Minister orders urgent review of GMO soybean import, policy

Federal Minister for Climate Change and Environmental Coordination, Dr Musadik Malik, on Monday chaired a high-level committee meeting to review the import and regulatory framework of genetically modified (GMO) soybean meal in Pakistan. According to the official statement, the minister stressed the need for science-based decisions and ordered a comparative study on why Pakistan's soybean yields remain lower than other countries and why locally produced soybean seed and meal are more expensive than imports. The meeting also discussed biosafety risks, including possible gene escape from GMO soybean seed and meal, and highlighted the need for establishing clear safety protocols. A committee, led by Prof Kosar Abdullah Malik, was formed to organise a national conference within ten days to gather expert input for future seed and biotechnology policies. Malik instructed that a comprehensive policy on biosafety, biotechnology, and regulation be finalised and implemented within 90 days to support sustainable agriculture and food security. The review follows the November 2024 government decision allowing GMO soybean imports from the US after a three-year suspension. The approval was granted without conducting risk assessments on 47 gene events under local conditions, as required by Article 15 of the Cartagena Protocol on Biosafety. This decision effectively shifted Pakistan's status from non-GMO to GMO, despite previous objections from former prime ministers Nawaz Sharif, Shahid Khaqan Abbasi, Imran Khan, and Shehbaz Sharif, as well as the Ministry of National Food Security and Research. Environmentalists, farmers, and civil society groups also raised concerns. Critics allege the policy change was influenced by powerful industry players, including a ruling party politician. The National Biosafety Committee, chaired by Secretary Eazaz Aslam Dar, approved licenses for over 42 importers to bring in GMO soybeans with 47 gene events for food, feed, and processing, without required local risk assessments.

Taxpayers: KCCI tells Senate body FBR can't be judge, jury and executioner

ISLAMABAD: Karachi Chamber of Commerce and Industry (KCCI) Thursday categorically conveyed to the Senate Standing Committee on Finance on Thursday that the business community cannot allow Federal Board of Revenue (FBR) to simultaneously be the judge, jury and executioner of taxpayers. The Senate Standing Committee on Finance and Revenue, chaired by Senator Saleem Mandviwalla, met Thursday to discuss the anomalies in Financial Budget 2025-26. The Committee had an extensive discussion on several anomalies in the Financial Budget 2025–26. Members of the Chambers of Commerce briefed the Committee on these anomalies, with specific focus on the clauses granting powers to the FBR to arrest on the basis of suspicion. They warned the Committee about the potential misuse of such clauses for the harassment of the business community. KCCI slams FBR for its 'authoritarian' conduct, 'indifference' In a presentation before the committee, President Karachi Chamber of Commerce & Industry (KCCI) Muhammad Jawed Bilwani highlighted that FBR has authorized Inland Revenue officers to arrest directors, CEOs, CFOs, and individuals involved in tax fraud under Section 37A of the Sales Tax Act, 1990. We cannot allow FBR to be the judge, jury and executioner of tax payers. This is a democratic country where citizens rights are protected by the judiciary. This act will cause harassment and corruption on a level unseen before eventually leading to taxpayers closing their legitimate businesses, moving their Investments abroad and Ease of doing Business Index sinking. To an all time low. The whole point of this law is to catch people who issue fake or flying invoices so is it not easier to simply specify this law for this specific offence. Jawed Bilwani further specified that the Definition of tax fraud is too vague and extremely open ended and there are apprehension of its abuse. Therefore, the said definition be restricted to make it applicable only in cases of issuance of fake and flying invoices. President KCCI stated that the new section14AE gives FBR very scary powers to force taxpayers into registering for sales tax. This law should be made softer in stance and powers need to be curtailed to an understandable extent. The language of this law will scare anyone even thinking of registering as a Sales Tax filer from entering the regime. This is a classic example of carrot and stick. We do not endorse this measure and urge FBR to have a more reasonable approach. Jawed Bilwani added that e-bilty should be removed under section 40C to remove local transfer of goods within Pakistan from this act. Digital invoicing should be implemented in a phase wise manner starting from multinationals and Public Limited entity with a Turnover in excess of Rs10 billion and then moved to the medium and ultimately small sized taxpayers with respect to turnovers. The system should be made absolutely free. Currently only one integrator certified by FBR is free while others are at cost. Copyright Business Recorder, 2025

Growing global turbulence: Dar calls for inclusive dialogue, cooperative diplomacy over confrontation

NEW YORK: Deputy Prime Minister and Foreign Minister (DPM/FM), Senator Mohammad Ishaq Dar, on Wednesday called for an inclusive dialogue and cooperative diplomacy over confrontation amid times of growing turbulence across the world as 'the cost of unresolved disputes, long-running conflicts, unilateral actions, and disregard for international law are being felt in every region.' In his address delivered at the reception hosted by Pakistan's Mission in New York on the occasion of Pakistan's Presidency of the UN Security Council, the DPM emphasized Pakistan's unwavering commitment to multilateralism, peaceful dispute resolution, and the foundational principles of the UN Charter. Speaking to diplomats, UN officials and representatives of member states, Dar underscored that at the heart of Pakistan's foreign policy was a firm belief in multilateralism and the rule of international law. 'The purposes and principles enshrined in the UN Charter, especially the peaceful settlement of disputes and the non-use or threat of force, are foundational to the United Nations and indispensable for a just international order,' he stated. Dar's remarks came as Pakistan holds the presidency of the UN Security Council this month. He noted that Pakistan's leadership has been guided by these very principles in both deliberations and concrete actions taken during its tenure. Under Pakistan's presidency, the Security Council adopted Resolution 2788 earlier today, following a high-level open debate on the peaceful settlement of disputes, the first of three key priorities outlined by Dar. He described this core principle of the UN Charter as 'too often sidelined,' and emphasized the need to bring it back to the center of the Council's work. Dar also stressed the importance of revitalizing multilateralism, describing it not as a slogan but as a necessity. 'The Security Council must be seen not only as a chamber of reaction but as a forum of prevention, problem-solving, and principled leadership,' he asserted. A third focus of Pakistan's presidency is enhancing cooperation between the United Nations and regional organizations, particularly the Organization of Islamic Cooperation (OIC). Dar announced that a Council briefing with the OIC was scheduled for July 24, highlighting the 57-member body's vital role in global peacebuilding. Reaffirming Pakistan's active diplomatic engagement, Dar said the country remains committed to working with partners around the world to advance the shared goals of peace, development, and human rights. 'Our engagement transcends the Security Council and is reflected across the UN system — from the General Assembly to the UN Economic and Social Council (ECOSOC) and beyond,' he noted. Dar highlighted Pakistan's leadership in global climate and development discourse and reiterated its support for strengthening the UN's three pillars: peace and security, development, and human rights. He also announced Pakistan's candidacy for the Human Rights Council for the 2026–2028 term, which is endorsed by the Asia-Pacific Group. 'Our engagement with the Human Rights Council is guided by the values of truth, tolerance, mutual respect, consensus-building, and engagement,' he said, expressing the hope for broad international support. Concluding his address, Dar urged the global community to rise above divisions. 'In a world facing deepening divides and mounting challenges, we must choose cooperation over confrontation, and diplomacy over force. Pakistan stands ready to work with all of you to advance these common goals,' he affirmed.
