Badal slams Punjab govt over land-pooling policy

Ludhiana, Jul 22 (PTI) Shiromani Akali Dal (SAD) president Sukhbir Singh Badal on Tuesday slammed the AAP government over its land-pooling policy and asked village panchayats to pass resolutions against any acquisition of land.
Calling the land-pooling policy a 'land-grabbing scheme", Badal said his party would not allow one inch of land to be acquired in the state come what may.
Addressing a 'dharna' outside the deputy commissioner's office here against the land-pooling policy, the SAD president demanded the immediate revocation of the entire 40,000 acres of land acquisition plan.
He said SAD would intensify the agitation against the 'land grab" by holding weekly 'dharnas', with protests being held on July 28 in Mohali and on August 4 in Bathinda.
Badal accused AAP national convener Arvind Kejriwal of being behind this 'loot in league with builders of Delhi who had been promised large land parcels as per their wishes".
He warned the chief secretary, who has been made chairman of all development authorities, as well as their members that they would be held accountable for illegalities being committed in land acquisition processes in the state.
Badal claimed that the AAP government proposed to acquire 40,000 acres of land, including 24,000 in Ludhiana itself, under the archaic State Land Acquisition Act, 1995 instead of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
He said the 1995 law allowed for excluding land parcels from acquisition and lease as well as allowing auction or allotment of land as per the wishes of the ruling dispensation.
'This will open the doors for corruption and allow select parcels to be excluded from auction at the whims and fancies of the government. In direct contrast, the Land Acquisition Act, 2013 calls for giving compensation at four times the collector rate besides a resettlement scheme".
He claimed that under the land-pooling policy, the small farmers will be the biggest losers.
'Those possessing 50 acres of land would be eligible to get back 60 per cent of the same, whereas those possessing nine acres would only get 33 per cent back. Farmers would additionally not be allowed to sell the land, take loan on it or undertake change of land use (CLU) once the notification for acquisition is done", he said.
Senior leader Dr Daljit Singh Cheema said Chief Minister Bhagwant Mann had tried to justify the policy.
He said if the policy had been made keeping in mind the welfare of farmers then the chief minister should tell why he has been replaced as chairman of development authorities and gave this post to the chief secretary.
The AAP government has been facing flak from the opposition parties over the land-pooling policy. Even farmer bodies, including the Samukta Kisan Morcha, have also opposed the scheme.
The Punjab Cabinet last month gave its nod to the land-pooling policy and had then asserted that not even a single yard will be forcibly acquired from land owners. PTI COR CHS MNK MNK

MUMBAI: A day after a Sangli-based contractor died by suicide allegedly over pending dues of ₹1.40 crore for work related to the state's Jal Jeevan Mission, the government claimed he was a sub-contractor, and not appointed by the government. Taking a dig at Ladki Bahin spends, NCP (SP) chief spokesperson Jitendra Awhad said, 'The scheme is not viable for the government. Thousands of crores were allocated for it, which have affected other government expenditures. I request the chief minister to look into the matter personally.' 'After farmers, now contractors are dying by suicide,' said Congress leader Vijay Wadettiwar. 'This government pays thousands of crores to big contractors but has no sympathy for small players working in each district for government schemes.'

No double standards in fight on terror: PM
Prime Minister Narendra Modi on Thursday asserted that there is no room for double standards in the fight against terrorism and, in a reference to the activities of Khalistani elements in the UK, that extremist forces cannot be allowed to misuse democratic freedoms. Modi also said that the agencies of both countries will continue their cooperation and coordination on the extradition of economic offenders. He also referred to peace and stability in the Indo-Pacific, the conflict in Ukraine and the situation in West Asia, and said: 'We support the restoration of peace and stability as soon as possible. Respect for the sovereignty and territorial integrity of all countries is imperative. The demand of today's era is development, not expansionism.' Modi conveyed his condolences to the families of more than 50 British citizens who were among the 260 people killed in the crash of Air India flight 171 in Ahmedabad on June 12. Ahead of the PM's arrival in the UK, there was a controversy over bungling in identifying the remains of at least two Britons killed in the crash. Foreign secretary Vikram Misri told a media briefing that Modi and Starmer had expressed their commitment to strengthen the global fight against terrorism. There was also convergence between the two sides on collaboration to combat terror. 'It was noted that extremism and radicalisation pose a threat to both societies and there was a need to enhance collaboration to deal with terrorism, extremism and radicalisation,' he said. Misri said the Indian side had shared its views on the activities of extremists in the UK. 'We've noted the fact that they are increasingly active and…continue to threaten the safety and security of our diplomatic missions and personnel, inciting violence against our leaders and diplomats,' he said. 'We have engaged at several levels on these matters with our UK counterparts and…we have received cooperation as well on these matters, including during this specific visit,' he added. Modi sought the UK's cooperation to bring to justice economic offenders and fugitives from Indian law, Misri said. Several high-profile economic offenders wanted by India, such as former liquor baron Vijay Mallya and diamantaire Nirav Modi, are currently in the UK. Other fugitives whose extradition has been sought by India include arms dealer Sanjay Bhandari, criminal Iqbal Mirchi's wife Hajra Memon and their sons, and criminals Asiq Iqbal Memon and Junaid Iqbal Memon. Referring to legal processes related to the extradition of these offenders, Misri said: 'We expect that those legal processes will be taken to their conclusion in an expedited manner so that justice can be served.' A memorandum of understanding (MoU) was signed by India's Central Bureau of Investigation (CBI) and Britain's National Crime Agency to bolster cooperation in combating corruption, serious fraud and organised crime. Misri said this agreement will institutionalise existing cooperation between the two bodies.

Goa government to lay new optical fibre network to boost connectivity
Last Updated: Panaji, Jul 25 (PTI) The Goa government plans to lay a new optical fibre cable network across the coastal state to enhance internet connectivity and ensure digital access to every household, Information Technology Minister Rohan Khaunte has said. Responding to a question raised by independent MLA Dr Chandrakant Shetye during the ongoing monsoon session of the state assembly, Khaunte said in a written reply on Thursday that the proposed network will form the backbone of the state's 'Har Ghar Fibre' initiative. 'The government is committed to providing affordable, high-speed internet connectivity to every household in Goa, enabling access to digital services in education, healthcare, e-governance, commerce and communication," Khaunte said. He added that the initiative is aligned with the Centre's Digital India programme and is aimed at bridging the digital divide, particularly in underserved areas. The project will be executed under the Public-Private Partnership (PPP) model while also leveraging existing infrastructure such as the Goa Broadband Network and BharatNet to avoid redundancy, Khaunte said in his written reply. He said that the last-mile internet services will be delivered through licensed Internet Service Providers (ISPs), using shared or leased access to the network. Khaunte said the project will be rolled out in phases, and regions currently facing limited or no connectivity will get priority. 'Year-wise targets for implementation will be finalised following the tendering process and preparation of the execution roadmap," the minister added.
