Troubled Scottish ferry scheme faces fresh delays in new blow for SNP

The scandal around the Glen Sannox and sister vessel the Glen Rosa led the then first minister Nicola Sturgeon to nationalise Ferguson Marine, the local shipbuilder responsible for the delays in 2019, with the SNP subsequently turning to the Cemre shipyard in Turkey for its next big order.

In its letter, Caledonian Maritime Assets (CMAL) said that the yard south of Istanbul lacks sufficient commissioning engineers to sign off on the vessel's various systems.
Painting of the ship's hull has also been delayed by freezing conditions in Turkey, with sea trials not now expected to begin until May, pushing back delivery until June at the earliest.
CMAL said: 'We fully appreciate this is not the news the island communities, or indeed anyone, wants to hear.'
The 3,200 residents of Islay together with whisky and seafood exports worth tens of millions of pounds a week are reliant on the ferry service, while 45,000 tourists use it to visit the island each year.
Duncan Mackison, the CalMac chief executive, said the delay to Isle of Islay was 'disappointing news' and that everyone involved in the build is 'aware of how desperately she's needed in the CalMac fleet'.
The delivery of three more vessels – the Loch Indaal, which is slated to serve neighbouring Jura, the Lochmor and the Claymore – will now follow at six-month intervals, rather than the four months previously anticipated, CMAL said.
Fiona Hyslop, the Scottish transport secretary, revealed last month that she was considering nationalising Ardrossan Harbour in Ayrshire in order to fund its enlargement.
The Glen Sannox is too big to dock at the primary port for Arran and is currently having to sail from Troon, adding 20 minutes to the crossing.
South Uist in the Outer Hebrides has meanwhile seen sailings cut to three a week with a journey time that is two hours longer after its usual vessel was diverted elsewhere. The replacement can currently take just 45 passengers due to a fault in its evacuation system.
Mr Mackison said problems with several vessels had presented CalMac with 'difficult choices' in terms of service provision. He said passenger volumes would be monitored but that the South Uist service was currently sufficient to meet demand.

Scotland's top civil servant has been accused of 'fawning over' Nicola Sturgeon after wishing her success with her £300,000 memoirs. Permanent Secretary Joe Griffin cheered on the former First Minister after clearing the 464-page book, titled 'Frankly', for publication. In a letter telling her no changes were required for national security reasons, he gushed: 'I wish you well with publication of the memoirs'. 'I'd be grateful for an indication of what the circulation will be with SG [Scottish Government] - I assume very limited - and what steps will be taken to ensure confidentiality,' she wrote. Mr Marks told her 'a small senior group' including the Director of Propriety and Ethics would undertake the review and provide advice. He said: 'In terms of ensuring the manuscript is held and reviewed in a secure manner, we would request that you provide my office with four hard copies. 'These will be securely held and reviewed by a named list of senior officials only. We will not hold the document in electronic format.' Publishers Pan MacMillan sent the four copies to Mr Marks by secure delivery on March 26. Two weeks later, Mr Griffin took over as Permanent Secretary and on April 24, told Ms Sturgeon, based on the advice from the review group, no changes were required. He added: 'At all times strong security arrangements have been observed with only a small number of designated senior officials having recorded access.' He concluded: 'Thank you for engaging with the process proactively, and I wish you well with publications of the memoirs. Best Wishes, Joe Griffin.' A Government spokesman said: 'The Permanent Secretary signed off his letter in a manner that was polite and appropriate.'

SNP ferry scheme faces fresh setback after ship floods

The SNP's disastrous ferry-replacement programme suffered another blow after a vessel that was already six years behind schedule flooded. The MV Glen Rosa, which is running £100m over budget, filled with rainwater after the funnels were removed at the nationalised Ferguson Marine shipyard in Port Glasgow. It is understood that engineers removed the smokestacks to allow the installation of the ferry's engines, with one of the tarpaulins used to cover the holes created coming loose. Sudden heavy rainfall subsequently saw water pour into the ship, under construction for ferry operator CalMac, before the exposed exhaust vent could be covered again. A 'critical step' Hugh McKenzie, the operations manager at Ferguson Marine, said the Glen Rosa had 'experienced some internal water ingress' during heavy rainfall at the end of last month. He said: 'The affected area has been dried out and thoroughly inspected. No damage or lasting impact was identified, and the incident has not resulted in any further issues.' Before the flooding, Mr McKenzie said that the removal of the funnels was a 'critical step' in the installation of the ferry's main and auxiliary engines, and had been 'meticulously planned for as part of the build schedule'. The latest setback comes less than a month after Ferguson Marine said the Glen Rosa would miss its much-revised delivery date of September by up to nine months. The shipbuilder said it now expected the vessel to be 'substantially complete' only in the first quarter of next year, with delivery between April and June. Cost leaps £35m Ferguson Marine also revealed that the cost of the Glen Rosa had jumped by a further £35m, meaning that it and the Glen Sannox will come in at more than £460m including written-off loans – more than four and a half times the original contract price. Taking into account the £252m spent on keeping ageing vessels in service to cover for the delays, the overall bill is more than £700m, CalMac has stated. Both new vessels were ordered for CalMac's busiest route, linking the Isle of Arran with the Scottish mainland. Ferguson Marine is desperate for work after Caledonian Maritime, which procures vessels for CalMac and reports to Scotland's transport minister, awarded a deal for seven smaller electric ferries to a Polish firm. Despite the failures and upheaval, the SNP last month awarded CalMac a £3.9bn deal to run ferries to the Hebrides for a further decade without the contract being put out to tender.
