Clarify land pooling policy: HC to Punjab

The Punjab government on Wednesday submitted in the Punjab and Haryana High Court that the recently introduced Land Pooling Policy, 2025, would be kept on hold till the next date of hearing, i.e. Thursday.
The court was hearing a writ petition that challenged the Punjab government's land pooling policy introduced in June this year.
The court asked the State government to clarify whether an Environmental Impact Assessment had been carried out before notifying the Land Pooling Policy, 2025. The court, in its interim order, directed the government to inform the court if there was any provision in the policy for the rehabilitation of the landless labourers and others who do not own any land but are dependent on the land for their sustenance.
Petitioner Gurdeep Singh Gill had submitted that the policy was notified without carrying out the necessary environmental and social impact assessment, which is an essential prerequisite for the acquisition of land under Sections 4 to 8 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
The petitioner, a resident of Phagla village in Ludhiana district, owns 6 acres of land, which was allotted to his father as a displaced person in lieu of their land in Lyallpur district in Pakistan.
The petitioner argued that they have invested and have made improvements to the land, which is now fertile but has been included in the policy. Mr. Gill also contended that there is no provision for providing compensation at the time of acquisition, and only an annual meagre livelihood allowance would be paid.
The ruling Aam Aadmi Party (AAP) has hit out at the Opposition parties for spreading 'misleading propaganda' against the State government's policy, with party leaders describing it as 'farmer-friendly'.
The Punjab Cabinet in June gave its nod to the policy and asserted that not a single yard will be forcibly acquired from the owners.

ANI Lok Sabha (File photo) Lok Sabha proceedings were adjourned for the day on Friday amid vociferous protests by opposition parties demanding a discussion on the ongoing revision of electoral rolls in Bihar. Before the House was adjourned, Finance Minister Nirmala Sitharaman withdrew the earlier 'Income-Tax Bill, 2025', with the Select Committee having submitted its report on it. As the House assembled at 3 pm, Krishna Prasad Tenneti, who was in the Chair, asked Sitharaman to move for leave to withdraw the Bill. She then withdrew the Bill. Parliamentary Affairs Minister Kiren Rijiju said it is unfortunate that opposition parties are wasting time when private member bills were to be taken up. He said opposition parties must not say that the government did not cooperate as the government has said from the beginning that it is willing to discuss all issues under rules. Opposition members raised slogans like "SIR wapas lo (roll back SIR)", "SIR pe charcha karo (take up discussion on SIR)" in the House, referring to the Special Intensive Revision (SIR) of electoral rolls in Bihar. Earlier in the day, some members were even seen banging the table of the Lok Sabha Speaker, which was strongly objected to by presiding officer Tenneti."Yeh dhol nahi hai (this is not a drum). You cannot bang the table like this. New Income Tax Bill 2025: The Income Tax Bill, 2025 — introduced in the Lok Sabha on February 13 to replace the decades-old Income Tax Act, 1961 — has been formally withdrawn, according to a report by Moneycontrol on August 8. Citing official sources, Moneycontrol reported that the government will now introduce a revised version of the Income Tax Bill on Monday, August 11. This updated draft is expected to incorporate most of the recommendations put forth by the Select Committee chaired by BJP MP Baijayant Panda. As per the Moneycontrol report, the decision to withdraw the original Bill was taken to avoid confusion from multiple versions and to ensure the House considers a single, updated document. The revised Bill will reflect all the changes and suggestions received so far, sources told the publication. The new income tax bill, known as the 'Income Tax Bill 2025', is proposed to be implemented from April 1, 2026. The bill comprises 600 pages, 23 chapters, 16 schedules, and 536 clauses (to become Sections after the bill is passed), according to sources. New Income Tax Bill To Become Effective From April 01, 2026 Importantly, no changes in short-term capital gains (STCG) tax duration and rate have been made. The STCG tenure remains 12 months and the rate at 20 per cent, according to the sources. The existing Income Tax Act, 1961, has a total of 298 Sections. It has been increased to 536 Clauses in the latest I-T bill for better clarity in the language, said the sources. As per the proposed law, clearer tax treatment on stock options (ESOPs) have been included for reduced tax disputes and includes judicial pronouncements of the last 60 years for more clarity. Why a New Income Tax Bill? The existing Income Tax Act, 1961, has undergone numerous amendments over the decades, making it complex and difficult for taxpayers to navigate. The new Income Tax Bill intends to: – Simplify tax provisions with clearer language – Reduce legal disputes by removing ambiguities – Make compliance easier for individuals and businesses – Promote a trust-based tax system, where scrutiny comes later. During her Budget Speech 2025, Finance Minister Nirmala Sitharaman said the bill would embody the same philosophy of Nyaya that was at the heart of Bharatiya Nyaya Sanhita. The law had repealed the Indian Penal Code of 1860 from July 2024. In the Budget Speech, she said, 'I am happy to inform this August House and the country that the new income-tax bill will carry forward the same spirit of 'Nyaya". The new bill will be clear and direct in text with close to half of the present law, in terms of both chapters and words.
