Viksit CG@2047: CG unveils roadmap for transformation of service sector

Time of India17-07-2025
Raipur: Aiming to boost its Gross State Domestic Product (GSDP) nearly 14 to 15 times by 2047, the Chhattisgarh govt with NITI Aayog, has unveiled an ambitious roadmap with a sharp focus on transforming the services sector and investing in its youthful demographic.
The vision document, titled "Viksit Chhattisgarh @2047", outlines the state's contribution to India's broader aspiration of becoming a $30 trillion economy by its 100th year of independence. The roadmap rests on three pillars: economic expansion, human development, and sustainable governance.
Tripling the Services Sector
Currently, Chhattisgarh's economy is driven primarily by the industrial sector, which accounts for 45% of its GDP, followed by services (35%) and agriculture (20%).
The new plan seeks to increase the services sector's contribution from 35% to 50% by 2047, identifying it as the engine for future growth.
Key proposals include rapid expansion of digital infrastructure, promotion of IT and AI-driven industries, and leveraging healthcare and education tourism. Plans are underway to generate over 10,000 jobs in IT services, establish AI data centers, and invest in logistics and tourism development.

An excerpt from the report notes: "The services sector is expected to expand rapidly, driven by growth in information technology, logistics, and tourism."
A Youth-Driven Economy
With 41% of Chhattisgarh's population under 18, the report identifies youth as central to the development agenda. Emphasis has been placed on higher education, vocational training, and youth empowerment. By 2025, premier institutions such as NIFT, NFSU, and NIELIT are expected to begin operations in the state, joining existing centers like IIT, IIM, AIIMS, and NIT.
In the longer term, the state aspires to attract institutes such as IISc, IISER, SPA, and NIPER, further strengthening its academic ecosystem.
Manufacturing Backbone and Infrastructure Push
While services are set to expand, the industrial sector will remain a cornerstone of the economy. The state is a leading national producer of steel, cement, aluminium, and key minerals like coal and iron ore. Chhattisgarh alone contributes 30% of India's iron and steel, 20% of aluminium, and 12% of cement output.
However, the state continues to face infrastructure bottlenecks. As a landlocked region, lack of port access and low railway density remain challenges. Its road density (71 km per 100 sq. km) lags behind the national average (139 km). To overcome this, the report advocates for multi-modal logistics corridors, new railway lines, and upgrading Raipur airport into an international hub.
Health, Happiness, and Sustainability
The document dedicates a major section to human development under the banner "Swasth aur Sukh Chhattisgarh" (Healthy and Happy Chhattisgarh).
Key health targets include reducing infant mortality from 38 to below 5, and increasing life expectancy from 65 to 84 years by 2047.
The roadmap also emphasizes revitalizing tribal economies through sustainable use of the state's 44% forest cover. Proposed measures include promoting herbal farming, bamboo and honey clusters, and experiential tribal tourism—particularly around non-timber forest products (NTFPs).
The Road Ahead
To achieve the projected GSDP of Rs 76–78 lakh crore by 2047 (from the current Rs 5.67 lakh crore), Chhattisgarh must double its economy four times in 23 years, maintaining an average annual growth of 12–13%.
The state's vision hinges on bold policy reforms, large-scale investments in human capital, and robust public-private partnerships. By diversifying beyond minerals and manufacturing, and focusing on services, infrastructure, and youth, Chhattisgarh aims to evolve into a resilient, inclusive, and developed state by 2047.

Govt owes tourism contractors over Rs 39.7cr with bills from 2019

Panaji : From housekeeping services and painting to legal fees and translations, the tourism department has racked up Rs 39.7 crore in unpaid bills. Contractors for events, vehicles and executed projects have been fretting with their money lying locked up with the tourism department as well as the Goa Tourism Development Corporation (GTDC), with some of the bills dating all the way back to 2019. Among those that the department owes money are govt entities such as Goa Human Resource Development Corporation Limited and Goa Electronics Limited. The tourism department's 17 outstanding bills are largely for tourism roadshows and trade fairs, and most are for the current year with just two bills dating back to Dec 2024. However, GTDC's track record of clearing bills of contractors and event management firms is not on par. The Goa Human Resource Development Corporation Ltd provided security services at GTDC residencies for 2019-20 for which it billed GTDC Rs 1.03 crore, an amount that remains unpaid, shows data released in the state legislative assembly. Invoices towards the organisation of the Manohar Parrikar Vidnyan Mahostav in Dec 2021 worth Rs 3.7 lakh also remain unpaid. Taxi bills worth Rs 8.65 crore remain unpaid, shows the data released in the state legislative assembly. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Emergency Generators in Sevilla: (Prices May Surprise You) Emergency Generator | Search Ads Search Now Undo Information provided by the department also shows that Rs 4.4 crore has to be released to a private firm for development of amenities at the Bom Jesus Basilica under the PRASHAD Scheme. GTDC said that many of these bills are 'under consideration' and will be cleared once scrutiny and approval is obtained. Bills for the G20 meetings, which were held in Goa, also remain unpaid. Goa hosted several G20-related meetings during India's presidency in 2023, including the G20 Tourism Working Group Meeting and the Tourism Ministers' Meeting.

If I became CM, I would give Rs 1 lakh incentive to regular farm loan repayers: Mushrif

Kolhapur: Govt spent Rs 46,000 crore last year towards Mukhyamantri Mazhi Ladki Bahin yojana installments of Rs 1,500 for all eligible women. Therefore, the financial situation is tough, as a result of which, govt is unable to fulfil the promise of farm loan waiver as promised by Mahayuti during the assembly election, said NCP politician and minister of medical education Hasan Mushrif. Speaking at Vandur village in Kolhapur on Saturday evening, Mushrif said that if in the future he becomes the chief minister, he would increase the incentive to the farmers repaying loans regularly from Rs 50,000 to Rs 1 lakh. Due to the promise of a loan waiver, farmers have kept their loan dues pending, except in Kolhapur district, where 91% of agricultural loans were recovered. "Another promise we made is the loan waiver to the farmers. The situation is quite challenging. This year, we disbursed Rs 46,000 crore for Ladki Bahin. Recently, we found that as many as 14,000 men have been listed as beneficiaries. I have a different view on loan waiver. Farmers don't pay loans if govt declares the intention of a loan waiver. The dues keep pending. The banks go deep into crisis. Therefore, if I become CM in the future, by the grace of God and people's support, I will increase the incentive amount to Rs 1 lakh from Rs 50,000," said Mushrif. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Official IQ Test: What is Your IQ? | Answer 30 Questions to Find Out IQ International Undo Mushrif also said govt has not distanced itself from increasing the Rs 1,500 monthly Ladki Bahin instalment to Rs 2,100. We will not rest until we get Rs 2,100 into the accounts of Ladki Bahin beneficiaries," said Mushrif.
