Bihar SIR: Parties, people to get one month to include, remove names from draft rolls, says EC

The Election Commission of India on Thursday said that all political parties and electors will be given a time period of one month to add names of eligible citizens or remove names of those they think are ineligible from the draft electoral rolls of Bihar.
In a statement, Chief Election Commissioner Gyanesh Kumarthe announced that as part of the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar, the draft electoral rolls will be published on August 1.
Physical as well as digital copies will also be given to all the recognised political parties in Bihar in all the 38 districts by the district election officers (DEOs), Kumar said.
"The chief electoral officer (CEO) of Bihar and the 243 electoral registration officers (EROs) will also be inviting any elector of that Assembly constituency or any recognised political party to come forward and give claims and objections from August 1 to September 1 for adding names of any missing eligible elector, removing names of any ineligible elector or correction of any entry in the draft rolls," he said.
The CEC's remarks come amid continuous protests by the opposition parties against the SIR, which have disrupted both Houses of Parliament on a daily basis during the ongoing Monsoon session.
Opposition parties have alleged that the ongoing revision may disenfranchise eligible voters due to lack of documents and could unfairly target those opposed to the ruling alliance.

Bihar SIR: Gopalganj sees largest dip in voters at over 15%, Seemanchal's Kishanganj & Purnia follow

According to the EC data, the draft electoral rolls based on the SIR exercise does not include over 65.6 lakh voters from 38 districts in Bihar. Out of this total dip of 65.6 lakh voters—the EC explained—more than 22 lakh had died, over 36 lakh have permanently shifted or were untraceable, and another seven lakh voters have enrolled as electors in multiple places. New Delhi: Gopalganj, Kishanganj and Purnia in Bihar saw the highest percentage of voter deletion in the draft rolls released by the Election Commission (EC) pursuant to its Special Intensive Revision (SIR) exercise. Data pertaining to the exercise shows that while Gopalganj saw a 15.01 percent dip in voters as compared to the numbers that it had on 24 June before the exercise began, Purnia saw a 12.08 percent deletion whereas it was 11.82 percent in Kishanganj. These are followed by Madhubani (10.44 percent) and Bhagalpur (10.19 percent). Two of these five districts with the highest percentage of voter deletions come under the Seemanchal region, which has the highest percentage of Muslim population in the eastern state. Among Bihar's districts, Kishanganj has the highest Muslim population (68 percent), and Purnia has about 38 percent Muslim population according to the 2001 Census. The Seemanchal region encompasses four districts of Araria, Kishanganj, Purnia and Katihar. Also referred to as the Kosi-Seemanchal area, it includes Saharsa, Supaul, and Madhepura along with the aforementioned 4 districts. A district-wise breakdown of the draft electoral roll revision, seen by ThePrint, shows that voters have been deleted at an average of 8.06percent per district. Out of these 7 districts, four—Kishanganj, Purnia, Katihar (8.27 percent) and Saharsa (9.46 percent)—saw deletions above the average percentage of deletions. The remaining three saw deletions below average: Araria (7.59 percent), Supaul (7.81 percent) and Madhepura (6.85 percent). While Patna district saw the highest dip with 3.95 lakh voters not included in the electoral draft roll, its percentage dip remained below average at 7.84 percent. The EC has clarified that claims, objections can be filed between 1 August and 1 September to add the name of any eligible elector, or to delete the name of any ineligible elector. 'All eligible electors are appealed to check their names in the draft list, and if their name does not exist in the list, they should fill and submit Form 6 along with the Declaration Form…As per SIR orders, NO NAME CAN BE DELETED from the draft Electoral Roll, by the concerned ERO/AERO without giving a hearing to the elector and subsequently passing a written order, which is appealable to the DM and the CEO,' it said in a press note on 1 August. The electoral roll exercise is under challenge before the Supreme Court, with pleas filed by several petitioners including Trinamool Congress (TMC) MP Mahua Moitra, Bharat Jodo Abhiyan national convener Yogendra Yadav, Rashtriya Janata Dal (RJD) MP Manoj Jha, and non-profit organisations Association for Democratic Reforms (ADR) and People's Union for Civil Liberties (PUCL). The petitioners have alleged that the exercise is arbitrary, and have also questioned the timeline as well as the timing of the exercise, with the Bihar elections set to take place later this year. This, they contend, can lead to removal of lakhs of genuine voters, leading to their disenfranchisement. (Edited by Tony Rai) Also Read: What an idea, SIRji! Voter Rolls Glue Opposition Together, Raise Hopes In Vice-President Polls

New Delhi: The Opposition is hoping for better luck in the coming vice-presidential election after the Election Commission's voter roll revision acted as a unifying factor for parties like Trinamool Congress - which is expecting the exercise to be repeated in their states ahead of next year's election. Congress's Rahul Gandhi has invited the leaders of India Alliance for a dinner meeting on August 7 - a day before its protest march from Parliament to the Election Commission. The agenda of the meeting includes the Vice Presidential election and the alliance is expected to decide on a candidate. A senior leader of bloc told NDTV that the Opposition is looking for a candidate who will make the election interesting. The leaders feel the mathematics of Lok Sabha and Rajya Sabha is such that if a strong candidate is fielded for the post, the the contest will not be one-sided like last time, sources said. Last time, the Trinamool Congress - which had 35 MPs --had abstained from voting, contending that they were not consulted during the selection of Margaret Alva. This time, the Trinamool Congress has maintained unity with the opposition, including the Congress on the issue of SIR, anticipating that the exercise will be carried out in Bengal ahead of next year's assembly election. The leaders feel the open question now is if the Opposition forwards a candidate from Bihar or Andhra Pradesh, what will NDA allies Nitish Kumar and Chandra Babu Naidu do, sources said. Since the resignation of Jagdeep Dhankhar, the NDA has also been looking for a suitable candidate for the post. It is believed that this time BJP will pick one of its key leaders who can run the Rajya Sabha properly. The date of the Vice Presidential election has already been announced. The voting will be held on September 9, in which 543 MPs from the Lok Sabha and 233 from the Rajya Sabha will participate. The 12 nominated MPs of Rajya Sabha will also take part in the election. In 2022, Jagdeep Dhankhar had got 528 votes - way ahead of Opposition candidate Margaret Alva, who polled 182. Mr Dhankhar had the support of several non-NDA parties - Naveen Patnaik's Biju Janata Dal, Jaganmohan Reddy's YSR Congress, Mayawati's Bahujan Samaj Party, Chandrababu Naidu's Telugu Desam Party (which is now part of NDA), and the Akali Dal. Fifty-five MPs did not cast their vote. Asked who would be the next Vice President, Congress's Shashi Tharoor said he had "no idea". "All we know is that it will be somebody whom the ruling party nominates, as we already know the composition of the electorate. It's the two houses of Parliament. Unlike the Presidential election, where the state assemblies also vote. For the Vice President, it's only the Lok Sabha and Rajya Sabha. So we already know the majority. I think it's fairly clear that the next vice president will be the nominee of the ruling party," he said.

While some leaders like the RJD's Tejaswi Yadav had earlier spoken about the option of boycotting the Bihar assembly election , some opposition leaders are of the view that since the SIR case is being heard by the apex court, and pending provisions within SIR for the aggrieved to seek redressal, all options must be explored, besides mobilising public agitation, before thinking in terms of "extreme courses" like election boycott. Live Events "While all options are open, we will see first how the Supreme Court matter plays out and how the EC deals with the complaints about those who have been excluded from the Bihar list," said an opposition leader, who did not wish to be identified. Opposition MPs will further intensity their protest in Parliament against SIR this week and will stage demonstrations outside against the government and the EC. VP poll With the last day for filing nomination for the vice president's election being August 21, the opposition bloc may discuss whether the dominant view is to field a candidate, in an election where the ruling BJP-led NDA has a clear majority to win, or opt out of the contest.
