No cause of concern on unsecured lending, MFI asset quality: Malhotra

Mumbai, Aug 6 (PTI) The Reserve Bank does not have any concern on asset quality from unsecured loans perspective, including microfinance (MFI), Governor Sanjay Malhotra said on Wednesday.
The system NPAs (non-performing assets) are also 'satisfactory", Malhotra told reporters, stressing that the proportion of dud assets is not increasing.
Recalling that the NPAs in the unsecured segment like personal loans and credit cards, and also MFI, were indeed seen to be rising, Malhotra said the RBI acted by raising the risk weights which had the intended impact of slowing credit growth in the segments.
'We have seen a slowdown in credit growth there. From an overall perspective, this (NPAs in unsecured loans and MFI) is not a cause of concern for us," he said.
Malhotra also assured that MFIs, which serve the bottom of the pyramid and help deepen financial inclusion, will get all the attention as is required.
Meanwhile, allaying fears of a decline in deposit rates leading to a shift of deposits to avenues beyond banks, Malhotra said there will not be any impact on banks' ability to lend, especially to the big-ticket corporate sector.
He added that the shift of deposits to other financial instruments is also healthy in some aspects.
'Banks have sufficient funds in order to meet the needs of the economy, corporate, households, and the government sector. There is certainly a shift from banking to equity. On the whole, it is a healthy trend for the economy .. I think we should not be unduly concerned about that," he said.
Meanwhile, Malhotra also said that instructions have been issued to banks to avoid misselling of any products or services, but accepted that there is a scope to do more on the subject for people's benefit.
The RBI Governor also said that the MuleHunter to help lenders identify Mule accounts used in frauds platform has been adopted by 15 banks across the country now.
The Governor refused to answer queries related to the fraud-hit IndusInd Bank, which has announced a new managing director and chief executive a few days back. PTI AA MR

The meeting, hosted by the state's Department of Electronics, IT & BT, served as a curtain-raiser to the 28th edition of the Bengaluru Tech Summit, scheduled from November 18 to 20. Karnataka's upcoming IT policy, he said, will create the infrastructure needed to accelerate AI growth even further. Tracing the state's forward-looking vision from the Mysuru kings to India's first IT policy in 1997 and the recent Global Capability Centre Policy in 2024, Siddaramaiah underlined Karnataka's consistent leadership in technology adoption. On the quantum front, he announced that Karnataka was the first Indian state to launch a dedicated Quantum Technology Roadmap, aiming to make it Asia's top innovation hub in the sector by 2035, with an anticipated $20 billion quantum economy. Plans include setting up Quantum Hardware Parks, Innovation Zones, and hosting a global Quantum Conclave in Bengaluru. 'Karnataka leads the country in software exports, contributing 44% of India's total,' the CM pointed out. 'The IT and ITeS sector makes up 26% of our state's economy. We already host more than 875 Global Capability Centres, accounting for 30% of India's total, and we aim to add 500 more by 2029, generating 3.5 lakh jobs and $50 billion in economic output.' The CM also touched upon the proposed Health City, envisioned as a world-class healthcare and life sciences hub combining advanced medical research, biotech innovation, med-tech manufacturing, and super-specialty hospitals catering to both domestic and international patients. Effective August 1, the private lender increased the minimum monthly average balance (MAB) for new savings accounts On August 11, Reserve Bank of India Governor Sanjay Malhotra responded to ICICI Bank's move to hike the minimum balance requirement for non-salary savings accounts, stating that such decisions do not fall 'under any regulatory domain." Effective August 1, the private lender increased the minimum monthly average balance (MAB) for new savings accounts opened in metro and urban branches from Rs 10,000 to Rs 50,000 — a fivefold jump. For semi-urban and rural branches, the MAB has also been raised fivefold to Rs 25,000 and Rs 10,000, respectively, as per the bank's website. 'RBI has left it to the banks to decide on the minimum balance. Every bank has its own requirements. This is not under any regulatory domain," Malhotra reiterated. Public sector banks generally have lower balance requirements and often waive them for Jan Dhan accounts. Many have completely removed the minimum balance mandate, with no penalties for non-maintenance. A civil society organisation advocating banking stakeholders' interests has written to the Finance Ministry, requesting its intervention into ICICI Bank's decision to raise the minimum average balance (MAB) requirement for new savings accounts, and said such a move is detrimental to the government's vision of inclusive banking and growth. In a letter to the finance secretary, 'Bank Bachao Desh Bachao Manch' termed the private lender's decision as 'unjust and regressive". 'This retrograde decision undermines the principle of inclusive banking," the forum's joint conveners, Biswaranjan Ray and Soumya Datta, claimed. The civil society organisation called for the immediate withdrawal of the decision, and appealed to the government to protect depositors' interests and ensure broader financial inclusion. Traditionally, public sector banks have lower balance requirements compared to private lenders with the requirement waived for Jan Dhan accounts.
