Mumbai (Maharashtra) [India], June 24(ANI): The two-day National Conference of Chairpersons of Estimates Committees of Parliament and State / UT Legislatures, inaugurated by the Speaker of the Lok Sabha, Om Birla, on Monday at Maharashtra Vidhan Bhawan, Mumbai, concluded today.
Addressing the Valedictory Session, the Speaker of the Lok Sabha, Om Birla, underscored the importance of fostering institutional synergy, enhancing financial accountability, and embracing technology-driven governance to strengthen democratic processes. He highlighted that seamless coordination among various arms of governance is crucial for efficient policy implementation and citizen-centric administration. Emphasising transparency and fiscal responsibility, the Speaker called for robust mechanisms to ensure prudent use of public funds.
Furthermore, he advocated for the integration of advanced digital technologies to improve administrative efficiency, promote real-time public service delivery, and uphold the values of good governance in the digital age.
Emphasising accountability and innovation in governance, he emphasised that Parliamentary Committees, whether at the Centre or in States, are not opposed to the government but act as supportive and corrective instruments, offering constructive guidance.
He added that these committees contribute to transparent, accountable, and effective governance by offering well-researched recommendations and acting as a bridge between the executive and the legislature.
The Speaker urged members to uphold the spirit of collaboration and responsibility, reinforcing the committees' role as pillars of parliamentary democracy. He also called for coordination between the Estimates Committees of Parliament and the states/UTs legislatures.
Advocating for a robust Committee oversight and technology integration in public spending, Birla noted that by leveraging modern technological tools such as AI and data analytics, oversight mechanisms can become more precise and impactful. He called for empowering Committees with the necessary resources and digital capabilities to monitor expenditures closely, thereby reinforcing fiscal discipline and promoting good governance.
Birla stressed that public representatives, given their direct connection with the people, have a deep understanding of ground-level issues and can significantly enhance budget scrutiny through meaningful engagement.
The Lok Sabha Speaker mentioned that Estimates Committees must ensure that every rupee spent is for people's welfare. He emphasised that the country's fiscal resources must be utilised efficiently and responsibly. He reiterated that the role of Estimates Committees is not just to monitor expenditure but to ensure that welfare schemes are relevant, accessible, and effective for the common citizen, with a special emphasis on social justice and welfare.
Birla stated that technology-driven governance, such as Direct Benefit Transfers, has reduced pilferage and ensured that benefits reach the intended recipients, a goal that Estimates Committees must continue to support.
Reflecting on the purpose and impact of the Conference, Birla said that the platform reaffirmed the collective commitment of legislative institutions to fiscal discipline, transparency, and public accountability. Birla also called for wider public engagement with the Committee process and encouraged dissemination of Committee findings to build greater trust in democratic institutions. He suggested that similar conferences be held for other Committees, such as the Privileges Committee, Petitions Committee, and the Committee on Empowerment of Women, to encourage inter-legislative dialogue and promote adoption of best practices. Birla expressed confidence that the consensus and ideas forged at this conference would translate into more efficient, accountable and people-centric governance.
The Conference unanimously adopted six key resolutions that lay out a forward-looking roadmap for strengthening Estimates Committees.
The Valedictory Address was delivered by the Governor, Maharashtra, C.P. Radhakrishnan. Deputy Chairman, Rajya Sabha, Harivansh, and Chairperson, Committee on Estimates, Parliament of India, Sanjay Jaiswal also spoke on this occasion. Leader of Opposition in Maharashtra Legislative Council, Ambadas Danve, delivered the Welcome Address and Deputy Speaker, Maharashtra Legislative Assembly, Anna Dadu Bansode, delivered the Vote of Thanks. Chairman, Maharashtra Legislative Council, Ram Shinde; Speaker, Maharashtra Legislative Assembly, Rahul Narwekar; Members of Committee on Estimates, Parliament of India; Chairpersons of Committees on Estimates in States and Union Territories Legislatures; Members of Maharashtra Legislature and other dignitaries remained present during the Valedictory Session.
Chairpersons and Members of Estimates Committees from 23 States and Union Territories participated in the Conference.
The conference, which marks 75 years of the Estimates Committee's journey, brought together key stakeholders to discuss ways to strengthen institutional mechanisms of financial oversight and improve administrative efficiency in the world's largest democracy. The theme of the Conference was, 'Role of Estimates Committee in effective Monitoring and Review of Budget Estimates for ensuring Efficiency and economy in Administration'. (ANI)

This step is part of the IAF's plan to strengthen its ability to fight in the air from long distances, especially to deal with changing regional security threats and to counter advanced fighter jets. The R-37 Vympel, also called the RVV-BD (Beyond Visual Range) missile, is among the longest-range air-to-air missiles in the world. It is made to destroy high-value targets such as fighter planes, airborne warning and control aircraft (AEW&C), and even strategic bombers. Depending on its version, the missile can travel up to 200 km and in some cases, up to 300 km. It has an active radar guidance system and a dual-stage solid rocket motor, allowing it to reach speeds over Mach 6. What is the ability of R-37? The R-37's ability to hit targets from very long distances matches the IAF's needs, especially in a possible two-front conflict with China and Pakistan. Once fitted onto the IAF's Sukhoi Su-30 MKI fighter jets the missile is expected to give India a stronger deterrent against advanced enemy aircraft like Pakistan's F-16s and China's J-20 stealth fighters. Why does IAF wants to buy R-37? The IAF's interest in the R-37 has grown after the success of Operation Sindoor in May 2025. During this mission, India's S-400 air defense system shot down five Pakistani fighter jets and an AEW&C aircraft from more than 300 km away.

The Congress Saturday demanded an official discussion paper on GST 2.0 soon for a wider debate on it and said the reform should be towards a "Good and Simple Tax" in letter, spirit, and compliance, and not the "Growth Suppressing Tax" it has opposition party's assertion came a day after Prime Minister Narendra Modi announced that GST rates will be lowered by Diwali, bringing down prices of everyday use items, as his government looks to reform the eight-year-old regime that has been plagued by litigation and evasion. Congress general secretary in-charge of communications, Jairam Ramesh, said that for well over a year and a half at least, the party has been calling for a radically transformed GST that a transformed GST 2.0 was a key pledge in the Congress manifesto for the 2024 Lok Sabha elections, Ramesh on Friday said the prime minister seems to have finally woken up to the fact that economic growth will simply not accelerate unless this transformation takes place and increases private consumption and private investment."Over the last seven years, the spirit of GST has been vitiated by an increased number of rates and the granting of multiple exemptions. The structure also seems to have facilitated evasion. There must be a drastic reduction in the number of rates," he said in a statement. The Congress leader said simplification of the rate structure is essential, but must be done in a manner that minimises revenue uncertainty to states and also eliminates the classification disputes that have become so common."The GST compensation cess expires on March 31, 2026. This must be extended to offset any revenue uncertainty from the rationalisation of the rate structure." Ramesh said the widespread concerns of MSMEs -- the major employment generators in the economy -- must be addressed meaningfully, he said, adding that apart from major procedural changes in GST, this will involve further increasing the thresholds that must apply to interstate supplies as issues that have surfaced, for instance, in textiles, tourism, exporters, handicrafts and agricultural inputs, must be tackled, he addition, states should be incentivised to move towards the introduction of state-level GST to cover electricity, alcohol, petroleum, and real estate as well, the Congress leader opined."The Indian National Congress demands an official discussion paper on GST 2.0 very soon so that there can be an informed and wider debate on this vital and pressing national issue."GST 2.0 should be truly a Good and Simple Tax (GST) in letter, spirit, and compliance, not like the Growth Suppressing Tax (GST) it has become," Ramesh after the prime minister's announcement from the ramparts of the Red Fort on the 79th Independence Day, the Union Finance Ministry said it has proposed that most goods and services be taxed in two slabs -- standard and merit -- and a select few items be charged special is to replace the current goods and services tax (GST) structure, where sale of goods and rendering of services are taxed in four different brackets -- 5 per cent, 12 per cent, 18 per cent and 28 per cent -- with luxury and sin goods attracting a levy on top of the highest rate of 28 per cent."This Diwali, I am going to make it a double Diwali for you," Modi had said in his address to the nation. "I pray that as many people as there are in the world, everyone will be happy," he added. "We have bathing programmes - water to Krishna, religious meetings, Kirtans. So many people will attend," Das said. On security arrangements, he said, "The government is taking the best security. We had meetings with the police. Police, military and the advisory council have given assurance of security." "Sometimes, there were attacks on Hindus and Hindu temples in Bangladesh. We have helped the victims' families. We are going from village to village, city to city, giving assurance," Das said. "We will not leave Bangladesh. Bangladesh is our birthplace. We are giving assurance to the Hindu communities," the ISKCON Bangladesh General Secretary said.
