President Ferdinand Marcos Jr. delivered his fourth State of the Nation Address (SONA) on Monday, laying out his plans for the last three years of his administration.
The 2025 SONA lasted for 1 hour and 11 minutes, starting at exactly 4:06 p.m. until 5:17 p.m. Among the promises he delivered is the expansion of the P20 per kilo subsidized rice nationwide and providing internet access to all public schools in the country before the end of 2025.

President Ferdinand ''Bongbong'' Marcos Jr. on Tuesday acknowledged the role of the World Bank when it comes to supporting Philippine infrastructure projects and addressing climate change. ''For eight decades, you have stood with us in confronting our most pressing challenges—from building critical infrastructure to boosting preparedness against climate change and natural disasters,'' Marcos said during the launch and turnover of the World Bank Group Philippines Country Partnership Framework (CPF) 2025-2031. ''Beyond financial assistance, you have provided deep technical expertise, championed the most effective practices, and reignited a collaborative spirit that pushes us to deliver real, lasting impact for Filipinos,'' Marcos added. Marcos said the CPF lays out a clear and strategic path for the next six years. "It echoes the commitments that I shared yesterday, during the State of the Nation Address: better access to healthcare, stronger support for our students, more jobs and livelihood opportunities for our people,'' Marcos said. ''To sustain our gains, we are also prioritizing disaster preparedness throughout the construction of more evacuation centers, modern early warning systems, and faster, more coordinated response efforts,'' he added. In a separate press release, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan expressed deep appreciation for the World Bank's continued support, highlighting the CPF's strong alignment with the Philippine Development Plan (PDP) 2023-2028 and the country's long-term vision, the AmBisyon Natin 2040. 'We welcome the World Bank's Country Partnership Framework for 2025-2031, which supports our national vision as articulated in the Ambisyon Natin 2040. This framework reinforces our shared commitment to sustainable, inclusive, and resilient growth by focusing on high-impact interventions promoting high-quality job generation, human capital development, climate resilience, good governance, and digital transformation,' he said. The CPF seeks to advance human capital development in the Philippines through improved health and education. It will also aid the country generate more and better jobs by supporting policy and regulatory reforms that boost competitiveness, modernize agriculture, and expand digital infrastructure. Further, the CPF will help build resilience to climate change and other shocks by supporting the government's modernized Pantawid Pamilyang Pilipino Program (4Ps) and expanding adaptive social protection to cover 12.5 million beneficiaries. Justice Secretary Jesus Crispin Remulla said Tuesday authorities will soon present a new witness in the case of the missing sabungeros that will bolster the credibility of whistleblower Julie 'Dondon' Patidongan alias Totoy. According to Remulla, the new witness is a civilian whose name has yet to appear in media reports. He said he extended his gratitude to Torre for agreeing to his request to relieve a service commander from the case. NBI arrests Chinese allegedly posing as Filipina, says she is another 'Alice Guo'

The National Bureau of Investigation (NBI) on Tuesday announced the arrest of a Chinese who was allegedly misrepresenting herself as a Filipina upon her arrival at the Ninoy Aquino International Airport (NAIA), dubbing her as another 'Alice Guo.' According to the NBI, the woman arrived from Guangdong, China on July 13. The operation stemmed from an intelligence report of a Chinese national who was allegedly using a Filipino name for her business transactions. Using her Filipino name, the NBI said she was able to secure a Philippine passport and was also able to establish several companies. However, verification with the Bureau of Investment showed that she only had a Special Investor's Resident Visa. The NBI also conducted examinations on the fingerprints of their NBI clearance forms, which showed that the fingerprints were identical. Due to this, the Bureau of Immigration has filed a complaint against the woman for violation of the Immigration law, specifically misrepresentation as a Filipino. She is also facing a complaint for violating the Limitations and Conditions of Stay as well as Undesirability. Aside from this, the NBI filed a case against her for violation of the Philippine Passport Act of 1996 with the Prosecutor's Office of Taguig City. 'Director Santiago assures that the NBI will delve deeper into what may be another 'Alice Guo' story,' the NBI said in a statement. Dismissed Bamban, Tarlac Mayor Alice Guo's identity came into question after the raid on the Philippine Offshore Gaming Operator (POGO) hub located in her former municipality as well as Senate inquiries into POGOs. The NBI later said that Alice Guo and Chinese passport holder Guo Hua Ping have the same fingerprints. Among her cases, Guo is facing a quo warranto petition with a Manila court, as well as a petition to cancel her birth certificate with a Tarlac court. —KG, GMA Integrated News
