Despite decades of transformation policy, South Africa's corporate leadership remains overwhelmingly white and male. As the ANC and DA clash in court over the Employment Equity Act, the deeper question remains: why is real change still so elusive?
At the dawn of democracy, economic power in South Africa remained firmly in white hands, despite the fall of apartheid. The ruling ANC adopted black economic empowerment (BEE) as a policy to change that.
Initially focused on ownership, often via high-stakes equity deals in established companies, the early BEE framework faced criticism for favouring a politically connected elite and often collapsing under financial stress.
The path to BEE was shaped by significant ideological shifts in the ANC. Although the Freedom Charter had called for sharing the nation's wealth, some perspectives suggest that BEE ultimately emerged as a 'consolation prize' for the ANC's abandonment of more radical socialist policies such as nationalisation.
These shifts followed Nelson Mandela's pivotal 1992 visit to the World Economic Forum annual meeting in Davos, where the future South African leadership was exposed to market-oriented global economic thinking, and warned to avoid the fate of isolated economies such as Cuba and North Korea.
Oddly, while the policy is maligned by business now, BEE has its roots in corporate South Africa, with Anglo American pioneering early empowerment deals. These initiatives later evolved into a cornerstone policy instrument, initially focused on 'deracialising business ownership and control', as outlined in the ANC's Reconstruction and Development Programme.
The early iterations primarily targeted increasing black ownership stakes in established white-owned companies through equity transactions, often using complex, leveraged financing structures that proved vulnerable during financial downturns.
A long and winding road
By 2003, the government had introduced the Broad-Based Black Economic Empowerment (B-BBEE) Act. The shift from narrow BEE (focused on ownership deals) to broad-based BEE aligned with Thabo Mbeki's economic policy agenda, which was shaped by market-friendly, growth-oriented reforms, with the accompanying B-BBEE scorecard adding dimensions such as employment equity, skills development and preferential procurement.
Despite these frameworks, progress in transforming South Africa's labour market has been uneven. Although overall employment rose significantly from 1994 to 2024, with black South Africans accounting for the largest increase in total employment (from about 63% in 1994 to about 73% in 2014), their advancement into higher-skill occupations has been 'frustratingly limited'.
Their representation in skilled occupations increased only marginally from 15% in 1994 to 18% by 2014, while skilled employment among white and Indian/Asian groups expanded significantly – a 26% increase – during the same period.
This trend continued into the 2023 data, where the Indian population group's representation in skilled occupations and top or senior management exceeded their proportion of the economically active population (EAP), which is 2.6%. They have disproportionate representation in top management (11.6%) and senior management (12.4%).
The public sector has been a beacon of the potential effectiveness of aggressively enforced BEE policies with more than 80% of public sector employees, including senior management, being black. The private sector has lagged behind significantly, suggesting that without strong enforcement mechanisms and clear incentives, transformation remains superficial – a pattern that has persisted during the 26 years since the Employment Equity Act was put into effect.
Sharper teeth and harder targets
The Employment Equity Amendment Act of 2022, which came into effect with accompanying regulations on 15 April 2025, is the ANC government's latest attempt to accelerate this stalled transformation.
The amendments empower the Minister of Employment and Labour to set numerical targets for equitable representation of designated groups across all occupational levels after consulting relevant sectors and with advice from the Commission for Employment Equity.
Lara Jansen van Rensburg, partner at Eversheds Sutherland, explained: 'The Employment Equity Amendment Act is designed to drive meaningful transformation by enforcing sector-specific numerical targets. These quotas ensure that designated groups are adequately represented, moving beyond voluntary compliance.'
However, she warned that the conflicting draft regulations filed in May 2023 and February 2024 have created uncertainty and that 'businesses must remain flexible in their employment equity planning'. This uncertainty was addressed in the final regulations, but the early confusion did reduce confidence.
Slow transformation
Despite decades of employment equity ef­forts, the 24th annual report of the Commission for Employment Equity revealed that transformation in corporate South Africa remains slow, and white men still dominate top management.
The data shows that 62.1% of these management roles are occupied by white individuals, despite them making up a much smaller proportion of the EAP (7.7% of all working-age South Africans). Additionally, 73.1% of top management positions are held by men, which points to persistent gender imbalance in leadership.
Although there has been some progress in increasing representation of designated groups, the pace remains slow in the private sector.
To remedy this, the Employment Equity Regulations, 2025, which replaced the 2014 regulations, introduce what analysts describe as 'a significantly more prescriptive and compliance-driven framework' for designated employers – those with 50 or more employees.
Central to these reforms is the accompanying sectoral numerical targets, which introduce prescriptive goals for 18 key sectors over the next five years.
'The new Employment Equity Regulations … introduce sector-specific numerical targets for designated groups in South Africa, including the construction sector,' Thembeka Mnisi, president of South African Women in Construction, explained to Daily Maverick.
'These targets aim to increase the representation of black people, women and individuals with disabilities in the workforce, particularly in upper occupational levels.'
One major shift is the elevation of targets for people with disabilities from 2% to 3%.
In construction, the goal is that 65.2% of professionally qualified employees will be African by 2030.
Designated employers will have to align their employment equity (EE) plans with these sectoral targets or face potential fines, compliance orders and exclusion from doing business with the state.
Importantly, the legislation insists these are not rigid quotas. 'Designated employers can set their own targets in their EE plans and justify failure to meet them on reasonable grounds,' said Nomakhosazana Meth, the minister of employment and labour.
Technical skills, not degrees
The implementation of these policies continues to face substantial challenges. Deep structural inequalities, economic sluggishness and deficiencies in the education system sustain a difficult environment for meaningful transformation.
Despite the increased overall employment of black South Africans, their movement into higher-skilled occupations remains limited, and the private sector is particularly resistant to change compared with the public sector. High youth unemployment, especially among young black South Africans, persists as a significant concern.
Transformation, though, is not only a numbers game – and in the real economy, skills shortages may matter more than demographics.
'Degrees alone won't save South Africa's economy,' warned Yershen Pillay, CEO of the Chemical Industries Education and Training Authority (Chieta). 'Skills will.'
Pillay laments the 'mismatch between the skills our economy needs and the qualifications we continue to produce'.
In a nation hurtling into a future defined by artificial intelligence, green energy and advanced manufacturing, technical competence is the missing link.
Chieta's model, which includes decentralised trade test sites and Smart Skills Centres, is trying to close the gap.
'We are preparing South Africa's youth for the industries of tomorrow,' Pillay said, advocating a national pivot towards artisanship and innovation over outdated academic credentials.
While industry leaders call for agility, the DA is challenging the new framework in court, arguing that the targets constitute rigid quotas and threaten both fairness and constitutional order.
The DA's lawyer, Ismail Jamie, described the regulations as 'totalitarian' and creating 'an absolute barrier' to employment based on birth. The party maintains that the previous version of the act was preferable: employer-­led, context-sensitive and explicitly against quotas.
Quotas by another name?
There is a critical mismatch between the skills the economy needs and the qualifications being produced, highlighting the urgent need for investment in skills development aligned with market requirements.
The regulatory framework has also raised concerns among businesses about compliance burdens, although smaller companies employing fewer than 50 people were ultimately excluded from reporting requirements, in the wake of opposition.
Critics have also pointed to instances where BEE implementation has facilitated 'elite capture' rather than broad-based empowerment, with practices such as 'fronting' and 'tenderpreneurship' undermining genuine transformation and fostering public cynicism.
A key element of the DA's challenge focuses on the potential impact of applying national targets at the provincial level.
The party's federal executive chair, Helen Zille, has argued that imposing national demographic targets without considering provincial variations would be 'manifestly unfair' to minority groups, citing examples such as Indians in KwaZulu-Natal and coloured people in the Western Cape, who might face reduced access to employment.
There is also an insistence that the legislation should have followed the Section 76 process of the Constitution, which is designed to safeguard provincial interests.
In response, advocate Fana Nalane, representing the minister, has countered that the court's focus should be on whether Section 15A of the act itself is constitutional, not on hypothetical implementation scenarios or the potential impact on individuals moving between provinces.
The minister also rebuffed these claims in a statement given to Daily Maverick: 'The DA's challenge seeks to disrupt efforts aimed at achieving equitable representation and maintaining the inherently unfair status quo,' said Meth.
'By opposing these amendments, the DA is actively sabotaging the transformation goals that have been pursued since the end of the apartheid era, effectively hindering progress towards equality and fairness inthe workplace.
'This stance is not only anti-transformation, but also a step backward in the fight for equality and fairness in the workplace.'
Meth defended her authority to set numerical targets, emphasising that this power is exercised only after consulting relevant sectors and the Commission for Employment Equity, ensuring she does not act arbitrarily and remains within the act's framework.
A dose of reality
What emerges from this policy clash is a tension between two competing visions of fairness: one grounded in redress for historical injustice, the other in procedural equity and individual rights.
But even beyond the ideological divide, transformation is slowed by deeper challenges – a sluggish economy, a broken education system and systemic in­equa­lity.
What remains clear is that despite three decades of policy interventions, the transformation of South Africa's economic landscape remains incomplete.
For advocates of the new rules, the hope is that clear targets – if implemented flexibly and fairly – can finally break the inertia.
For opponents, the fear is that rigid state intervention may simply replace one injustice with another.
In the meantime, young South Africans wait – many unemployed, most under-skilled, all looking for something the law alone can't deliver: a future that works.
As the legal challenge moves through the courts, policymakers and business leaders alike face the challenge of better integrating B-BBEE policy with broader economic stra-tegies to ensure truly inclusive, broad-based economic growth. It's a goal that remains as urgent today as it was at the dawn of South Africa's democracy. DM

Cannabis Expo shows how private sector is rolling in face of hazy government policy

The Cannabis Expo underlined the energy of private businesses that are forging ahead with investment, sales and job creation in the face of dazed and confused government policy that appears to have been crafted over a bong. Pink Floyd's 'Another Brick in the Wall' blared from the DJ's stage and the sweet aroma of cannabis hung in the crisp autumn air at 10.50 on a Saturday morning. On its second of three days, the Cannabis Expo was in full swing at the Sandton Convention Centre, which bent its rules to allow for a 'smoking' section outside, which was mostly a toking section. Cannabis consumers are generally a laid-back bunch, but the expo underlined the energy of private businesses that are forging ahead with investment, sales and job creation in the face of dazed and confused government policy that appears to have been crafted over a bong. There were more than 100 exhibitors from South Africa and abroad, showcasing — and hawking — everything from edibles to rolling gadgets to water bongs to plant fertilisers. On the main stage, panels discussed subjects such as 'Women & Weed: Wellness, Empowerment and The Female Body', 'Potential Cannabis Commercialisation Benefits', and 'How to Choose The Right Cannabis Product for You'. The times they are a'changin', and tellingly, Farmer's Weekly had a stand. Cannabis is, after all, grown, and if the government could grasp this low-hanging fruit, the agricultural sector could reap a bountiful harvest. But the surging commercial sector for cannabis products is unfolding beneath a haze of legal and regulatory uncertainty. This genie was freed from the bottle by the landmark Constitutional Court decision in 2018 that, in effect, legalised the recreational use of cannabis — as an adult South African, it is your constitutional right to consume cannabis. In May 2024, the Cannabis for Private Purposes Act gave the green light for adults to consume, cultivate and possess cannabis for private use — but it leaves the cannabis commercialisation on display in Sandton this past weekend in the dark. One factor that undermines efforts to get a clear and straightforward policy is the lack of a single industry body to represent commercial cannabis interests. 'The industry itself is not represented. There is not a single industry body that represents every facet of the cannabis industry. This makes it virtually impossible to make representation on behalf of the industry,' advocate Simi Pillay-van Graan, the CEO of Trikar Enterprise Solutions, told Daily Maverick on the sidelines of the expo. That is a clarion call for a Cannabis Council to take up the cudgels. What this means Billions of rands in investment and tax revenue are going up in smoke because of government — read ANC — inertia on what should be a straightforward policy. If you are an adult who consumes cannabis and buys from one of the many retail outlets that are springing up all over the show, the vast majority of your purchases are technically illegal. Buying such products with your card also means that South Africa's banks are involved in illicit sales. Crafting policy to allow for the effective commercialisation of a sector that is already forging ahead is crucial. Brett Pollack, a lawyer who heads Harambe Solutions, told Daily Maverick that the industry was '… moving along ahead of government without the laws in place. So right now we are in a liminal space. We don't have a commercial framework, which is exactly what we need to build an economy out of this.' But an economy — one that is not yet subject to sin taxes for THC consumption — is indeed growing in the shade of perplexing policy. And things are rolling along, in some cases quite literally. At the stand for Pretoria-based Aaptwak Foundation & Club — basically, a cannabis club — Walter Pretorius displayed his skills in the fine art of speed rolling. The rules are simple: the paper can be pre-licked with a filter (if you choose) and everything prepared beforehand. It just has to be smokeable to qualify as complete. He was clearly a practised hand. On his rolling platform, this correspondent watched Pretorius three times over the course of the morning. His first go was a warm-up that took more than six seconds to complete — think of Usain Bolt warming up for the 100m dash. The third time I witnessed Pretorius in action (see video), it took him 3.52 seconds to roll a joint. If you blinked, you might have missed it. Walter also displayed an 80g monster joint that was longer than most of the trout this angling correspondent has caught in a lifetime of fishing. Presumably, that would have taken a little longer than 3.52 seconds to roll. By contrast, government policy on this front is moving at a snail's pace. It is another brick in a wall of what should be a window of transparency with the sunlight shining on a field of dreams. DM

ANC succession battle — the pros and cons of the top candidates vying for Ramaphosa's job

While it is unclear who will take over from President Cyril Ramaphosa as leader of the ANC, their ability to win votes will be extremely important. It may be constructive to examine what five of the most likely candidates would bring to the electorate. As our politics becomes more competitive than ever before, the identity of the leader of each party has become more important. One of President Cyril Ramaphosa's great strengths when he became leader of the ANC was that he was more popular than the party. The ANC itself said that he played a major role in helping it win the 2019 election (this was hugely contested at the time, and the then secretary-general, Ace Magashule, was forced to publicly disavow his comment that Ramaphosa had not played an important role). Ramaphosa's deteriorating popularity among voters, partly due to his inaction against corruption, and the Phala Phala scandal, might well have played a role in the ANC's dramatic decline last year. This shows how important the vote-winning ability of a new ANC leader will be. While it is not clear who will contest the position at the ANC's electoral conference in 2027, there is plenty of well-informed speculation that candidates could include Deputy President Paul Mashatile, International Relations Minister Ronald Lamola, Police Minister Senzo Mchunu, Electricity and Energy Minister Kgosientsho Ramokgopa and the ANC secretary-general, Fikile Mbalula. Paul Mashatile There is little evidence that Mashatile has broad support among the electorate. His apparent inability to communicate a distinct message during his time as Deputy President suggests he is finding it difficult to create space in which to move. This could be a function of the position he holds. Deputy presidents are often subject to intense scrutiny, and people look for evidence of their ambition for the top job, which could be why he has not, so far, articulated a particular vision. Mashatile's public speeches in English are often stilted. His answers to parliamentary questions are, frankly, boring. He does not say anything new, and his delivery comes across as wooden. As a result of having no apparent message, the narrative around him is dominated by claims that he has benefited from fishy financial deals. He has failed to properly and publicly condemn the violence used by his security officers when they assaulted the occupants of a vehicle on the N1 highway. It is difficult to imagine him crafting a coherent message as the leader of the ANC. On the election trail he probably won't provide much help to the party. His position as Deputy President means he doesn't have responsibility for any particular portfolio. However, for the contenders Lamola, Ramokgopa and Mchunu, what happens on their watch reflects on their public images. Ronald Lamola The minister of international relations and cooperation is a high-profile position — but it is overshadowed by the President. In some instances, for example, SA's genocide case against Israel, Lamola has been able to take the lead. However, in the hardest and most high-profile issue, dealing with the Trump administration, Ramaphosa has taken over. What Lamola does have, almost uniquely in the ANC, is the ability to connect with younger voters. His age (41) makes him one of the youngest leaders in the party. He is relatively unscathed by the scandals that have surrounded so many people in the party. That said, if he were to undergo more scrutiny, he would have to answer questions about how his law firm failed to notice the massive corruption at the National Lotteries Commission, when it was tasked with investigating it. Kgosientsho Ramokgopa The public perception of Ramokgopa is entirely linked to load shedding. He is an excellent communicator and has ensured that he, the government and Eskom have controlled the narrative whenever load shedding is instituted. He is associated with the successes in dealing with load shedding — and also the failures. He will also appeal to voters who want a technocratic face for the ANC. He can give the impression to black professionals that he is one of them, that he speaks their language and can get things done. Sipho Mchunu Mchunu appeals to a slightly different constituency. Crucially for him and the ANC, he could win back voters in KwaZulu-Natal. This province voted for the ANC when former president Jacob Zuma was its leader, then appeared to move in the direction of the ANC and the IFP when Ramaphosa took over, only for large numbers to vote for Zuma's uMkhonto Wesizwe party in the last elections. Mchunu may well be able to develop a crucial constituency in this province for the ANC, where he was once its provincial secretary. Nationally, it would be a huge card in his favour if he were seen to be leading a successful effort to reduce violent crime. However, the problem of SA's crime is so large and is so intertwined with aspects of our politics that Mchunu is unlikely to be able to make much difference. Fikile Mbalula Mbalula, of course, is not in government. It is his position as secretary-general of the party that might give him the edge in any internal ANC race. In the past, the position of secretary-general has been shaped by the personality occupying it. Gwede Mantashe imbued the office with huge authority, while Kgalema Motlanthe had more of a quiet legitimacy. Lately, Mbalula has appeared to be trying to portray more of a sober appearance than in previous years. However, it is unlikely that voters have forgotten what happened when he was transport minister and how he was responsible for so many missteps. As previously pointed out, Mbalula has a history of running his mouth off. People are unlikely to have forgotten how he tweeted that he had 'Just landed in Ukraine', or that he had taken Prasa into administration with no legal authority to do so, or that he used such vulgar language when talking to taxi drivers that the SA Council of Churches was moved to to make a public comment. Or that he was found by a Public Protector to have received a paid holiday from a sporting goods chain while minister of sport. These are the consequences of his long history in the public eye. It is unlikely that he can change the way the public views him. While it would be entirely rational to assume that ANC delegates would have the 2029 elections in mind when they vote for the position of ANC leader, history shows that sometimes internal dynamics are more important. And the ANC appears to have done virtually nothing to win back votes since the polls last year. This suggests that the electability of candidates will not be the most important factor in the ANC's leadership election. DM

Gayton McKenzie should be relieved of his Cabinet position

While everyone was distracted by the spectacle in the Oval Office between Presidents Trump and Ramaphosa, Minister of Sport, Arts and Culture Gayton McKenzie was engaging in xenophobic outbursts, not as a campaigning Patriotic Alliance rabble-rouser but, in effect, asserting xenophobia as government policy. While addressing the chairpersons and CEOs of all Department of Sport, Arts and Culture entities – including museums, theatres and heritage and funding agencies, he launched into an attack on 'foreigners' in South Africa. He is quoted, inter alia, as saying: 'Some of you here [have] the audacity to hire foreigners instead of South Africans.'; 'I don't care how you used to do it. But for as long as I am the minister, there will be no foreigner that will work in an entity while a South African can do the same thing.'; He said that 'foreigners' employed by departments needed to be 'out in three weeks'. 'I said it, I want them out, get them out.' Leaving aside the inappropriate tone of engagement by a Cabinet Minister, it is the language of 'them' and 'us', threatening to divide and fomenting hate, which should disturb us all. In reporting by Marianne Thamm, we understand that, 'Daily Maverick has seen a letter dated 9 May from McKenzie to the chair and CEO of the Market Theatre following up on 'an audit' of 'non-South Africans employed by the various entities incorporated under the Department of Sport, Arts and Culture'. ' We need to fully understand how dangerous this kind of exercise of authority is from a man patently unfit to hold any leadership position. It beggars belief that he could have been considered for a Cabinet position. An 'all-in' GNU required this irksome compromise, it would seem. His Patriotic Alliance won eight seats in the National Assembly in last year's election, which represents 2.05% of the vote. But, Sport, Arts and Culture has mostly been a ministry where shamed politicians go, to while away time or recover from scandal. The ANC has never really taken this portfolio seriously, which is shameful and says a great deal about what the party prioritises. We should also not be surprised at McKenzie's 'instruction' to Department of Sport, Arts and Culture entities. This is who he is, a crude, embarrassing street-fighter, former criminal and a well-known driver of xenophobia and hate. While district mayor in Beaufort West, McKenzie vowed to make the Central Karoo an 'illegal immigrant-free zone', sending shivers down the spines of the Bangladeshi, Pakistani and Ethiopian communities. As Richard Pithouse has written in a piece worth reading again, 'When McKenzie and the Patriotic Alliance were brought into the government of national unity, all its participants knew that they were right-wing populists whose xenophobia was openly at odds with the Constitution.' There is a reason McKenzie initially expressed a desire for the Home Affairs portfolio. Constitutional rights undermined No one in the Cabinet seems to have raised an eyebrow at their colleague's most recent statements. The President himself has said and done nothing in response to McKenzie's comments, which a large grouping of civil society organisations has called, 'vulgar', in a statement released on 20 May. It further called the comments 'morally repugnant and entirely devoid of legal authority'. The civil society statement says that, 'His demand of CEOs that they immediately dismiss foreign employees or face dismissal themselves constitutes an egregious violation of South Africa's constitutional law, its labour laws and its international treaty obligations. South Africa's Constitution enshrines the rights of everyone – including foreign nationals – to fair labour practices. The minister's remarks and instructions undermine these rights and amount to unlawful discrimination based on nationality, which is expressly prohibited under both domestic and international law.' Again, these sorts of sentiments, while rightly called 'morally repugnant', are not new. They course dangerously through our political discourse. The ANC itself has frequently expressed xenophobic sentiments. A few examples to recall: In 2022, Phophi Ramathuba stood at the bed of a Zimbabwean patient who had been involved in a car accident, in a hospital in Bela-Bela, Limpopo, and said: 'You are killing my (sic) health system.' Ramathuba was MEC of Health at the time. It was a shameful scene, and even while the cameras rolled, Ramathuba showed very little care. When these words were followed by an outcry, Ramathuba insisted she would not apologise. Defiant and callous. After the May 2024 general election, Ramathuba was elevated to Premier of Limpopo. So, xenophobia pays, it seems. Stilfontein When we witnessed a most abhorrent act as illegal miners were trapped inside a mine in Stilfontein with no help forthcoming, the response from Minister in the Presidency, Khumbudzo Ntshavheni, made national and international headlines when she said, stone-cold: 'You want to send our law enforcement officers to risk because criminals want to destroy our country? What if we send the police or military down there to supply them with food, the place explodes and caves in? What will happen? So families must continue to sacrifice because criminals got themselves into a bind?' It ran on, with Ntshavheni saying the government would not send help. 'We will smoke them out', she said, without understanding how objectionable her words were. What a disgrace. We recall Operation Dudula, which gained prominence on the streets, especially after its leader, Nhlanhla 'Lux' Dlamini, was arrested in 2022. Operation Dudula brought with it violent language and has enticed those at the margins of our society. There is a straight line from where we are today back to 2008 and the painful moment when violence was unleashed against foreigners across our country. McKenzie doubles down Instead of being remorseful and attempting to understand the constitutional imperatives at play, McKenzie reinforced his comments during an interview with the Africa Report on 22 May while attending the South Africa-France Investment Conference at Place Vendôme in Paris. If the interview is anything to go by, one shudders to think what further contribution McKenzie made at this conference. Responding to the civil society statement, he said, ''Our people don't have jobs. We've got double-digit unemployment, youth unemployment in our country, but illegal foreigners have jobs. 'We cannot allow this and they can call me vulgar. What is vulgar? It's giving your neighbour children food, shelter, water, while your own children are starving. That is vulgar… 'I will get rid of illegal foreigners. I will close this type of charity because we need patriotic charities in our country. I will close down the charities that are anti-government, that are anti-South Africa.' McKenzie, like all populists, understands grievance. But he was greeted with cheers by attendees at the Paris conference while hugging and handshaking. During the same interview, he claimed he had 'Presidential aspirations'. So, President Ramaphosa needs to be clear about where this GNU stands on xenophobia and also the threats to 'close down' 'anti-government' charities (sic). What exactly does this mean? In the same interview, he specifically attacked the Ahmed Kathrada Foundation, one of the civil society signatories to the statement mentioned above. There can be no ambiguity about the role of civil society in a democracy. It is not McKenzie's gift, but a constitutional right and the President of the country should reassert this as head of state of our constitutional democracy. Complex causes As with everything else in South Africa, the reasons for violence are complex. Sometimes it has been driven by xenophobia, at other times a rather more confusing cocktail of anger, frustration and intolerance bubbling at the surface of our society, fuelled by exclusion, poverty and rampant unemployment. We seem to be straining at the seams as the repercussions of deep inequalities, our inability to bring about structural economic transformation after 1994 and the old baggage of the apartheid years come to haunt us. The environment is ripe for blaming 'the other' while competing for scarce resources. At the heart of the incendiary rhetoric lies populist exploitation and an instinct to simplify the complex. This is not unique to South Africa. We have seen it in Donald Trump's presidency and the arguments for Brexit. Widespread dissatisfaction with the status quo has driven voters in small towns towards the politics McKenzie espouses. Our towns and municipalities, mostly falling apart as a result of ANC corruption and neglect, are ripe pickings for the Patriotic Alliance. Last week, the party won a seat off the ANC in the small town of Sutherland, and the ANC was able to hold off the PA in two other closely contested by-elections. Last week, we heard of xenophobic violence flaring up in Addo, with dire consequences. We should not be so distracted by historical clips of Julius Malema singing 'Kill the boer!' that we fail to see McKenzie and his ilk in plain sight. Our challenges require thoughtful leadership rooted in the Constitution, not McKenzie's brand of politics, which will only result in further corruption and hate. We can call on our hapless politicians to 'put an end' to the xenophobic violence, rhetoric and disruption that often accompanies these protests, but xenophobia is a challenge for the whole of our society. Having said this, however, President Ramaphosa needs to send a clear message against this thuggery and intimidation by one of his Cabinet ministers. The reality is that McKenzie has no place in government and his clownishly dangerous comments must be met with sanction. If our passive President does not act against McKenzie's threatening comments against civil society and his illegal pronouncements against government entities, then we must assume that these comments represent the GNU Ramaphosa leads.
