Modi to launch projects worth Rs 12K cr in Bihar, WB today

New Delhi: Prime Minister Narendra Modi will launch several development projects and address public meeting in Bihar and West Bengal on Friday.
Projects worth Rs 7,200 crore will be unveiled in Bihar, while the cost of projects to be launched in Bengal is over Rs 5,000 crore, the PMO said.
In Motihari in Bihar, the PMO said, the prime minister will lay the foundation stone of and inaugurate development projects catering to rail, road, rural development, fisheries, electronics and information technology sectors.
The rail projects in the poll-bound state include automatic signalling between Samastipur-Bachhwara line that will enable efficient train operations in this section, and doubling of Darbhanga-Thalwara and Samastipur-Rambhadrapur line, projects worth over Rs 580 crore.
In a major boost to road infrastructure in the region, he will lay the foundation stone for 4-laning of Ara bypass of NH-319 that connects Ara-Mohania NH-319 and Patna-Buxar NH-922 providing seamless connectivity and reducing travel time.
Besides several other rail projects, Modi will inaugurate New Software Technology Parks of India (STPI) facility at Darbhanga and state-of-the-art incubation facility of STPI at Patna for promoting IT/ITES/ESDM Industry and start ups.
The PMO said these facilities will help in boosting IT software and service exports. It will also nurture the tech start up ecosystem for budding entrepreneurs, encourage innovation, IPR and product development.
He will also inaugurate a number of fisheries development projects sanctioned under Pradhan Mantri Matsya Sampada Yojana (PMMSY). This will mark the launch of modern fisheries infrastructure, including new fish hatcheries, biofloc units, ornamental fish farming, integrated aquaculture units, and fish feed mills across various districts in Bihar.
Aquaculture projects will help in generating employment opportunities, enhance fish production, promote entrepreneurship, and accelerate socio-economic development in rural areas of Bihar, it said.
In line with his vision of a future-ready railway network, he will flag off four new Amrit Bharat trains between Rajendra Nagar Terminal (Patna) to New Delhi, Bapudham Motihari to Delhi (Anand Vihar Terminal), Darbhanga to Lucknow (Gomti Nagar) and Malda Town to Lucknow (Gomti Nagar) via Bhagalpur improving connectivity in the region.
He will also be releasing Rs 400 crore to around 61,500 Self-Help Groups in Bihar under Deendayal Antyodaya Yojna-National Rural Livelihoods Mission (DAY-NRLM). With a special focus on women-led development, over 10 crore women have been connected to Self-Help Groups (SHGs), the PMO said.
He will also hand over keys to some beneficiaries as a part of 'Griha Pravesh' of 12,000 beneficiaries and release over Rs 160 crore to 40,000 beneficiaries of Pradhan Mantri Awaas Yojana-Gramin.
The PMO said Modi will lay the foundation stone of and inaugurate projects catering to oil and gas, power, road and rail sectors in West Bengal.
In a major boost to Oil and Gas infrastructure in the region, he will lay the foundation stone for Bharat Petroleum Corp. Ltd (BPCL) City Gas Distribution (CGD) project in Bankura and Purulia district of West Bengal worth around Rs 1,950 crore.
It will provide PNG connections to households, commercial establishments and industrial customers, and provide CNG at the retail outlets and also create employment opportunities in the region.

The Enforcement Directorate (ED), probing the alleged cheating of investors by Viresh Joshi, former chief trader and fund manager of Axis Mutual Fund, has said around Rs 91 crore was credited from shell companies to the bank accounts of his family members. The ED claimed to have details of 31 such accounts involved in the transactions. Joshi was produced before the special court on Friday and was sent to judicial custody after the ED did not press for his further custody for interrogation. The ED remand application in the case alleges that Joshi is associated with members of 'organised crime syndicate' engaged in large-scale front-running. It claimed further that money generated through the illegal practice was layered through various accounts, suspecting the proceeds of crime to be Rs 300 crore. '..the generated proceeds of crime… were routed through the accounts and managed and controlled by Viresh Joshi, including the mule accounts linked to 282 individuals/entities. He subsequently layered and placed the proceeds of crime in his family members' bank accounts and finally used it for acquiring several immovable properties,' the ED claimed, adding that these properties were bought in India and abroad. It alleged that no explanation or documentary proof was provided on the suspected transactions. The ED claimed that as part of his job profile, he was privy to confidential information which he shared for personal gain. Joshi's lawyer Manan Sanghai had told court that the Income-Tax department had frozen assets and his custodial interrogation was needed. It was also submitted that these issues were put before the SEBI in its probe.

Porvorim: With Goa's debt burden continuing to rise, the Comptroller and Auditor General (CAG) reiterated its warning that the state needs a debt sustainability framework to achieve long-term sustainability in fiscal management. Tired of too many ads? go ad free now At the close of 2023-24, Goa's total outstanding debt stood at Rs 32,867 crore. However, when off-budget fiscal liabilities of Rs 706 crore were factored in, Goa's debt rose to Rs 33,573 crore, which is equivalent to 29.9% of the state's economic output. 'Given the increasing trend of committed expenditure over the last five years, state govt may work out a well thought out debt management strategy,' said the CAG in its report titled, 'State Finances Audit Report' for the year ended March 31, 2024. The CAG pointed out that govt breached the targeted debt-to-GSDP ratio for five consecutive years and faces steep repayment obligations in the coming decade. According to the report, 85% of Goa's public debt, that is Rs 23,470 crore, will come up for repayment within the next 10 years. Between 2024 and 2029 alone, govt must repay principal and interest amounting to Rs 16,580 crore. This includes Rs 5,149 crore in principal and Rs 4,057 crore in interest by 2026-27, followed by Rs 5,321 crore in principal and Rs 2,053 crore in interest in 2027-29. From 2029-30 onwards, repayments of Rs 16,912 crore in principal and Rs 1,922 crore in interest will need to be made. The state has also seen interest payments climb from Rs 1,465 crore in 2019-20 to Rs 1,889 crore in 2023-24, though the interest payment-to-revenue receipts ratio declined marginally to 10% in 2023-24 from 11% the previous year. While govt claimed to end 2023-24 with a revenue surplus of Rs 1,423 crore against the revised estimate of Rs 906 crore, the CAG pointed out that Rs 167 crore in revenue expenditure was either unpaid, short-paid, or not recorded in the accounts. The higher-than-expected surplus, the report said, was mainly because govt managed to spend only Rs 16,849 crore against the Rs 19,447 crore it was supposed to spend on social welfare schemes and economic services.

Noida: The Yamuna Expressway Industrial Development Authority (YEIDA) has selected a contractor for the infrastructure development of a 206-acre Electronics Manufacturing Cluster (EMC) in Sector 10. The internal infrastructure work for the project, which falls under the central govt's EMC 2.0 scheme, will come up at a cost of Rs 485 crore and is scheduled to be completed by Jan 31, 2028. Design Associates Incorporation, which was selected as the executing agency, will be responsible for all internal work related to the project, officials said. With the park, YEIDA aims to attract investment from a broad spectrum of electronics-related sectors, including automotive, industrial, consumer, and medical electronics, along with companies involved in telecom equipment, computer hardware, and components related to e-mobility and communication systems. The project includes a saleable area of around 122 acres, which is nearly 59% of the total cluster. According to YEIDA OSD Shailendra Bhatia, the infrastructure will support manufacturers, creating a balanced ecosystem for electronics production. Havells India Ltd has been selected as the anchor unit and will set up its facility on 50 acres. Havells plans to manufacture home and consumer appliances such as fans, air coolers, lighting products, switchgear, and electrical cables. The company has committed an investment of Rs 800 crore and is expected to generate employment for about 1,000 people. Its commercial operations are expected to begin by 2026, the OSD added. In addition to Havells, four other companies have been issued Letters of Intent (LOIs) and their proposals are currently awaiting state govt approval. Dixon Technologies has secured 22.5 acres within the EMC. Ascent-K Circuit is slated to receive 16 acres for setting up a plant to manufacture high-end printed circuit boards, including HDI, flex, multilayer boards, and semiconductor substrates. Aurionpro ToshiAutomatic Systems, which specialises in industrial automation and smart mobility solutions, has been allotted five acres. Neenjas Electric has also been issued an LOI for a 10,000 sqm plot. YEIDA officials said the park is expected to catalyse regional industrial growth by attracting high-value investment and boosting employment. The development of the cluster is part of a broader plan to position the Yamuna Expressway region as a leading destination for electronics manufacturing in northern India, they added.
