In South Korea, continuity with cautious progressivism

Earlier this month, South Korea elected a new president, Lee Jae-myung, in a snap election, ending the six-month political crisis that had engulfed the country. This crisis began with then President Yoon Suk Yeol's declaration of martial law in December last year, followed by his impeachment by the parliament and subsequent removal from office by the constitutional court. The high voter turnout -- nearly 80% -- illustrated the public's deep concern over democracy and desire for change. Lee Jae-myung, representing the opposition Democratic Party, won with an 8-percentage vote margin against the ruling People's Power Party candidate, Kim Moon-soo, and Lee Jun-seok of the Reform Party, who secured 41% and 8.3% of the vote, respectively.
Lee's victory marks a notable comeback, considering he had lost to Yoon in the 2022 election by less than a single percentage point. The backlash against the declaration of martial law undoubtedly played a crucial role, galvanising support for the opposition. Internal divisions within the People's Power Party, particularly concerning Kim Moon-soo's candidature, further weakened its position. The Reform Party, a splinter group from the People's Power Party led by Lee Jun-seok, also siphoned off conservative votes.
President Lee faces a daunting array of challenges. The most pressing need is to unify a deeply divided nation. Notably, significant segments of the population remained supportive of Yoon Suk Yeol through his impeachment and removal. Fostering a sense of national unity will be a critical task. Economic uncertainties also loom large. South Korea's economy has seen a growth slowdown amid the impact of US President Donald Trump's tariff war and an intensifying trade war between the US and China. On the positive side, unlike Yoon, who believed his agenda was being stifled by the Opposition's supermajority in parliament and resorted to the extreme measure of declaring martial law, Lee will likely benefit from his party's dominance in the parliament.
Beyond domestic issues, Lee will also have to navigate a complex, shifting regional environment in the wake of Trump's return to office, an intensifying US-China rivalry, and a reinvigorated North Korea with its close security alignment with Russia. Over the last three decades, government transitions in South Korea have been marked by dramatic shifts in foreign policy. While both conservatives and progressive camps view Seoul's alliance with the US as central to security policy, they differ on the extent to which Korean foreign policy is centred on the alliance, with the progressives seeking more autonomy.
Lee's progressive predecessor, Moon Jae-in (president during 2017-22), adopted a region-focussed foreign policy approach that prioritised engagement with North Korea, balancing relations with the US and China, and diversification of South Korea's diplomatic ties beyond its traditional partners. Amid deterioration of Korea-Japan relations and a cautious engagement with the US's Indo-Pacific strategy, his New Southern Policy put renewed focus on Asean and India. However, the conservative Yoon administration adopted a globally-oriented foreign policy agenda with the alliance with the US at its core and an outreach to Nato amid the Russia-Ukraine war. While significantly improved ties with Japan paved the way for US-Japan-South Korea trilateral security cooperation and a proactive Indo-Pacific strategy, he took a principled reciprocity-based approach to China and a hawkish stance towards North Korea.
The temptation to continue with the progressive foreign policy template will be quite natural, but President Lee is likely to be more pragmatic with the changed regional and international environment. His choice of experienced, retired diplomats as advisors during the campaign and likely for key foreign policy positions in the administration signals this.
A pragmatic foreign policy will entail a moderate stance on North Korea, less engagement-focused than President Moon but also less hawkish than Yoon. However, there will be significant continuity from the Yoon presidency on the US-Korea alliance, building a forward-looking partnership with Japan, and promoting US-Japan-Korea trilateral cooperation. Instead of a broader Indo-Pacific focus, Lee will likely concentrate on the role of the US-Korea alliance and the US-Japan Korea trilateral to address Korean Peninsula issues, particularly North Korea's nuclear programme. This allows flexibility in improving relations with China and Russia. During the campaign, Lee also articulated the need to strengthen ties with the Global South. This might look like an expansive version of Moon's New Southern Policy driven by twin objectives of diplomatic and economic diversification and reducing Seoul's dependence on the great powers.
The six-month-long political upheaval — from the declaration of martial law to a peaceful snap election — illustrates the ability of Korean democracy to withstand internal shocks. Only time will tell how and whether President Lee can successfully unite the country and adjust South Korea's position within the evolving regional geopolitical landscape.

Not like it was years ago, when Ukraine was forced to give up Crimea and part of our East—part of Donbas—and Putin simply used it as a springboard for a new attack. Ayurveda, palaces, yoga: India's tourism market to add ₹5.1 lakh cr by 2028

India's tourism and hospitality sector is set for a record expansion, with revenues projected to cross $59 billion (₹5.1 lakh crore) by 2028, according to a new report by Capitalmind PMS. The boom is being fuelled by rising disposable incomes, infrastructure upgrades, and a renewed surge in both domestic and international travel. Domestic tourism is emerging as the key driver, expected to double to 5.2 billion visits by 2030 from 2.5 billion in 2024, translating into a compound annual growth rate (CAGR) of 13.4%. Visitor spending is forecast to nearly triple to ₹33.95 trillion by 2034, per WTTC data. "Domestic tourism is on fire, expected to double to 5.2 billion visits by 2030 from 2.5 billion in 2024 (13.4% CAGR). Domestic visitor spending grew from Rs 12.74 trillion in 2019 to Rs 14.64 trillion in 2023 and is projected to hit Rs 33.95 trillion by 2034 (7.9% CAGR), per WTTC's Economic Impact Research, 2024. Improved connectivity—air, road, and rail—plus tourism infrastructure investments are supercharging this growth. Domestic air passenger traffic is set to more than double to 693 million by FY30 from 307 million in FY24," noted the report. Hospitality Landscape (Supply and Demand): Scarcity India's hospitality industry boasts 3.4 million keys as of March 31, 2024, but the organized sector (branded, aggregators, quality independents) is just 11% (375,000 keys). Branded hotels make up 45% of this (170,000 keys), with luxury hotels a mere 17% (29,000 keys across 230 hotels). The sector operates through owner, manager, and franchiser models, with owner-manager setups optimizing profitability and brand growth. The demand-supply gap, especially in luxury, is widening due to rising incomes, premium preferences, and limited inventory. Barriers like scarce land, high capital costs, and long gestation periods keep supply constrained, driving ARR growth and occupancy (60–70% in luxury). The luxury segment's Total Revenue per Available Room (TRevPAR) is 117% higher than upscale and 298% higher than midscale. Weddings, MICE, and F&B: The Party Never Stops Food and Beverage (F&B) is a cash cow for hotels, with luxury segment F&B revenue per occupied room 1.9 times the industry average in 2023. Weddings and MICE (Meetings, Incentives, Conferences, Exhibitions) are major growth drivers. The Confederation of All India Traders (CAIT) reported 3.8 million weddings between November 23 and December 15, 2023, generating Rs 4.74 lakh crore (26% YoY growth). India's 600 million-strong 18–35 age group, the world's largest millennial and GenZ cohort, drives this surge, fueled by rising incomes and changing consumption patterns. India hosts around 10 million weddings annually. The Indian wedding industry ranks second globally. According to a report published by the Economist, the wedding industry is the fourth-largest industry in India, recording a huge spending of US$ 130 billion per year. High Net Worth Individuals (HNWIs) are set to grow 107% to 1.65 million by FY27, and Ultra HNWIs (net worth ≥US$30 million) will rise 50.1% from 13,263 in 2023 to 19,908 in 2028, per Knight Frank's The Wealth Report 2023 & 2024. Destination weddings in Jaipur, Udaipur, Goa, and Delhi are booming, with buyouts and large-format weddings generating Rs 25–30 million (US$300,000–360,000) per event for luxury hotels. Hotel expenses account for 50% of destination wedding spend. Here are the key points from the report: Tourism & Travel Growth India's travel market to soar from US$75B in FY20 to US$125B by FY27. Domestic Tourist Visits (DTVs) jumped 45% YoY from 1.73B (2022) to 2.51B (2023). Top domestic destinations: Uttar Pradesh (478.5M visits) & Tamil Nadu (286M). Top foreign tourist states: Maharashtra (3.39M) & Gujarat (2.81M). Foreign Tourist Arrivals (FTAs) hit 18.9M in 2023, surpassing pre-COVID peak of 17.9M. Inbound tourism up 64% YoY in 2023, led by South Asia (29%), North America (22%), and Western Europe (20%). Foreign tourists skipping Europe for India's luxury wellness stays. Ayurveda resorts, palace stays, yoga retreats booked out. Luxury perception rising globally, positioning India as a value-for-money high-end destination. India's Economic Tailwinds GDP grew 7.4% in 2024, forecast at 7.1% in 2025 (IMF). India to become a US$6.8T economy by 2030 (up from US$3.6T in 2022–23). The office boom: India's office sector is buzzing, with 2024 gross leasing volume (GLV) hitting a record 89 million square feet (MSF) across eight cities, up 19% from 2023, per Cushman & Wakefield. Bengaluru led with 25.93 MSF (29%), followed by Mumbai (17.84 MSF, 20%) and Delhi-NCR (13.14 MSF, 15%). Net absorption reached 50 MSF, surpassing 2019's pre-COVID peak by 7 MSF. Global Capability Centers (GCCs) drove 27% of this growth, with 1,700 GCCs employing 1.9 million in FY24, projected to hit 2,100–2,200 by 2030 with export revenues of US$99–105 billion. This office boom fuels corporate travel, boosting demand for business hotels and business retreats, especially in tech hubs like Bengaluru and Hyderabad. India is still cheaper than Thailand, its closest peer in T&T, noted the report. Here are a few developments in the space of capacity addition: 220 New Airports by 2025: This ambitious plan enhances connectivity to remote and tier-2 destinations, cutting travel costs and boosting tourism-related businesses. It's a transformative move for accessibility. Mahindra Holidays' Rs 4,500 Crore Bet: MHRIL's US$541.6 million investment will double its room capacity to 10,000 in 3–4 years, targeting leisure travelers. It's a big win for domestic tourism, though narrower than religious or infrastructure initiatives. EasemyTrip's INR 1,000 Crore in Uttarakhand: This US$120.16 million investment for 4–5 marquee resorts strengthens Uttarakhand's spiritual and leisure tourism appeal, creating jobs and aligning with sustainable goals. Hotel Expansions: IHCL (85 hotels, 2,000–2,500 jobs in FY25), Lemon Tree (30 properties, 2,000+ rooms in 2024), Radisson (21 hotels in 2023), Oberoi, Accor, and ITC are expanding, catering to diverse segments and boosting capacity.

Three shipbuilding clusters to come up at ₹75,000 crore

New Delhi: The Centre is looking at an investment of ₹75,000 crore in the three brand-new shipyards planned along its east and west coasts, as it targets to make India a global hub for shipbuilding. The investment will be made over four to five years, with the yards capable of making and repairing ships. 'The government is seeking to set up three greenfield shipbuilding clusters and support the existing shipyards carry out brownfield expansion. Overall, the government is targeting about ₹25,000 crore investment per greenfield cluster, which may be subject to significant changes based on the final locations and the shipyard sizes," the Union ports ministry said in response to a query. Five states are in talks with local and foreign shipbuilders to pick the ideal locations to host the three facilities, the ministry said. One of the shipyards may also host a shipbreaking facility supplying material for shipbuilding. 'MoPSW is also finalizing schemes to support these clusters (greenfield). For the brownfield expansion of existing yards, there is a scheme under finalization to support the expansion efforts of all the yards," the ministry said. Greenfield manufacturing refers to facilities put up from scratch, while brownfield refers to the expansion of existing facilities. The planned total amount of ₹75,000 is expected to come from both the Centre and companies. Mint reported in July that Indian state-run firms were looking to tie up with global shipbuilders. Also, in September, Mint reported that India is looking to Japan and Korea for shipbuilding initiatives. Talks are on with Japanese and Korean shipbuilders for investments in Indian clusters, while existing public sector shipbuilders are separately negotiating with Korean firms for joint ventures. Push for local The shipyard push is part of the government's ambition to make ships of all sizes and build locally, and encourage Indian built, owned and flagged cargo ships. The country's share in global shipbuilding now remains below 1%. The government's projection is to raise the share of Indian built ships in India's fleet from 5% at present to 7% by 2030 and 69% by 2047. Earlier, shipping secretary T.K. Ramachandran had told Mint that five locations in Andhra Pradesh, Odisha, Tamil Nadu, Gujarat and Maharashtra were being considered for developing shipbuilding clusters. It is expected that first three may come up in Tamil Nadu, Gujarat and Odisha, where identification and notification of land for the project has progressed swiftly. Special purpose vehicles have also been formed in these states and they have also commissioned techno economic feasibility report (TEFR) for the project. Some of the sites have carried out initial viability assessments of the locations and the same is planned for other locations. The findings will be shared with shipbuilders, and they will be invited to invest in these clusters, the ministry said. "A significant capital commitment under a public-private partnership model underpins the ambitious objective of becoming a leading shipbuilding power by 2047. While the challenge is massive, the opportunity is equally substantial," said Anshuman Magazine, chairman & CEO, India, South East Asia, Middle East & Africa, at CBRE, a global consulting firm. India is a classic example of peninsular geography, with an extensive coastline spanning nine states, which provides a distinct competitive advantage in maritime logistics across the Arabian Sea, the Bay of Bengal, and the Indian Ocean, Magazine said. "The regional market, particularly the supply chains of emerging Southeast Asian economies, presents a huge opportunity for India to position itself as a reliable and cost-competitive alternative in the shipbuilding industry," he added. Indian officials have visited traditional shipbuilding centres in Korea, Japan, and a few Scandinavian countries to explore partnerships and joint venture agreements. Over the next few months, some tie-ups between global shipbuilders and Indian private sector and state-owned companies are expected. The FY26 budget proposed Maritime Development Fund, a ₹25,000 crore government-industry partnership that would help develop manufacturing clusters with focus on shipbuilding and breaking. The budget also proposed that the existing Shipbuilding Financial Assistance (SBF) policy will be revamped to address cost disadvantages while also providing Credit Notes for shipbreaking to help purchase indigenously build ships. The budget has also included large ships in the infrastructure harmonized master list (HML) allowing purchase of ships on easier terms while providing basic customs duty exemption on raw materials, components, consumables or parts for the manufacture of ships extended for another ten years. Formal government notification for these programmes is still awaited. As per Maritime Vision 2030 and Vision 2047 plan, government is targeting to make India among the top 10 and among top five shipbuilding and ship owning country's worldwide respectively. Overall investment of ₹3 to 3.5 lakh crore across ports, shipping, and inland waterways categories is targeted. The shipbuilding initiative would also address a concern of the trade about the uncertainty and variability (escalation) of shipping cost impacting their market competitiveness. With better availability of domestic shipping lines at affordable prices, the freight rate volatility due to black swan events like covid-19, the Russia-Ukraine war, Red Sea crisis, Iran-Israel conflict, etc, could also be checked.
