New Delhi: Union Minister of Parliamentary Affairs Kiren Rijiju on Saturday commended the quick introduction of e-Vidhan (Paperless Assembly) system in Delhi Assembly as a major step towards transparency and efficient governance.
Laying the foundation of the e-Vidhan (Paperless Assembly) in the presence of Delhi Legislative Assembly Speaker Vijender Gupta, the Union Minister said: 'The laying of the foundation stone for the e-Vidhan Project at the Delhi Legislative Assembly is a commendable step towards adopting technology for legislative efficiency and transparency.'
He recalled the days of President's Rule in Delhi in 2014 when he prayed for election of an efficient and dedicated government.
'Now, I can say Delhi has got an that kind of responsive government. The e-Vidhan system is being implemented within 108 days, with the sanction of Rs 9 crore,' he said.
Calling a legislature the heart of a government and democracy, he said the efficiency of the Assembly is indispensable for an efficient government.
'This event marks a significant milestone in the digitisation of legislative governance,' he said.
'While several states have already implemented the e-Vidhan system successfully, it is encouraging to see Delhi joining this important national initiative. I am pleased to be part of this progressive development. I want to see the Delhi Assembly as a model assembly, and this initiative will certainly help in achieving that goal,' he said.
Speaker Vijender Gupta described the initiative as a milestone aimed at making Assembly functioning more efficient, transparent, and environmentally conscious.
The project, being implemented under the National e-Vidhan Application (NeVA), is expected to digitize legislative operations, reduce paper usage, and provide lawmakers with real-time digital access to legislative business.
The Speaker also informed that the tripartite MoU to implement NeVA was signed on March 22 between the Ministry of Parliamentary Affairs, GNCTD, and the Delhi Legislative Assembly Secretariat in the presence of Minister Rijiju.
Gupta further said that the Delhi Assembly has received grants of over Rs 9 crore from the Ministry of Parliamentary Affairs (MoPA), out which more than Rs 1 crore has been granted in first installment.
He also said that the Delhi Assembly is on track to become the first in the country to run entirely on renewable energy, with a 500-kW solar power project being installed.
Chief Minister Rekha Gupta highlighted achievements of her four-month-old government and reiterated her team's efforts to start new projects almost everyday.
'We had tried our best to do something new everyday and make the best use of each day of our four-month-old government,' she said.
Hailing e-Vidhan as a green effort aimed at saving trees, she praised Speaker Gupta for initiating reforms and terminating corrupt and negative practices that were prevalent in under the previous government.
Deputy Speaker of the Delhi Legislative Assembly Mohan Singh Bisht, Minister of Industries, Food and Supplies and Environment, Forest and Wildlife Manjinder Singh Sirsa and Chief whip Abhay Verma were present as Guests of Honour.

In poll-bound Bihar, PM to flag off export of locomotives to Guinea
PM Narendra Modi (File photo) NEW DELHI: Prime Minister Narendra Modi is scheduled to flag off export of the first locomotive from Marhowrah factory in Saran for Guinea in West Africa on Friday, signalling the NDA govts' — both at Centre and state — thrust on accelerating economic activities in poll-bound Bihar. Railway ministry officials said that 150 Make in India Evolution Series (ES43ACmi) locomotives for SimFer's Simandou iron ore project in Guinea worth more than Rs 3,000 crore are being manufactured. Simandou will be Africa's largest mining project. 'In the current financial year, 37 locomotives will be exported, another 82 locomotives will be shipped out in 2026-27 and the remaining 31 locomotives in the third year,' said an official. Though the Marhowrah diesel locomotive factory (DLF) was announced by then railway minister Lalu Prasad, it remained inactive. Spread over 70 acres, the factory was established in 2018 to indigenously manufacture 1,000 state-of-the-art locomotives. The annual production capacity of the factory is over 100 locomotives. The contract to export the locomotives was awarded to Wabtec Locomotive Private Ltd, a joint venture between Indian Railways and US-based Wabtec Corporation. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like 5 Books Warren Buffett Wants You to Read In 2025 Blinkist: Warren Buffett's Reading List Undo All these locomotives will have AC cabs. Each locomotive will have a single cab. Two locomotives together can carry the load of 100 wagons with maximum permissible speed. 'For manufacturing of these locomotives, three types of tracks — broad gauge, standard gauge and Cape guage have been laid in Marhowrah premises,' said another railway official. Officials said with the Indian Railway network achieving full electrification, there is a huge scope for exporting diesel locos to countries where there is demand. 'It's an opportunity to increase our export of locos that match the best standard across the globe. For Bihar, it will be a big milestone,' said an official.

Delhi: Slum dwellers in search of a new home after 300 shanties razed in Ashok Vihar
'How can 10 people stay in a one-bedroom flat?' asked Raj, 20, sharing his plight as he carried a gas cylinder in one hand and a bag with clothes in another. His jhuggi was one of the 300 slums demolished on Monday at Jailorwala Bagh in Northwest Delhi's Ashok Vihar by the Delhi Development Authority (DDA). 'My parents, my brother, and I are moving into a flat nearby where a family we know is already staying, but we will have to look for a place to stay tomorrow,' he said while rushing to make arrangements. A school dropout, he makes cloth labels at a nearby warehouse. Many in the area, who have been displaced, have decided to move to nearby areas with affordable accommodations like Wazirpur, Jahangirpuri, Azadpur, and Lal Bagh. 'But even rents in these places have been increased by landlords, seeing that hundreds of people are looking for a house,' said Suraj Kumar (32), a local. 'The monthly rent for a flat I was looking at was Rs 3,500. Now, the landlord has increased it to Rs 4,500,' added Kumar, who works as a delivery partner with a food delivery firm. The demolition comes five months after Prime Minister Narendra Modi handed over keys of flats in the Swabhiman Apartments, located right behind the slum cluster, to residents of the Jailorwala Bagh for relocation under the Capital's 2015 slum rehabilitation policy. According to DDA, 1,078 families were eligible for rehabilitation in the Swabhiman Apartments, while 558 were ineligible to get a flat. 'The demolition has been carried out on June 16 of the jhuggi structures where dwellers have been allotted flats and of the ineligible persons, except those who have been granted stay by the Delhi High Court,' an official statement read. On the Swabhiman Apartments, DDA said, 'The project is located on DDA's land measuring 34,594.74 sqm with a total construction cost of Rs. 421 crore, excluding land cost. The eligible dwellers have been comfortably living in these flats, which have all modern civic facilities. Each flat with a carpet area of 31 sqm consists of 1 living room, 1 bedroom, 1 bathroom, a kitchen, and a balcony. The construction cost of each flat is Rs 25 lakh. These flats have been given at a highly subsidised beneficiary contribution of Rs 1.41 lakh.' To qualify for a flat, slum dwellers were required to prove that they have been living in the jhuggis since 2015 by showing their name in voter lists and possessing any one of the 12 documents (like electricity bill, driving license, among others) prescribed in the policy. Of the 558 ineligible dwellers, the Delhi High Court granted a stay against demolition to about 250 households. The remaining shanties were demolished on Monday. Mithun, who said he mobilised 250 slum dwellers to move to the High Court and get a stay, claimed that some of those shanties were also demolished on Monday. 'A survey was conducted by a third-party agency, which made a lot of errors,' he said. 'Even if DDA does not demolish our shanties, how will we stay in the middle of all this rubble? How will our children live in the midst of all this? The stay of the court means nothing now… we will have to move only,' said a woman sitting nearby.

Shah launches three tech platforms to improve speed, precision in disaster management
Union Home Minister Amit Shah unveiled three major technology platforms on Monday (June 16, 2025) to improve the speed and precision of disaster management. Mr. Shah launched the Integrated Control Room for Emergency Response (ICR-ER), National Database for Emergency Management Lite 2.0 (NDEM Lite 2.0) and Flood Hazard Zonation Atlas of Assam at the annual conference of Relief Commissioners, Secretaries of Disaster Management and State Disaster Response Forces. In a post on X, Mr. Shah said the three platforms 'will equip our disaster management apparatus with the speed and precision of the new age technologies'. 'The ICR-ER will prompt real-time response to disaster(s) across the nation by streaming satellite data to rescue agencies, and the NDEM Lite 2.0 will provide our response forces spread across nooks and corners with the agility to confront any calamity as a single unit,' he said. The flood hazard atlas for Assam will help in disaster mitigation by providing real-time data related to floods, their impact, and water levels in rivers, the Minister said. Assam Chief Minister Himanta Biswa Sarma said in a post on X that the Flood Hazard Zonation Atlas of Assam, a satellite-based analysis of flooding patterns in the State, will help in regulating development in floodplains, promoting flood-resilient agriculture, supporting crop insurance schemes and preparing disaster management plans. Mr. Shah said that due to climate change and global warming, the entire world is grappling with disasters and there is a need to move forward with environmental conservation as a core component of mitigation plans. 'While everyone is fully prepared to tackle disasters, there is also a need to address their root causes,' he said. 'Not only has our capacity to handle disasters been increased, but it has also been enhanced and extended to the tehsil level. Attention has been given to speed, as saving lives during a disaster is of utmost importance,' he added. The Home Minister said efficiency has been improved through the use of cutting-edge technology and the dedicated approach of disaster response forces. Additionally, by providing accurate forecasting and early warnings, the society at large has been made more vigilant, he said. Mr. Shah said that during the Narendra Modi government's tenure, there has been a significant shift in the approach related to disaster management. Earlier, the approach was relief-centric, but now the focus has shifted to a comprehensive and integrated approach, he said. He also emphasised the importance of anticipating future disasters, conducting advanced research, compiling global ideas in this field, and adapting them to suit India's geographical conditions. India has become a global leader in the field of disaster management due to the excellent work carried out by the National Disaster Management Authority, the National Disaster Response Force and other agencies, Mr. Shah said. 'Whenever the history of India's disaster response will be written, the last 10 years of the Modi government will be recorded as a transformative decade. In these 10 years, we have made significant achievements in all four areas — capacity, efficiency, speed and accuracy,' he said. He said in the last two years, work has been done to create a platform of ideas with a whole-of-government approach by bringing together all the agencies related to relief and disaster management. Single platform 'When the heads of all the disaster relief teams come on a single platform, many shortcomings are removed and the country also benefits in being prepared to deal with a disaster,' he said. He suggested that every year, some teams from districts and tehsils sensitive to disasters should be included in the conference so that the disaster management being discussed at the national level gradually reaches the tehsil and district levels as well. All Relief Commissioners should prepare a district disaster management plan for every district in their State within 90 days, he said. The Home Minister said in the last decade, India has made significant efforts for financial and structural empowerment of institutions. 'We have also pursued institutional empowerment deliberately and by design, along with structural empowerment. Combining all these, we have also adopted a multidimensional approach as a policy,' he said. More funds Mr. Shah said from 2004 to 2014, the budget of the State Disaster Response Force was ₹38,000 crore, which increased to ₹1.44 lakh crore from 2014 to 2024. Similarly, the budget of the NDRF was ₹28,000 crore from 2004 to 2014, which has now been increased to ₹84,000 crore. 'Overall, we have nearly tripled the total budget from ₹66,000 crore to ₹2 lakh crore,' he said. Mr. Shah also said a lightning action plan needs to be formulated soon and noted that several States were yet to implement the incident response system.
