Govt releases 205 cr to fast-track Mamnoor airport land acquisition

Hyderabad: Work on developing Telangana's second commercial airport received a major push on Saturday, with the state govt issuing orders for the release of ₹205 crore towards land acquisition for the Mamnoor airport project in Warangal.
The funds will facilitate the acquisition of 280 acres for the revival and expansion of the airport, which was operational during the Nizam era but has remained defunct for decades. Despite earlier proposals, efforts to redevelop the facility had not taken off—until now.
The Centre had given its nod for the airport's development in March. In a key step forward, the Warangal district collector has been authorised to acquire the required land and speed up the process.
Additionally, the state has cleared the transfer of another 253 acres—free of cost and free from encumbrances—to the Airports Authority of India for runway expansion and associated infrastructure.

Crucially, a no-objection certificate (NOC) was issued for Mamnoor airport, waiving a clause in its concession agreement that previously barred the development of another commercial airport within a 150 km radius of Shamshabad airport.
Warangal MP Kadiyam Kavya welcomed the development and thanked chief minister A Revanth Reddy for allocating the land acquisition budget. She also urged the civil aviation ministry to act swiftly and begin execution of the long-pending project.
Once operational, the Mamnoor airport is expected to significantly boost regional connectivity and stimulate economic activity, further establishing Warangal's growing prominence as a historical, cultural, and commercial hub.

The central government has budgeted to collect about ₹5.91 lakh crore from cess and surcharge in the current fiscal, a 9.43% growth over the collections in FY25, Parliament was informed on Tuesday (July 29, 2025). As per data shared by the government in the Rajya Sabha, the Centre has budgeted to collect about ₹4.18 lakh crore from cess and ₹1.72 lakh crore from surcharge in FY26. This is higher than FY25 cess and surcharge collection of ₹3.87 lakh crore and ₹1.53 lakh crore, respectively. Read:Parliament Monsoon session Day 7 LIVE In a written reply to a question in the House, Minister of State for Finance Pankaj Chaudhary said cess and surcharge are levied by the central government for the purposes of the Union under Article 271 of the Constitution. "The proceeds of such surcharge and cess go towards meeting certain specific needs such as financing of Centrally Sponsored Schemes. The benefits of such expenditure also percolate to States," he said. Replying to a separate question in the House, Finance Minister Nirmala Sitharaman said the government collected ₹83,071 crore in 2024-25 by levying health and education cess, while it spent ₹87,199 crore from the kitty. Giving details of the amount of health and education cess collected from income tax payers in addition to income tax during the last three years, Ms. Sitharaman said in 2023-24 and 2022-23 the government collected ₹69,891 crore and ₹60,616 crore, respectively from the cess. During FY24 and FY23, spendings from health and education cess kitty stood at about ₹80,010 crore and ₹70,589 crore, respectively. Gross tax revenue collected by the Centre forms part of the divisible pool and distributed between the Centre and states. Collection from surcharges and cess do not form part of the divisible pool and are hence not shared with States. Currently, 8 different cesses are in operation. These are agriculture infrastructure, development cess, cess on crude oil, cess on exports, GST compensation cess, health and education cess, national calamity contingent duty and infrastructure cess. Surcharges are levied on corporate tax, income tax, and social welfare surcharge under Customs. States, especially those ruled by Opposition parties, have been making a case for including cess collection in the divisible pool. Currently, the Centre devolves 41% of the taxes collected to States.

Last Updated: Kolkata, Jul 29 (PTI) Crisil Ratings on Tuesday said that revenue growth of large states is likely to witness a marginal uptick at 7-9 per cent to Rs 40 lakh crore this financial year. In its research report, the rating agency said this is slightly higher than 6.6 per cent notched up in the last fiscal, though lower than the decadal growth of around 10 per cent. The research report said the revenue growth of 18 large states, which account for over 90 per cent of the gross state domestic product, is likely to witness an uptick at 7-9 per cent on-year this financial year, amounting to around Rs 40 lakh crore. The increase in revenue growth will be supported by steady GST collections and devolution by the Centre, the report said. Maharashtra, Gujarat, Karnataka, Tamil Nadu and West Bengal are among the 18 large states. The states' revenue streams comprise two components, namely own tax revenue and transfers from the Centre. The own tax revenue of these states is expected to grow around eight per cent this financial year, driven by GST and liquor tax, with a modest growth in petroleum tax, the report said. Grants from the Centre are expected to recover and grow by three to four per cent due to higher outlay of centrally sponsored schemes. The calculations assume India's nominal GDP growth of nine per cent this fiscal. However, global uncertainties, domestic consumption patterns and inflationary trends can alter these estimates, the report said. To ensure sustainable revenue growth, the states will have to focus on expanding their own revenue and improving collection efficiency, the report added. With the airport's proposed "air train" project indefinitely delayed, the surface commute remains the only option for bottlenecks at the NSG junction near Terminal 1 and on Indira Gandhi Road — both known for choked traffic — are only expected to worsen unless something is done urgently. A signal-free flyover could be a game changer, helping reduce delays and improving the overall airport said the widening of the tunnel and the flyover are part of a Rs 300-350 crore project, which DIAL has pitched to both the Delhi and central governments. Since the roads in question are under the jurisdiction of PWD, the funding model being explored involves a 20:80 cost split between the Delhi government and the Centre, respectively.'The project is proposed to be funded 20% by the state and 80% by Centre through its urban development fund. The request has been made, and both are seized of the issue,' a source told appointing a consultant is a step forward, actual execution may still take years, depending on bureaucratic approvals, funding clearances, and construction timelines. For now, however, the dust-covered plan is finally seeing some sunlight — and for transit passengers struggling with long, traffic-filled transfers between terminals, that's at least a start.
