Tax changes ‘threaten future of horse racing'

The future of British horse racing is at risk unless the government urgently rethinks new gambling policies, according to a cross-party parliamentary group.
In a report released on Sunday night, the All-Party Parliamentary Group (APPG) for Racing and Bloodstock warned that a combination of tax changes, strict affordability checks designed to stop problem gambling and a failure to reform racing's main funding system could cause lasting damage to one of the UK's most popular sports.
The APPG, made up of MPs and peers, is not a parliamentary select committee. All funding comes from within the racing industry, with the British Horseracing Authority leading on organisation as the secretariat.

Horse racing supports more than 85,000 jobs and contributes in excess of £4 billion a year to the economy, according to a House of Commons Library report. It is Britain's second largest spectator sport after football, with high-profile events such as Royal Ascot this week.
In April, the Treasury launched a consultation process calling for stakeholders in the sport betting sector to submit their views on how best to consolidate the current three-tier system for remote gambling to create a single tax, called the Remote Betting and Gaming Duty.
Betting companies currently pay different tax rates: the Remote Gaming Duty, set at 21 per cent of operator gross profits; the General Betting Duty, which is set at 15 per cent; and the Pool Betting Duty at 15 per cent of net stake receipts.
The consultation process runs for 12 weeks until July 21.
The APPG claims this could raise the cost of betting on racing, pushing gambling firms toward more profitable, but riskier, online games such as slots and roulette, potentially meaning less investment in racing and a push away from a relatively low-risk form of gambling.
Racing gets a chunk of funding from a special tax called the Horserace Betting Levy so some betting profits are reinvested in the sport, but the APPG says the government has not updated it, so it is not keeping up with what other countries give their racing industries.
Dan Carden, Labour MP for Liverpool Walton and co-chair of the APPG, said: 'The message from this report is clear: British racing needs this Labour government to be on its side. Racing is part of our national story and its enjoyment and support extends all the way from rural to urban working-class communities.'
Brant Dunshea, chief executive of the British Horseracing Authority, said: 'The cultural, social and economic value of racing is huge for towns and rural areas across Britain. It is those communities that will suffer the job losses, the decline in community pride and the loss of identity that will come if racing is allowed to fail.'
A government spokesman said: 'We recognise the huge importance of horse racing to the British sporting calendar and the significant contribution it makes to the economy every year.
'We have recently launched a consultation on the tax treatment of remote gambling and are actively engaging with the sector, so are grateful to the APPG for their contributions and will consider the report fully.'

Delap is eager to make a strong first impression following his £30m move from Ipswich Town and will hope to make his Chelsea debut when the Premier League side open their Club World Cup campaign by facing Major League Soccer's Los Angeles FC in Atlanta on Monday. The 22-year-old, who was unable to keep Ipswich in the top flight despite scoring 12 goals last season, is competing with Nicolas Jackson for a starting spot in attack and does not seem overawed by his new surroundings. It is encouraging that Delap has paid little attention to claims of a curse befalling Chelsea's No 9 shirt, which has been vacant since Pierre-Emerick Aubameyang left the club two years ago. The England Under-21 international has jumped at the chance to make the shirt his own, even though Romelu Lukaku and Fernando Torres are examples of expensive No 9s who flopped at Chelsea. Delap is keen to make his mark and add more ruthlessness to an attack that has suffered from wasteful finishing in recent years. 'Liam knows quite well how important the number nine is for this club,' Maresca said. 'I don't see any problem. I see Liam quite relaxed, easy, he's doing well, since he arrived he's working well. We know each other already from years ago, so I know what Liam can give us. He knows what we can give to him to improve and to become a better player. In terms of No 9, hopefully he can score goals for us.' Maresca coached Delap when he was part of Manchester City's academy. That connection proved handy when it came to convincing Delap to sign a six-year deal with Chelsea and snub offers from Manchester United, Newcastle and Nottingham Forest. However Maresca has not decided if the former Ipswich forward is above Jackson in the pecking order. 'The message is always the same – you arrive, you work hard, you work more than the other No 9,' the Italian said. 'The conversation with Liam has been quite clear. He was keen to join us because he knows the way we play. We won for the first time for City the Under-23 competition – he scored 24, 25 goals that season. 'He knows exactly what we can give him, to him and I know what Liam can give us. The conversation was quite easy. We like Liam, Liam like us. I don't have any doubt that he can be in the future England No 9.' Maresca said that Chelsea intend to sign another winger after sending Jadon Sancho back to Manchester United. The west Londoners are interested in Borussia Dortmund's Jamie Gittens. The attempt to sign Maignan has caused uncertainty over Chelsea's goalkeeping situation. There have been indications that the club will listen to suitable offers for Robert Sanchez and Filip Jorgensen. Djordje Petrovic has asked to be omitted for the squad and is likely to leave after impressing on loan at Strasbourg. However, Maresca insisted that Sanchez remains first choice. 'The situation about the keepers is quite easy,' he said. 'Robert is the number one. Then we have Filip, the number two. Penders joined us. We're going to see in the next weeks. We have time to analyse and to judge him.'

NRL superstar Cameron Munster has revealed that the infamous 'white powder' scandal that saw him go to rehab for gambling and binge-drinking issues cost him almost $500,000. The newly appointed Queensland Maroons skipper has opened up about how an off-field incident left him with a staggering financial toll and almost derailed his entire footy career. Munster, who has been open about his struggles with gambling, alcoholism and anxiety, made headlines in 2021 after he was pictured with a white substance during a heavy drinking session with teammates. The 30-year-old was fined $130,000, forced to undergo treatment for alcohol and banned from drinking by the club for 12 months. 'I was down in the dumps that they were going to sack me,' Munster told News Corp. 'You always have things in your head and doubts as to whether the club would want me anymore. I had a loose mentality. 'There is a time and place for everything and the truth is I got myself into a downward spiral. 'I started hanging around the wrong people. 'Once I got into that space, I needed help to get out of it.' Munster checked himself into a rehab facility in Brisbane - the very same that Broncos star Ezra Mam attended following his recent controversies. The month-long stay cost him $80,000 - and the club wasn't helping out with any of the costs. Munster says that with lost sponsorships, fines and legal bills, the whole affair cost him around half-a-million dollars. 'At the end of the day, the Storm wanted to do the best thing for me and that meant going to where I went,' he said. 'I agreed to do it. 'I had to change my life. 'In rehab, I learnt who my close friends were. 'You get to the professional stage of rugby league with the limelight and it might not be rock star status, but I started to think I was a rock star. 'I needed to see who my real friends were. 'To be honest, I learnt there wasn't a whole heap there for me. I have a small circle now and it's one of those periods where I had to grow up and I believe I have. 'Looking back, I'm glad I did it. It's been for the better.' Munster, who now has three kids with his wife Bianca, now leads a more settled life. 'I'm not going to say I'm off the piss forever, but I'm not out of control now,' he said. 'I play my best footy when I'm off the piss and I haven't had a beer for a while actually. 'It's now one of those things where it's time and place. 'Hangovers aren't fun when you have kids at home. 'All they want is to spend time with their dad and mum and I want to be that dad spending time with them and giving them the best life they can have. 'The last thing you want to do is be sleeping for 10 hours the next day and not being present as a dad. 'I've had my years of fun and now I'm devoted to my family. I want to lead them in the right direction as young growing men and a young daughter. 'My wife Bianca and kids have been an integral part of my journey and I'm really grateful that they walked into my life.'
