He also accused a hostel staff member of harassing Vanshika.
The varsity told PTI that a police investigation was on to find out the circumstances leading to the incident.
"Only after the investigation will we be able to know why the student took this step. If the relatives want to complain about any female staff of the hostel or want to get it investigated, they can tell the police," a varsity spokesperson said.
Vanshika was a native of Motla Khurd village in the Rewari district.
"Two more students lived in Vanshika's room in the hostel. One of them had left for her village a few days ago for Rakshabandhan, and the other, Pinky, was there. On Saturday afternoon, Vanshika sent Pinky out of the room on the pretext of changing her clothes and then hanged herself," police said.
Avinash said Vanshika would have come for Rakhi but stayed back, saying she would come on Janmashtami, otherwise her room would be changed again.
He said Pinky had told him that Vanshika often talked to one Saurabh.
On Saturday, too, she was arguing with him on the phone, he said.
"She also complained about being harassed by a female staff member of the hostel," he said.
Police said they are yet to receive a formal complaint.
"The student's mobile phone has been seized. We handed over the body to the kin after the post-mortem, and a probe is underway," said ASI Kuldeep Singh.

Between 2003 and 2017, he was booked in eight cases, including theft and sexual assault. Since his suspension a month ago, Nirankar Ram is not engaged in any kind of duty, the police clarified, after a section of social media reported that he was on the job. 'There's a news from a social media platform in which it has been said that home guard Nirankar Ram, a resident of Damodarpur in Azamgarh, is posted at Mubarakpur police station and is doing duty there,' said SP (city) Madhuban Singh. 'Many cases are registered against him. Earlier, information was received about this home guard's activities, after which a detailed report was sent by the Mubarakpur police station to the home guard commandant. He raped the girl while she was asleep and then killed her. As per the police, the girl's father was asleep in the next room but couldn't hear anything. The girl's body was found hanging the next day. After the gruesome killing, Surjeet started misleading the investigation. Police got suspicious when he did not let any other family member answer the questions. As the police reached the murder spot, they were sure it was not a suicide case because there were bloodstains in several places. Her body was sent for a post-mortem, which confirmed rape. NDTV further reported that Surjeet was held and he confessed to the crime during interrogation. PTI report, the police have arrested the 29-year-old relative, the husband of the class 10 student's paternal aunt, under various sections of the BNS and POCSO Act. The police further said, the accused was remanded to judicial custody after a local court rejected his bail application. Police also detained four other accused who also video recorded the rape. As per the girl's complaint, the relative visited their residence on Raksha Bandhan on August 9, and took her to a deserted place where she was gang-raped. Police said Sachin, who was driving a Maruti Suzuki Swift, is in critical condition and on ventilator support at a private hospital in Sector 38. 'It was Sachin who was behind the wheel… He was undergoing treatment at a private hospital in Sector 38. He was on ventilator support,' said Sandeep Kumar, public relations officer (PRO) of Gurugram police. According to investigators, Sachin had gone to Faridabad on Sunday to drop his sister at her in-laws' house after she visited her parental home for Raksha Bandhan. Vikas had accompanied him. The duo were returning late Monday night when one of the tyres of their car exploded, causing the vehicle to veer violently off course. Sachin lost control, and the car overturned several times before hitting a roadside iron pole, police added. Commuters alerted the police control room, and two emergency response vehicles reached the spot. Both victims were rushed to Sector 10A civil hospital without waiting for ambulances due to their critical condition. Doctors declared Vikas dead on arrival and referred Sachin to a higher centre for advanced treatment. The PRO said no foul play was suspected by the families. An inquiry under Section 194 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) was initiated based on the statement of Vikas's family at Bilaspur police station. His body was handed over to the family after an autopsy on Tuesday.
