
Parl panel flags ANRF's limited focus; seeks parallel push for humanities research
Set up in 2023 in line with National Education Policy (NEP) 2020, ANRF promotes research, innovation and entrepreneurship across various fields of science, engineering, and technology. Launched in 2017, HEFA funds infrastructure and research in higher educational institutions through loans.
Parliamentary standing committee on education, women, children, youth and sports in its report on review of the government's response to its September 2023 recommendations on NEP implementation in higher education, stressed that its call for research support was meant to be broad-based, covering humanities and social sciences, which it said are vital to social, cultural, and economic progress.
'However, it is concerned by the ANRF's limited focus on science, technology, agriculture, and health technology…Therefore, the committee recommends a parallel initiative to support humanities and social sciences research in higher education.'

While ministry in its action taken response stated that around 2500 HEIs and 300 universities have established Research and Development (R&D) cells at their campuses and 14,518 Institution's Innovation Council (IICs) have been set up in 28 states and 9 UTs, the panel asked the ministry to provide a report on the progress made in universal establishment of R&D cells in all HEIs.
While the education ministry said HEFA funds support research facilities and provides grants to 2500 higher education institutions (HEIs) through Corporate Social Responsibility (CSR), the panel reiterated its call to earmark a fixed share for research and innovation to ensure consistent funding.
'The ministry has unfortunately not acknowledged this recommendation in its response. The committee therefore, reiterates this recommendation,' the committee said in its latest report.
The committee has criticised the ministry for ignoring its recommendations on tailored teacher training and incentives for those working in marginalised communities, as well as on research and innovation in this area. It reiterated that training materials should meet community-specific needs, incentives should be provided, and a dedicated centre be set up to conduct community-focused education research to guide policy, curriculum, and teacher training.
The panel has called for 'synergized collaboration' between ministry and states for successful implementation of the NEP 2020. It also asked the ministry to develop a formal feedback mechanism for stakeholders on the Multi Entry and Multiple Exit (MEME) scheme and other NEP initiatives, and the creation of a central tracker to monitor the policy's implementation in higher education.

Chennai: In a strong criticism of TN's State Education Policy (SEP) , L Jawahar Nesan, a former member of the high-level committee formed to frame the SEP, said the policy lacked fundamental elements of an education policy and urged the chief minister M K Stalin to withdraw the policy. The SEP appears to approach education in a lackadaisical manner, proposing populist slogans as solutions," said Jawahar. Karnataka HC dismisses PIL seeking continuation of NEP 2020
Bengaluru: The Karnataka high court Tuesday dismissed a public interest litigation (PIL) seeking directions to the state govt to continue with the implementation of National Education Policy (NEP) 2020, in terms of the order dated Aug 7, 2021, issued by the previous BJP govt. Bengaluru-based advocates Girish Bharadwaj and R Ananda Murthy had challenged the Oct 11, 2023 order passed by the Congress govt for the constitution of a commission to draft the state education policy (SEP), claiming the decision was perverse and without jurisdiction. Incidentally, the commission submitted the draft SEP to chief minister Siddaramaiah last week. It has not taken any moves to think beyond the existing norms like how NEP did. Additionally, the report is overwhelmingly focused on the pride of Kannada," said an educationist. "Some of the steps recommended by the SEP committee have been tried and failed in other states. For instance, there is a mention of the district academic committees headed by educationists in higher education. Kerala has a similar system. SEP has proposed a two-language policy and Kannada/mother tongue as a medium of instruction until class 5. Various school associations were on different terms on the issue. D Shashi Kumar, secretary, Associated Managements of Primary and Secondary Schools of Karnataka, said students have been taken back almost 25 years. "Mandating a medium of instruction is against the right of a parent to choose the language, which was upheld by a Supreme Court constitutional bench verdict. The two-language policy can harm students as other medium students will not get to learn Kannada. Also, diluting NCERT will be a disadvantage for our students when they have to compete at a national level," he said. On the other hand, Karnataka Registered Unaided Private Schools Association welcomed the report. The report speaks of fee regulation in private schools. However, the parents' association that has battled the issue for years is still unconvinced. Sijo Sebastian, secretary of Voice of Parents, said: "The govt's new SEP, touted as 'enforcement' of EWS admissions and fee regulation, does not address the long-standing failure to implement existing laws. Karnataka's education framework has existed since 1983; the RTE Act (2009) and Karnataka RTE Rules (2012) already mandate EWS admissions and equitable access. What is needed is credible implementation, time-bound EWS enforcement, transparent fee regulation with disclosures, a single-window grievance system with penalties for non-compliance, timely reimbursements, and active monitoring of pending cases, before announcing new schemes," he added. The proposal to extend RTE till 18 years was welcomed by all. Similarly, parents who have been fighting against the six-year admission rule were relieved at the 90 days relaxation for it. "We request the department to implement these norms immediately so that next year's students will benefit," said a parent.
