Moody's briefed about reforms, outlook

ISLAMABAD: Federal Minister for Finance and Revenue Muhammad Aurangzeb held a virtual engagement with Moody's Rating Agency (Moody's) on Tuesday to provide an in-depth briefing on Pakistan's macroeconomic outlook, reform agenda, and financial stability.
An official statement issued by the Finance Division stated that Minister for Finance and Revenue, accompanied by Minister of State for Finance Bilal Azhar Kayani, governor State Bank of Pakistan, and senior officials from the Finance Division, Revenue Division, and other relevant ministries, briefed Moody's on the country's stabilising economy, reform drive, and global market re-engagement.
The finance minister apprised the Moody's team of the significant strides Pakistan has made in stabilising its economy and laying the foundations for sustainable and inclusive growth.
He underlined the successful completion of the final IMF review under the Stand-By Arrangement, including the disbursement of the second tranche and progress under the Resilience and Sustainability Facility (RSF), as key milestones that have restored confidence in Pakistan's economic management, the official statement noted.
The minister highlighted a series of structural reforms undertaken by the government to anchor long-term stability. These included prudent fiscal measures in the recently announced budget, tariff and trade liberalisation geared towards export-led growth, and concerted efforts to rationalise expenditure. The ongoing discussions with the United States on preferential tariff access were also noted as making encouraging headway.
The meeting further outlined Pakistan's re-engagement with global financial markets, including the successful arrangement of $1 billion in commercial financing from the Middle Eastern region, plans for an inaugural Panda bond, and Pakistan's intent to explore the Eurobond and other international debt markets as credit ratings improve.
Aurangzeb and his team presented compelling evidence of macroeconomic recovery, including a sharp reduction in inflation, a cut in the policy rate, stabilisation of the exchange rate, a current account surplus, and a surge in foreign exchange reserves—crossing $14 billion by the end of June. Improvements in remittance inflows and export performance were also cited as signs of resilience and renewed investor confidence.
The Moody's team was provided a comprehensive overview of Pakistan's reform journey, with a particular emphasis on improving the tax-to-GDP ratio through technology-driven tax administration reforms, digitisation of systems, and robust enforcement measures.
The minister emphasised that under the direct oversight of the prime minister—who chairs regular meetings on tax reform—the government was implementing measures to expand the tax base, plug leakages, and enhance compliance. He noted that the Rs2 trillion revenue delta achieved this year had come through autonomous efforts, and the government was firmly committed to reaching a tax-to-GDP target of 13 to 13.5 percent in the next few years.
The finance minister also addressed queries from the Moody's team and reiterated Pakistan's commitment to staying the course on macroeconomic reforms, including in areas of privatisation, restructuring of state-owned enterprises (SOEs), and right-sizing of government.
Aurangzeb expressed optimism that the improving macroeconomic indicators and reform momentum would be positively acknowledged by rating agencies, further strengthening Pakistan's case to tap international markets and deepen its external sector stability.
Pakistan, he affirmed, is ready to carry forward this journey of resilience, reform, and recovery to unlock long-term, inclusive, and export-oriented economic growth.

KARACHI: Pakistan Refinery Limited will import its first cargo of Nigerian Bonny Light crude from Vitol in September, two sources familiar with the matter said, as Asian refiners shift towards cheaper alternatives to Middle Eastern oil. The 500,000-barrel, light-sweet crude cargo is expected to load later this month and arrive in Karachi by late September, the sources said, declining to be named as the information is not yet public. The price was not immediately known. Vitol and PRL did not immediately respond to a request for comment. The purchase follows Pakistan's first deal to import U.S. crude, also supplied by Vitol, by Cnergyico, which is scheduled to arrive in October. Almost all of Pakistan's crude imports are sourced from the Middle East, primarily Saudi Arabia and the United Arab Emirates. However, along with other Asian refiners, Pakistan's industry has shown increased interest in recent months in supplies from elsewhere, including U.S. West Texas Intermediate and Kazakh CPC Blend, after Middle Eastern supplies became more expensive. As early as 2014, Pakistan imported a Nigerian Yoho crude, according to data from Kpler, but the Bonny Light purchase is the country's first known purchase of Bonny Light, which is valued for its high yields of gasoline and diesel. Oil is Pakistan's largest import item, with crude and petroleum products of $11.3 billion in the fiscal year ended June 30, 2025 representing nearly a fifth of the country's total import bill.

The Organic Meat Company Limited (TOMCL) announced on Thursday that it has qualified for direct exports to Carrefour Majid Al-Futtaim -Hyper Market LLC - (MAF) 's operations across the UAE. This was shared by the company in a notice to the Pakistan Stock Exchange (PSX) today. 'By surpassing Carrefour (MAF)'s stringent quality benchmarks, TOMCL is now an approved vendor for all Carrefour (Majid Al-Futtaim -Hyper Market LLC) UAE retail networks, significantly enhancing its regional footprint and positioning the company as a trusted halal meat supplier across major Middle Eastern retail markets,' TOMCL said. The company added that the historic milestone follows TOMCL's successful completion of Carrefour (Majid Al-Futtaim - Hyper Market LLC) 's comprehensive systems, hygiene, and operational excellence audit, in which the company achieved score of 94.89%. 'The audit assessed TOMCL's end-to-end compliance with international standards.' On August 5, the company announced a significant expansion of its international market presence with its entry into Tajikistan, a new market within the Commonwealth of Independent States (CIS) region. The company said it had secured confirmed export orders for frozen boneless beef valued at $3.24 million, which are to be fulfilled over the current financial year.

ISLAMABAD: In a major push towards boosting Pakistani exports, a delegation from NLC and DP World, led by Director General NLC met the Federal Minister for Commerce Jam Kamal Khan. Also present were Fakhr Alam, Vice Chairman DP World and CEO of Pakistan Mart project in the UAE, Rana Ihsaan Afzal, Coordinator to the Prime Minister and Muhammad Ashraf, Executive Director General from the Ministry of Commerce. The delegation unveiled a comprehensive presentation on the upcoming Pakistan Mart — a landmark commercial hub to be established near Jebel Ali, UAE. The DP World has pledged its full support by constructing this flagship project at zero construction cost for Pakistani stakeholders. The proposed Pakistan Mart will include commercial units, designed to house warehouses, retail shops, showrooms, and e-commerce fulfillment centers for Pakistani exporters and traders. It is envisioned as a one-stop marketplace to showcase Made-in-Pakistan products to Middle Eastern, African, and international buyers. He emphasized the potential of sectors such as textiles, garments, surgical instruments, sports goods, food items, perishables, and nutraceuticals, noting that they are well-positioned to take advantage of this opportunity. He added that the mart must also cater to e-commerce fulfillment and logistics solutions to tap into the growing digital export market. The Commerce Minister directed all relevant departments of the Ministry of Commerce, including TDAP (Trade Development Authority of Pakistan), to urgently coordinate and support the development of this initiative. He assured the delegation of the government's full facilitation in streamlining processes and identifying export-ready enterprises to occupy the upcoming facility. The delegation of NLC and DP World urged the Ministry of Commerce to play an enabling role in selecting tenants, ensuring awareness campaigns, and supporting exporters in utilizing this golden opportunity.
