PPP must drive India's infrastructure funding: Experts at BS Infra Summit

Public-Private Partnership (PPP) should be the default approach in India's infrastructure development, as government resources alone cannot meet the scale of competing demands, experts said at the Business Standard Infrastructure Summit on Thursday on the theme 'Infra for Viksit Bharat: Planning, funding and building".
In a panel discussion moderated by Dhruvaksh Saha, Kuljit Singh, EY India Investment Banking Partner, said that private investment must increasingly fund projects that would otherwise rely on government capital expenditure. 'There is a lot of scope for PPP in India, for the simple reason that India is source-constrained. We don't have enough resources. Somebody has to get clean water for free, somebody has to get housing for free or subsidised. So by default, I think in India, what needs to happen is that if there is a possibility to undertake private investment to fund what would have been otherwise funded by the government on a CapEx basis, you should always go down that path without fail,' he said.
Funding challenges and PPP opportunities
Singh pointed out that while debt funding is no longer a bottleneck in India, the terms of financing remain a challenge. 'It's rarely difficult to find a project in India now from the debt perspective. 99 per cent of projects now get funded in India; the question is, who funds you? Banks are very happy to fund highway projects. Ports and airports also get funding easily. Where we may struggle to get funding is on what terms we get the debt," he said.
He further added that foreign investors are increasingly open to greenfield renewable projects and willing to take construction risk. He also called for replicating successful models from the central government across states. 'You have to see why the central government is successful and state governments falter? Because the central government picks up one sector, does a lot of research, and freezes documents after detailed consultations. NHAI, why is it successful? It replicates the same process for every project,' Singh added.
For sectors like waste management and railways, Singh suggested that PPPs should focus on new asset creation rather than legacy projects, as 'it is very difficult to do something with what already exists, but not so difficult to do something new".
Cities unprepared for growth
Jagan Shah, CEO of Infravision Foundation, underlined the stress on India's cities due to unplanned growth since liberalisation. 'Our cities are reeling under growth. What we are facing is the consequences of not having planned our cities well enough. Most cities have fairly well-planned neighbourhoods which are legacies of the past, but the kind of spurt of growth since 1991, we have been unprepared for that,' Shah said.
Calling cities 'systems of systems", Shah said that urban planning must be future-driven and technology-enabled. 'We need an enormous shift in technologies, and we need to do it on the best of home-made innovations. That is why you need a complete ecosystem to support the kind of evolution that we need in our services,' he said.
Shah highlighted the importance of procurement and collaborations across industry, academia, and government to provide benchmarks for decision-making. He cited sanitation projects as an example where research outputs could guide officers.
On PPP in cities, Shah said local projects remain small and financially dependent on state governments and urban local bodies. 'Across the entire territory, the urban infrastructure projects are small, subservient to how the state and ULB functions financially, and therefore you're not able to attract the kind of PPP that you want,' he added.
He, however, praised the Urban Challenge Fund for pushing cities to bring forward their own projects, with PPP expected to contribute up to half of the financing. 'That is a transformative idea,' Shah said.
Planning is the core of infrastructure
Rahul Mithal, Chairman and Managing Director of RITES, emphasised that planning remains the most critical aspect of infrastructure development. 'Out of the three elements of infrastructure, which is planning, funding, and execution, planning is the core,' he said.
Mithal stressed the need for adopting the QCBS (Quality and Cost Based Selection) system in project preparation. 'Detailed Project Report (DPR) needs a concentrated focus, and you should choose DPR entities only by using QCBS. In QCBS, you need to make a decision, which is the most difficult part,' he said, adding that relying only on technical credentials was the easiest but least effective approach.
He also underlined the importance of strong field entities to ensure that designs are executed properly and of leveraging technology to assess vulnerabilities in infrastructure systems.

The government has rolled out a safety-first model for Delhi's newly inaugurated Urban Extension Road-II (UER-II), barring two-wheelers, autos, and slow-moving vehicles from the high-speed corridor. The decision, taken at a high-level Coordination Committee meeting chaired by Minister Parvesh Verma, comes with a larger push for surveillance, patrolling, service roads, and permanent drainage planning. Prime Minister Narendra Modi had inaugurated the 76-km UER-II on August 17, calling it Delhi's third Ring Road, along with the 29-km Dwarka Expressway. The ₹8,000-crore corridor, built under the National Highways Authority of India (NHAI), is designed to connect Alipur to Mahipalpur through Mundka, Bakkarwala, Najafgarh, and Dwarka, significantly cutting travel time from Indira Gandhi International Airport to NCR cities. 'Two-Wheelers Will Not Be Allowed' Minister Verma stressed that safety would remain the top priority on the expressway. "Two-wheelers, three-wheelers, and slow-moving vehicles will not be allowed on the main carriageway as their entry could lead to serious accidents," he said. He directed the Delhi Traffic Police to enforce the restriction "strictly" and ensure awareness through signage, public announcements, and awareness drives. Round-the-Clock Vigil The minister also announced extensive security and emergency measures for the corridor. "UER-II is not just another road; it is a high-speed lifeline for Delhi. We are committed to ensuring that commuters get world-class infrastructure without compromising safety. Restrictions on unsafe vehicle movements will be strictly enforced, and surveillance and emergency response systems will remain active round the clock," Verma said. Officials confirmed that CCTV cameras, adequate manpower, patrolling vans, and ambulances will be deployed at regular intervals. Service Roads and Drainage Fixes Verma directed NHAI to construct service roads "immediately" so that residents in adjoining areas have smooth access to UER-II. He said this would improve local connectivity and ensure better traffic management. On drainage, the minister was categorical that a permanent plan was needed. He pointed to Karala-Kanjhawala Road, Mundka-Karala Road, and Barwala as vulnerable points and said: "The drainage plan should be permanent, not temporary, to avoid repeated waterlogging issues." The Delhi Jal Board informed the meeting that the shifting of the water pipeline at Nangli Sakrawati, a critical project hurdle, has been completed. Power and Infrastructure Push Taking up power supply issues for Package 5, Verma instructed BSES to fast-track the installation of transformers. He also asked NHAI to coordinate with the India International Convention Centre (IICC) to ensure smooth execution. Multi-Agency Coordination The meeting was attended by senior officials from NHAI, Delhi Traffic Police, PWD, BSES, Delhi Jal Board, Environment Department, MCD, Revenue Department, and Power Department, with the agenda of removing bottlenecks and accelerating work. A High-Speed Corridor for Delhi Officials underlined that UER-II, as a four-to-six-lane expressway, will play a critical role in decongesting Delhi's traffic and improving regional connectivity. With bans on unsafe vehicles, strict enforcement, and new service and drainage infrastructure, the government says the corridor is being positioned not just as a road, but as a world-class high-speed lifeline for the Capital.

"Issues On Iran's Nuclear Programme To Be Solved Through Dialogue And Diplomacy": Minister

New Delhi: India has consistently maintained that issues related to Iran's nuclear programme should be resolved through dialogue and diplomacy, while recognising Tehran's "right to peaceful use of nuclear energy", the government told Parliament on Thursday. The Ministry of External Affairs was asked about India's stated position at the international fora on Iran's right to peaceful nuclear energy and the concerns around the development of a nuclear weapon. It was also asked whether India supports the revival of the Joint Comprehensive Plan of Action (JCPOA). In a written response, Minister of State for External Affairs, Kirti Vardhan Singh, said, "India has consistently maintained that issues related to Iran's nuclear programme should be resolved through dialogue and diplomacy, while recognising Iran's right to peaceful use of nuclear energy as also the international community's strong interest in an exclusively peaceful Iranian nuclear programme in line with Iran's legal and international commitments." The minister also said that India supports "full and effective implementation" of the Joint Comprehensive Plan of Action and the relevant UNSC resolutions. "We hope the diplomatic efforts underway on JCPOA will reach a satisfactory solution," he said. The MEA was also asked whether the government has engaged diplomatically with Iran or the other stakeholders in the past two years. There was "regular engagement" between India and Iran in 2024 and 2025, including visits to Iran by the external affairs minister (January 2024); minister of ports, shipping and waterways, and AYUSH (May 2024); vice-president of India (May 2024); and minister of road transport and highways (July 2024), Singh said. Prime Minister Narendra Modi and Iran President Masoud Pezeshkian met on the sidelines of the BRICS Summit in Russia (October 2024); the Iranian foreign minister visited India (May 2025), the minister said. Meeting between Lok Sabha speaker and the Iranian Majlis speaker was held on the sidelines of BRICS Parliamentary Forum (June 2025); a meeting was held between the external affairs minister and Iranian foreign minister on the sidelines of the BRICS Summit in Brazil (July 2025); while the SCO foreign ministers' meeting was held in China (July 2025), Singh added. The MEA was also asked whether the Indian government intervened in de-escalating regional tensions post June 13, 2025. "On June 13, India in a statement expressed deep concerns on the developments between Iran and Israel and urged both sides to avoid any escalatory steps. India also called for both sides to utilise the existing channels of dialogue and diplomacy to work towards de-escalation, and conveyed its readiness to extend all possible support, given its close and friendly relations with both countries," Singh said. Prime Minister Modi held a telephonic conversation with the Israeli Prime Minister on June 13 and with the Iranian President on June 22. India's external affairs minister also held telephonic conversations with his Iranian and Israeli counterparts during the conflict, the minister said.

Pune: Union minister for road transport and highways Nitin Gadkari recently directed the ministry and officials from the National Highways Authority of India (NHAI) to expedite the process for the proposed elevated corridor along the Pune–Bengaluru Highway (NH-48) within PMC and PCMC limits. A senior NHAI official said Gadkari instructed them in a meeting on Aug 7. "The proposal will soon be placed before the Union cabinet. The minister has also asked us to simultaneously initiate tendering to avoid delay of the project once the cabinet nod is secured," the official said. The NHAI had prepared a detailed project report (DPR) for the corridor nearly four years ago. The 32-km stretch has been planned between Dehu Road and Narhe in two packages — Dehu Road to Pashan-Sus and Pashan-Sus to Narhe. "Earlier, the flyover under the first package was planned till Balewadi stadium. But considering requests from IT professionals of Hinjewadi and local residents, it was decided to extend it till Pashan-Sus," he said. "The legal dispute with the concessionaire is likely to be resolved soon," another NHAI official said. The elevated corridor is vital to ease congestion on the Pune–Bengaluru highway, which remains choked in the PMC and PCMC limits during peak hours. With rapid residential development along the stretch, the highway has become a crucial lifeline linking these areas to the rest of the city. The NHAI is also set to begin widening the service roads within the PCMC limits, expanding them from the existing 12 metres to 24 metres on both sides of the highway, after the monsoon.
