal migrants are also from West Bengal and Bihar, according to the government. Himanta Biswa stated that 70% of the identified encroachers had already vacated voluntarily and reiterated the government's commitment to restoring forest and government land. Last week, Mr Sarma had said that 1.29 lakh bighas (over 42,500 acres) of land have been cleared of encroachment in the last four years, while approximately 29 lakh bighas (more than 9.5 lakh acres) of land remain encroached in the state. Amid a large-scale eviction drive in Assam, the Nagaland government has also issued an advisory to bordering districts to remain on high alert and prevent any spillover of displaced families into its territory during the eviction. Meanwhile, the prominent Naga radical group NSCN (Niki) has claimed that the recent evictions by the Assam government were neither surprising nor unexpected but a deliberate attempt to seize Naga ancestral lands labelled as the "Disturbed Area Belt", a misleading designation stemming from British colonial boundaries imposed for administrative convenience without consulting the Naga people. In a statement, NSCN/GPRN (Niki) alleged that successive Assam governments have long pursued the settlement of illegal Bangladeshi immigrants (IBIs) in disputed border areas to facilitate covert territorial occupation.

Their high-stakes nuclear diplomacy in 2018-19 unravelled due to disputes over US-led sanctions. Kim has since performed a provocative run of weapons tests to modernise and expand his nuclear arsenal. In a statement carried by state media, Kim Yo Jong said that It is worth taking into account the fact that the year 2025 is neither 2018 nor 2019. Any attempt to deny the position of the DPRK as a nuclear weapons state which was established along with the existence of a powerful nuclear deterrent and fixed by the supreme law reflecting the unanimous will of all the DPRK people will be thoroughly rejected, she said, referring to her country by its official name, the Democratic People's Republic of Korea. She said she was responding to reported comments by a US official that Trump is still open to talks with Kim Jong Un on the North's complete denuclearization. She likely was referring to a Saturday article by Yonhap news agency that cited an unidentified White House official as saying that Trump remains open to engaging with Leader Kim to achieve a fully denuclearized North Korea. Kim Yo Jong said she doesn't deny the personal relationship between her brother and Trump is not bad. But she said if their personal relations are to serve the purpose of North Korea's denuclearisation, North Korea would view it as nothing but a mockery." If the US fails to accept the changed reality and persists in the failed past, the DPRK- US meeting will remain as a hope' of the US side, Kim Yo Jong said. Her comments suggested complete denuclearisation won't be up for negotiation. Experts earlier said North Korea would only be interested in talks on a partial surrender of its nuclear capability in return for sanctions relief and other benefits, a tactic that could allow North Korea to retain some of its key nuclear weapons after winning what it wants from the US. The earlier Trump-Kim diplomacy collapsed after Trump rejected Kim's calls for extensive sanctions relief in return for dismantling his main nuclear complex, a limited denuclearisation step. On Monday, Kim Yo Jong rebuffed overtures by South Korea's new liberal government, saying its blind trust in the country's alliance with the US and hostility toward North Korea make it no different from its conservative predecessor. Her comments imply that North Korea now preoccupied with its expanding cooperation with Russia sees no need to resume diplomacy with South Korea anytime soon. Experts say Kim Yo Jong also likely seeks to drive a wedge between Seoul and Washington.
