15 sugar mills face action over non-payment of FRP

: The state sugar commissionerate has taken legal action against 15
sugar mills
by issuing Revenue Recovery Certificates (RRC) for failing to pay
sugarcane farmers
the
Fair and Remunerative Price
(FRP).
The details comes from a bi-weekly report submitted to the ministry of consumer affairs, food and public distribution. The RRC is a legal instrument the sugar commissioner's office uses to ensure farmers receive their dues promptly.
According to the Sugarcane (Control) Order of 1966, mills are legally obligated to pay the FRP within 14 days of can crushing. The RRC empowers district authorities to recover these outstanding payments through auctioning sugar stocks and seizing assets.
For the current 2024-25 crushing season, 200 sugar factories across
Maharashtra
have collectively crushed approximately 85 tonnes of sugar cane. Of the total FRP due, which amounts to Rs22,732 crore (excluding harvesting and transportation costs), Rs752 crore is yet to be paid to farmers.
A senior official from the sugar commissioner's office, while talking to TOI, said while 125 factories have paid 100% of the FRP, 21 factories have paid less than 60%. The office has directed local authorities to engage with these mills to expedite the payment process. Notably, some mills, particularly those in Kolhapur, pay farmers more than the stipulated FRP, which is determined by the sugar recovery rate.
Currently, only one factory has crushing operations ongoing. "The cane crushing was started late and the mill is crushing at a rate of 6,000 tonnes per day. It is located in Pune district and may end crushing in a few days, following which, officially, the crushing season will end," said the official.
In the current season, 80.8 lakh tonnes of sugar has been produced after crushing 852 lakh tonnes of sugar cane. In comparison to last season, there is a dip in sugar production. Around 1,100 lakh tonnes of sugar was produced then. The sugar recovery rate has also dipped from 10.25% in 2023-24 to 9.48% in the ongoing season.

As the Centre and states gear up for a major overhaul of India's Goods and Services Tax ( GST ) framework, Union Road Transport Minister Nitin Gadkari has called for a reduction in the GST rate on crude ethanol—from the current 18 per cent to 5 per cent —in a bid to support the production and adoption of flex-fuel vehicles , according to a report by ToI. At present, ethanol that is used under the Ethanol Blended Petrol (EBP) Programme attracts a concessional GST rate of 5 per cent . However, crude ethanol continues to be taxed at the higher rate of 18 per cent . A source told TNN that Gadkari has urged for parity between the two, cautioning that taxing crude ethanol at such a high rate could discourage people from opting for vehicles that run entirely on ethanol. "Why will people go for these vehicles if the price of crude ethanol is equal to or more than that of petrol?" the source quoted Gadkari as saying. Although over 400 fuel outlets in the country currently offer 100 per cent ethanol, consumer interest remains weak. Gadkari believes this trend can be reversed if a more favourable tax policy is introduced for crude ethanol. Gadkari's appeal comes as the Union government is in the process of re-evaluating the GST structure. Finance Minister Nirmala Sitharaman and a team of officials are reviewing various rationalisation proposals ahead of detailed consultations with states. The larger exercise aims to streamline the GST regime, enhance revenue efficiency, and address classification issues that have emerged since the tax was introduced in 2017. Earlier attempts to bring about change through two separate Groups of Ministers (GoMs) did not yield any actionable consensus. A third GoM is now studying the issue of cesses, particularly the compensation cess, which is set to lapse in March next year. India's GST structure currently features four primary tax slabs: 5 per cent , 12 per cent , 18 per cent , and 28 per cent . While the majority of items fall under the 5 per cent bracket, most of the revenue is generated from the 18 per cent slab. Industry bodies have long been pressing for a simplification of this framework, especially a merger of the 12 per cent and 18 per cent slabs into a single rate of 15–16 per cent . However, such a move may lead to revenue losses and face political opposition from states. Gadkari's proposal to lower GST on crude ethanol aligns with the country's wider energy and transport objectives, including reducing reliance on imported oil and encouraging the use of alternative fuels . It is still uncertain whether this suggestion will be included in the final set of GST reforms currently under consideration.

Agencies Representative image The upcoming Census 2027 could deliver its final population figures by the end of the same year, a significant improvement over previous exercises, thanks to a digital-first approach that will use mobile apps for data collection and intelligent systems for real-time in the government said the time taken to publish detailed population data — including gender-wise breakups at national, state, district and taluk levels — may be compressed to just nine months from the date of enumeration. In the 2011 Census, this process had stretched over nearly two years, according to a ToI report. The government has set March 1, 2027, as the reference date for the next Census. Originally scheduled for 2020, the decadal count was delayed due to the Covid-19 2027 Census will be conducted in two parts — a house-listing phase in 2026, followed by population enumeration in February 2027. For the first time, enumerators will be equipped with a mobile application to capture data digitally, replacing the bulky paper forms of the past. Available in 16 languages, including Hindi, English and 14 regional options, the app is designed to be simple to use for both officials and the public. Citizens will also have the option of self-enumeration, the sources said. The app-based format will offer dropdown menus, auto-fetching of house records, and the ability to edit entries on the spot — all of which are expected to speed up data collection and reduce manual most of the responses pre-coded and digitised, the need for manual compilation of summaries or abstracts will be eliminated. The mobile application will feed directly into back-end systems using Intelligent Character Recognition (ICR) tools, which will help process even semi-structured information questions requiring descriptive or non-numeric responses, officials have prepared a code directory to guide enumerators in selecting standardised entries, further cutting down processing time. To support the massive digital operation, the Office of the Registrar General of India has also built a Census Management and Monitoring System (CMMS) portal, which will help track and coordinate progress across all stages.
