Treasury threatens to stop funding Joburg municipality if it doesn't get its finances in order

JOHANNESBURG - National Treasury has threatened to stop grant funding to the Johannesburg municipality if it doesn't get its finances in order.
Finance Minister Enoch Godongwana has written to the Joburg Mayor Dada Morero, saying he needs to do more to curb the city's wasteful, irregular and unauthorised expenditure.
The letter, dated the 30th of July, has sounded alarm bells among the opposition in the city.
Like most municipalities, the City of Johannesburg receives grant funding from the National Treasury.
This funding goes towards capital projects like roads, water and electricity infrastructure.
Finance Minister Enoch Godongwana said he's unhappy how some of these funds are being spent by the city.
The Minister highlights the fact that in the 2023/24 financial year, the city racked up over 22 billion in unauthorised, irregular, fruitless and wasteful expenditure.
Democratic Alliance (DA) Johannesburg caucus leader Belinda Kayser-Echeozonjoku said the city cannot afford to lose any funding.
'Funding that keeps our Johannesburg's finances and services running. Without it, our R89billion budget will collapse and residents will pay the ultimate price.'
The DA said Mayor Dada Morero is not the right man to lead Johannesburg.

Introduced by the party's justice spokesperson, Glynnis Breytenbach, the Constitution Twenty-Second Amendment Bill seeks to amend three sections of the Constitution to achieve this objective. The bill has been prompted by former Public Protector Busisiwe Mkhwebane and former judge president John Hlophe both becoming parliamentarians, mere months after being impeached by the National Assembly. It was not until the sixth administration that Parliament faced impeaching a head of a Chapter 9 institution for the first time, and then the country's first two judges. Image: Independent Newspapers Archives Pressure is mounting on KwaZulu-Natal Premier Thamsanqa Ntuli to act in the raging school feeding scheme tender scandal following new information that the wife of a deputy minister from the province also benefitted. The DA in the province has revealed that a company allegedly belonging to the wife of the Employment and Labour Deputy Minister, Jomo Sibiya, was suspiciously awarded a tender to supply food items to schools. In a statement issued by the party's spokesperson on Education in the province, Sakhile Mngadi, the party expressed alarm over new revelations allegedly linking Deputy Minister Sibiya to companies flagged as beneficiaries in the unfolding National School Nutrition Programme (NSNP) corruption scandal. He said the rot in this process runs deep, and his party was demanding the dissolution and reconstitution of the Bid Adjudication Committee (BAC), with all current members recused and investigated for possible collusion. A report on all politically connected individuals, including Deputy Minister Sibiya and other officials, who may have benefited from the current contract cycle. The publication of beneficiary company lists, including directors, tax status, and CIPC registration confirmation. Mngadi said Sesiphambili Trading was registered by Sibiya in 2008 and is currently under the directorship of his wife, Simphiwe Sibiya. This places the deputy minister in the same boat as KZN Education MEC, Sipho Hlomuka. A company run by his family was also reportedly linked to the tender. 'Evidence now suggests that a company registered under the deputy minister's wife's name is among those irregularly appointed as KZN NSNP service providers. The information comes amid widespread reports of politically connected ANC cadres and individuals benefiting from inflated and irregular contracts - a clear sign of systemic and coordinated looting of a programme meant to feed our poorest learners,' said Mngadi. He further stated that this crisis can no longer be treated as an administrative mishap. It is organised corruption, and it is robbing hungry children of their constitutional right to basic nutrition, he added. 'We reiterate our call for the Provincial Treasury to upscale its investigation into this matter and release its findings for further forensic investigations.' He said the DA has also established that several companies shortlisted or scheduled for service under KZN's NSNP do not have MAA numbers - meaning they are incorrectly registered on the Central Supplier Database (CSD) and ineligible. Attempts to get a comment from Sibiya were unsuccessful, while Hlomuka's response is with the premier. Ntuli recently announced that he was analysing a response from Hlomuka about allegations against him and vowed to take appropriate action if need be. His spokesperson, Bongani Gina, said the premier will soon announce the date when he would reveal whether he is accepting the MEC's explanation or not.

Two years after being praised for her no-nonsense approach to Thabo Bester's prison escape, Glynnis Breytenbach is now facing criticism over her comments about KwaZulu-Natal police commissioner Nhlanhla Mkhwanazi. The DA's Spokesperson on Justice and Constitutional Development questioned why the top cop did not bring his grievances before parliament. Last month, Mkhwanazi made headlines after accusing the Minister of Police, Senzo Mchunu, of being involved in a politically-motivated criminal syndicate. The bombshell revelations were made in a media conference. Speaking on the DA's official podcast this week, Glynnis Breytenbach questioned Nhlanhla Mkhwanazi's actions last month. She said, 'He comes to the portfolio committee on police once a month. Why didn't he tell them about it? That was the appropriate space to raise it.' Glynnis also questioned Mkhwanazi's attire. She continued: 'To come to a press conference with people in full combat gear with automatic weapons and wearing masks, that looks like a coup loading.' Glynnis is one of 18 MPs who form part of the ad hoc committee established to investigate police corruption claims made by the KZN police commissioner. She added, 'We do look forward to it. It is going to be a very interesting ad hoc committee, and we really hope that we get clarity for South Africans.' On the X platform, Glynnis Breytenbach's comments about Nhlanhla Mkhwanazi were widely refuted. Many retweeted screenshots of clips from the KZN police commissioner's comments in parliament back in March. Others dismissed her claims about Mkhwanazi's approach. Glynnis Breytenbach is a feisty figure in the Portfolio Committee on Justice and Correctional Services meetings held in parliament. The DA MP and Spokesperson on Justice is well-known for grilling ministers and stakeholders on their lack of accountability. The book also examines her views on 'the evolution and importance of an independent judiciary in South Africa.' It explains 'why the rule of law is critical to the foundation and the future of the country.' She survived two assassination attempts In her memoir, Glynnis writes about surviving two hits. That didnt scare her, though. In fact, she even attempted to run over her attacker. An excerpt in her memoir reads: ''What a f**king cheek, I'll drive right over you,' she [Glynnis] thought, and aimed her car at the front bike. 'I floored my car, and I hit him. The other two stopped to help him, and I left the scene'. She's a rebel who doesn't care about public opinion As a teenager, Glynnis Breytenbach claims she drove a motorbike and 'spent practically my entire high school in detention.' She said in her biography: 'I don't give a flying f**k if you like me or you don't like me. I'm not going to change.' Her favourite hobbies are 'swearing and smoking' In her memoir, she said of her vulgar vocab, particularly her favourite word – 'f**k,': 'It's expressive and can be used as an adjective, adverb, noun or verb.
