
Centre likely to grant final approval for outer ring road project in July
Thiruvananthapuram: The long-awaited outer ring road (ORR) project gained momentum following Union minister for road transport and highways

's assurance to grant final approval to the detailed project report (DPR) by issuing an official order in July.
The development marks a significant step forward for the Rs 4,767-crore infrastructure initiative aimed at decongesting city traffic and enhancing connectivity to the Vizhinjam International Seaport.
According to PWD minister PA Mohamed Riyas, the project received clearance from the Centre and the final order containing the approval will be issued by July end.
In Dec 2024, the Centre directed the state govt to submit a revised DPR, incorporating exemptions from the state goods and services tax (SGST) and amendments to mining laws to ensure the availability of construction materials.
The state govt submitted the revised DPR in Jan 2025. Upon approval, the National Highways Authority of India (NHAI) will commence disbursing compensation to affected landowners and initiate the tendering process for construction.
The compensation disbursal is likely to begin in Aug, sources said.
"The wait is over and the project has gained momentum. Though the project received an in-principle nod, there will be some procedures and it will take at least a month," a PWD official said.

However, landowners have voiced concerns about the delay in compensation. On May 7, the affected landowners protested outside the NHAI regional office in Chackai against the delay. The protest was led by Outer Ring Road Vizhinjam-Navaikulam Janakeeya Samiti. "We support development but not at the cost of our rightful compensation," action council convenor S Chandramohan Nair said.
The ORR project, spanning approximately 80km, is a six-lane ring road encircling the district.
It is part of the Capital Region Development Programme-II (CRDP-II) and falls under the Centre's Bharatmala Pariyojana scheme. The road will be officially designated as NH 866 and aims to facilitate smoother traffic flow and bolster economic development in the region.
Despite the recent progress, challenges remain. A Supreme Court ruling on May 16, 2025, invalidated a 2017 notification allowing C environmental clearances, affecting the northern stretch of the project from Thekkada to Navaikulam. This has stalled compensation and preliminary work in that segment. Efforts are underway to reconstitute the State Environmental Impact Assessment Authority committee to address the impasse.

Now, after the 50 basis points cut in the repo rate, if the bank reduces your interest rate to 8 per cent, your new EMI would come down to approximately Rs 41,822. Gaurav Gupta, Secretary of CREDAI (Confederation of Real Estate Developers' Associations of India), welcomed the RBI's monetary decision, saying that the rate cut will help reduce borrowing costs for home buyers. Beyond just lowering monthly payments, it will improve housing affordability across the country. He further added that a drop in interest rates not only benefits individual buyers but also boosts overall sentiment in the real estate sector, which positively impacts multiple industries connected to it. Importantly, it's not just home loans that will get cheaper -- personal loans, auto loans, and other types of retail borrowing will also see reduced EMIs as a result of lower interest rates. Vyapam to police constable recruitment, it's endless series of scams: Patwari
Bhopal: Congress state unit president Jitu Patwari on Friday came down heavily on the BJP govt for the recently exposed police constable recruitment "scam". "MPPSC (Madhya Pradesh Public Service Commission) has now become a corruption recruitment department," Patwari said. "Fake candidates were made to sit in the constable recruitment exam through solver gangs. So far, 16 FIRs have been registered, but no concrete action seems to have been taken. Earlier, the same pattern has been seen in the Patwari recruitment, primary teacher recruitment, and many other recruitment examinations," he said. He argued that lakhs of youth in the state dream of govt jobs and toil night and day for it. "But this govt is busy digging the grave of their dreams. I want to ask the govt - why are the children and youth being strangled? Will the hard work of the youth now be sacrificed to conspiracies?" Patwari asked. "From Vyapam to constable recruitment, it is an endless series of corruption. Till when will the MP govt put the future of the youth at stake?" he asked. Recalling the Vyapam recruitment scam, the Congress chief said, "Not only did a scam take place, but justice was murdered. More than 50 deaths took place, including students, journalists and officials associated with the scam. Even today, not a single accused has been punished. All have been acquitted. What kind of justice is this? Is this the Ram Rajya that the BJP talks about?" Patwari said the Congress would raise these questions on public forums. "This is not the time to sit quietly. We will ask questions and demand answers from the govt and society. When the daughters of the country are unsafe, when the future of the youth is in the dark, when the recruitment system is in the hands of mafias, then it is the responsibility of the opposition to raise its voice and get justice for the people." Besides, Patwari asked who is taking the salaries of the 50,000 missing govt employees over the past two decades. He claimed that 50,000 govt employees did not withdraw their salaries amounting to Rs 250 crore this year. "Fifty thousand employees of the state govt have gone missing. More than Rs 250 crore in salary is not being withdrawn by these employees. The govt has appointed a commission for this and asked to find the missing employees," Patwari said. "The state has 4.5 lakh employees, and the govt is trying to track 50,000 of them. This is a huge financial and administrative chaos. Now there is no one to take the salary, so in the last 22 to 25 years, who was taking this money of Rs 500 crore per year? It is an amount as big as Rs 12,500 crore that has been taken, but by whom." He said the state govt was continuously taking loans. "We have again taken a loan of Rs 450 crore. The people of the state need to awaken; they (BJP govt) have made govt employees disappear and have been taking their salaries for years. Operators to lose licence if private vehicles used for rental
Panaji: State govt on Friday decided to issue an ordinance for the licence cancellation of rental car and bike operators who deploy private vehicles for commercial use. Action would be taken against such operators as well as individuals who do not have a licence to run a rental vehicle business but give private vehicles for hire to tourists. 'The transport department will initiate an ordinance for licence cancellation of rent-a-car/bike operators using private vehicles for commercial use,' Sawant said. Last year, the traffic cell of Goa police issued more than 600 challans for using private vehicles for commercial purposes. Once the challan is issued, vehicle owners must appear before court to pay the challan. Sawant chaired a meeting at Police HQ, Panaji, to review these matters and the progress of the border checkpost infrastructure and enforcement readiness. The meeting was attended by the IGP, DIG, transport director, North Goa SP, transport SP, and PWD principal chief engineer. During the meeting, the transport department pointed to the loss to the exchequer due to the use of private vehicles for commercial purposes and the nonpayment of GST. Sawant said that only 10% of private vehicles were identified and challaned for being used for commercial purposes. The transport department noted that the Transport Act was amended in 2018, allowing the main rental car/bike operators to have agreements with their close aides and start the business, but those individuals were exempted from paying GST. Sawant directed the transport department to make necessary changes to address the revenue leakage. On another front, the green initiative 'Ek Ped Maa Ke Naam' is to be implemented at all police stations, Sawant said. Moreover, he said govt is working to build a seamless, transparent, and citizen-friendly mobility and enforcement ecosystem on Goa's borders. Sawant reviewed infrastructure readiness at Patradevi and Keri (North Goa) and Mollem and Polem (South Goa). He discussed land availability for developing way-side public amenities and IOCL petrol pumps, reviewed application development progress by ITG, and rollout plans of the traffic SP. He also deliberated on the public notification strategy, automated border monitoring, and integration with VAHAN. As for rental car and bike operators, revenue minister Atanasio 'Babush' Monserrate blamed them for causing accidents and harming the taxi business in the state.
