Qatar: Municipality Ministry launches 17 new services on Oun app

Doha, Qatar: As part of the Ministry of Municipality's digital transformation project, the Information Systems Department, in cooperation with the Agricultural Affairs Department, has launched 17 new agricultural services on 'Oun' app.
The initiative aims at enhancing the efficiency and quality of services, simplifying procedures, and accelerating completion through an integrated digital approach.
The new services include the issuance of permits for importing fertilisers and agricultural soil enhancers, permits for importing honeybees and biological enemies, permits for importing trees and seedlings, permits for importing natural wood and plant parts, permits for importing vegetables and fruits, and permits for importing natural green fodder and dry grain fodder.
Other services are related to permits for importing seeds and seedlings, permits for importing restricted-use fertilisers, permits for importing agricultural consignments (inspection), permits for importing palm trees and offshoots, permits for importing pesticides, permits for importing cut flowers, request for a productivity certificate, issuance of a porta-cabin transfer permit, approval for restricted-use fertilisers (security approval), selling dates palm shoots, recruitment of agricultural workers approval, request for approval for Kahramma services and to whom it may concern certificate and request for a marketing certificate.
The Ministry of Municipality is providing hundreds of electronic services through its website and Oun app. The app offers many services by all sectors of the Ministry to the beneficiaries.
These include all services of the municipal sector like pruning trees, removing sewage water and large-sized solid wastes, licensing for advertisements and issuance of building permits, among many more.
The Ministry is developing 400 services under its digital transformation project in a bid to provide smart and automated services to the public and beneficiary companies.
The digital services cover all sectors, including agriculture, food security, urban development, general services and community services.
The digital transformation project, which began in 2023, includes the website of the ministry and its Oun app and solutions for the smart city. The Ministry of Municipality is developing its services by upgrading the procedures and re-engineering using AI and other modern technologies to make them more efficient for users.
One of the major benefits of digital transformation is the linkage with other government institutions for sharing data.
This helps reduce the requirements for applicants to upload documents and certificates every time.
The project will bring about a qualitative leap towards smart city solutions by developing services with a comprehensive development of all components of the technological infrastructure of services.

Hytera's SmartOne solution integrates various communication technologies—ranging from DMR and TETRA radio systems to body camera feeds—into one platform, enabling seamless coordination between police, fire, and medical services across Baghdad. The solution includes a fully integrated 911 call centre with over 300 operator seats. The platform supports emergency call intake, case creation, real-time situational tracking, and dispatch across multiple agencies. The implementation also features advanced modules such as computer-aided dispatch (CAD), visualised command and GIS mapping, duty and patrol management, incident analytics, and mobile police applications. Together, these tools significantly improve situational awareness, optimize resource allocation, and reduce emergency response times. 'This project, which is the first of its kind in Iraq, represents a quality move in digital transformation and modern communications, enforcement of security and the provision of legal and humanitarian services', said Iraqi Prime Minister Mohammed Shia' al-Sudani. The system's microservice-based architecture ensures high scalability and resilience, while its data-driven backend allows the MOI to continuously evaluate performance through call logs, incident trends, and proactive alerts. These features enable informed decision-making and adaptive strategy development in response to the city's evolving safety needs. Since its launch, the platform has demonstrated impressive capability, handling approximately 100,000 calls on its first day of operation. The new 911 infrastructure sets a precedent for conflict-affected regions aiming to modernize their emergency response systems through integrated technology. Notably, this project has been shortlisted by the International Critical Communications Awards (ICCAs) 2025 as a finalist for the Best Use of Critical Communications in Public Safety award. Iraq is planning to build 20 new residential cities in and around the capital Baghdad to ease congestion in the city and tackle a festering housing supply shortage. The construction and housing ministry has launched studies for the allocation of sufficient land to accommodate the new satellite cities. 'The ministry has started preparing studies for the allocation and expansion of land needed to accommodate 20 new cities in the Baghdad province,' the ministry's spokesman Nabil Al-Saffar said in local press comments on Monday. He said the ministry is also pushing ahead with plans to build an administrative capital In Baghdad similar to Egypt's New Administrative Capital. Officials reported this year that the ministry has received bids from four Egyptian companies and other foreign developers to build the administrative capital. 'Al-Rafeel City,' with an area of 265 square kilometres, will accommodate more than 75,000 people and comprise houses, government offices as well as commercial, education, health and amusement facilities. Last year, Egypt's ORA Developers was awarded the main contract for a new mega residential city 'Ali Al-Wardi, located in the southeast of Baghdad. Ali Al-Wardi is one of about 10 contracts awarded over the past three years to construct new cities that could house more than two million people. The planning ministry said in a study in 2024 that Iraq, OPEC's second largest oil producer, needs to build at least three million houses for citizens in the next five years to shore up the supply gap. Jordan will host a meeting featuring top US, Syrian and Jordanian officials on Tuesday, exploring ways to support Syria's post-war reconstruction, said the Jordanian Ministry of Foreign Affairs. The meeting comes as Damascus seeks international investment to revive its economy, which has been devastated by nearly 14 years of conflict. Syrian Foreign Minister Asaad Al Shibani and US special envoy to Syria Thomas Barrack are expected to attend the talks, which will focus on facilitating reconstruction efforts and securing foreign investment for rebuilding Syria's infrastructure and economy. The meeting will 'discuss the situation in Syria and ways to support the process of rebuilding Syria on foundations that ensure its security, stability, and sovereignty, meet the aspirations of its brotherly people, and preserve the rights of all Syrians,' the Jordanian Foreign Ministry said. It also follows a meeting hosted by Amman last month 'to address the consolidation of the ceasefire in the Sweida governorate in southern Syria', it added. Mr Barrack said on X that the commitment to Syria's reconstruction efforts 'underscores our collective determination to move towards a future in which Syria and all of its people can live in peace, security, and prosperity'. The meeting is seen as part of a broader diplomatic push to support Syria's reconstruction efforts. Amman has increasingly engaged with Damascus as part of regional efforts to stabilise the situation and encourage international investment. The announcement follows a significant development in Syria's efforts to attract international funding. Last week, Damascus signed 12 major agreements valued at $14 billion, including a $4 billion deal with Qatar's UCC Holding to build a new airport and a $2 billion agreement with the UAE's National Investment Corporation to construct a subway in Damascus. These projects are seen as crucial for Syria's economic recovery and are expected to bring transformative changes to the country's infrastructure.
