Bengaluru ranks 36th among 44 Indian cities in Swachh Survekshan audit

The Hindu17-07-2025
Bengaluru has secured the 36th position out of 44 cities in the 'above 10 lakh population' category in the Swachh Survekshan 2024, the annual cleanliness survey conducted by the Ministry of Housing and Urban Affairs (MoHUA).
In the previous year, the 'above 10 lakh' category was dropped. However, in 2022, Bengaluru had ranked 43rd among 45 participating cities in the same category. This year's result marks an improvement of eight positions compared to the 2022 ranking. In 2023, Bengaluru ranked 125th out of 446 cities in the 'above one lakh population' category.
Top performers
Gujarat's Ahmedabad topped the 'above 10 lakh' category with a score of 12,079, followed closely by Bhopal (Madhya Pradesh) with 12,067 points and Lucknow (Uttar Pradesh) with 12,001. Bengaluru scored 6,842.
In the 'Super Swachh League City' category, Mysuru secured 5th place. In the State-wise rankings, Bengaluru stood at 15th. Davangere emerged as the top-performing city in Karnataka with a score of 9,131, followed by Hubballi-Dharwad and Hosadurga.
'Room for improvement'
BBMP Chief Commissioner M. Maheshwar Rao acknowledged that Bengaluru has room for improvement and expressed confidence in better results in the future. 'We have good plans for managing construction debris and solid waste, which will improve our standing in the next survey. We are currently transitioning to an Integrated Solid Waste Management system. Once that is in place, we will rank better,' Mr. Rao told The Hindu.
However, activists say that Bengaluru should have done much better.
'Bengaluru is losing score in a few parameters consistently since the last three Swachh Survekshan audits, among which is waste processing,' V. Ramprasad, a civic activist, said.
He said that Mysuru has improved substantially despite collecting less money from people when compared to Bengaluru.
How is it calculated
Urban Local Bodies (ULBs) were assessed quarterly across four phases. They updated their Management Information System (MIS) monthly, which was validated through citizen feedback and reviewed by third-party assessors. Indicator-wise progress was documented and verified during the final survey in February 2025.
The new Swachh Survekshan indicators focused on cleanliness, waste segregation, collection, processing, landfill and dumpsite management, wastewater treatment, reuse, and faecal sludge management. MoHUA conducted virtual sessions with States and ULBs to explain the methodology. Citizen engagement was vital, supported by digital, social, and traditional media campaigns to raise awareness and promote participation in the cleanliness mission.

House panel recommends expansion of rapid rail networks in regions beyond NCR

New Delhi: The standing committee on housing and urban affairs has said the government should introduce rapid rail transport systems (RRTS) around major cities to decongest them and curb rising pollution levels. Currently, the country's only RRTS project is underway in the National Capital Region, with plans to connect Delhi with Meerut, Alwar and Panipat through three different corridors. The panel noted that a big rise in population in Delhi and its adjoining areas resulted in problems of housing, transportation, pollution and necessitated planning of Delhi and the surrounding region leading to the development of RRTS network. The panel said that there is a need to develop similar systems for cities like Mumbai, Kolkata, Chennai, Hyderabad and Bengaluru to solve the problems of insufficient infrastructure and congestion. "Thus, modern transportation solution like the RRTS is the need of the hour so as to enable people to live in sub-urban areas adjoining these big cities while remaining connected to modern healthcare, educational, research, entertainment facilities and opportunities of trade and employment thus increasing their productivity and ensure their social and mental well being," said the panel led by Magunta Sreenivasulu Reddy, Lok Sabha member from Ongole in Andhra Pradesh. The committee suggested the ministry of housing and urban affairs (MoHUA) persuade the respective state governments to prepare detailed regional and functional plans to meet the transportation needs of these cities. "Subject to preparation of such detailed transport plan by the concerned State Government, MoHUA may consider RRTS projects based on the proposal received from the State Government, financial commitment, feasibility study and other relevant facts. A proper roadmap is required to be prepared in this direction," he said. The projected cost of the Delhi-Meerut corridor of RRTS is ₹ 30,274 crore. RRTS services commenced in 2023 when a 17-km stretch was inaugurated. Another 17-km stretch from Duhai to Modinagar North in Uttar Pradesh was inaugurated in 2024. Regarding the progress of the Delhi-Meerut Corridor, the ministry informed the panel in November 2024 that the physical and financial progress is around 80% and 75% respectively. NCRTC informed that the Delhi-Gurugram-SNB corridor has not been sanctioned and some fine tuning of the DPR is being done. Further, the approval on the DPR and financial commitment towards the Delhi-Panipat RRTS corridor is pending from Government of the National Capital Territory of Delhi (GNCTD). Observing that the DPR of all the three corridors were finalized, the project has taken off only in respect of Delhi-Meerut corridor, the panel said that on the remaining two priority corridors, very little progress could be made. The committee noted that although urban planning is a state subject, the role of central government cannot be confined only to providing financial assistance to state governments. "Policy decision on regional planning ought to be taken at the Centre level who have an important mandate of urban transport planning and therefore impetus from the ministry for such initiative is needed. With regard to expansion of RRTS network in various cities, the Committee were informed that interventions like RRTS are suitable in cities having strong metro network providing connectivity to various places in the heart of the city," said the report. Noting that the mandate of National Capital Region Transport Corporation (NCRTC) is to undertake overall development of commuter rail, related roads, bus services to improve connectivity in NCR region only, the committee said that there is a need to leverage the capacity and expertise of NRCTC in other parts of the country for catering to the regional transportation requirement in particular and other appropriate transport solution in general. "The committee, therefore recommend that through appropriate legislative instrument, the mandate of NCRTC be extended in regions other than NCR for creation of comprehensive integrated multi-modal suburban commuter transportation system," it said.

Dictatorial rule in Andhra must end, says YSRCP leader after convoy attacked

Tanuku (Andhra Pradesh), July 24 (PTI) YSRCP leader Karumuri Nageswara Rao on Thursday slammed the TDP-led government in Andhra Pradesh calling it a 'dictatorial regime", following an attack on his convoy during a public campaign. Rao alleged that Janasena activists vandalised his vehicle near Tanuku Town Boys High School in West Godavari district during his 'Babu Surety – Cheating Guarantee" programme. 'The attackers behaved like psychos. If a former minister is unsafe, what about common people… this dictatorship should end," Rao told reporters in Tanuku. He alleged that the activists tore down posters of YSRCP chief Y S Jagan Mohan Reddy and disrupted the event by waving Janasena party flags and the promotional posters of party chief and Deputy CM Pawan Kalyan's film 'Hari Hara Veera Mallu'. The former minister demanded strict police action. Further he criticised Kalyan for ignoring Janasena party cadre and backing TDP. BJP welcomes new members from Makthal ahead of local body polls

Hyderabad: A large number of leaders and activists from the Makthal Assembly constituency in Mahabubnagar district formally joined the Bharatiya Janata Party (BJP) on Tuesday, as part of a grassroots mobilisation effort ahead of the Panchayat Raj elections. BJP Telangana State President Ramchander Rao welcomed the new entrants by ceremonially presenting them with the party scarf, reinforcing the party's growing influence across regional strongholds. Addressing the occasion on Wednesday, Ramchander Rao stressed the importance of unity and hard work, saying, 'We should work with more enthusiasm to strengthen the party in the coming days.' He accused the Congress-led state government of misleading the public through misinformation and failing to resolve the issue of urea distribution, despite the Centre supplying 12.02 lakh metric tonnes against the required 9.5 lakh metric tonnes for Telangana's Rabi season. On the Urea Supply and State government allegations against the Centre, Rao highlighted administrative lapses that he claimed led to black marketing and artificial shortages, particularly in agricultural hubs like Makthal—dubbed the cotton seed bowl of the state. He blamed poor monitoring and mismanagement by the state agriculture department and alleged collusion between some Congress leaders and fertilizer dealers. Underscoring the party's strategy and commitments, he asserted that the BJP has a favourable atmosphere across the state. Rao urged party cadres from the ward to the ZPTC level to rally together in the coming elections. He reiterated the party's demand for 42 percent reservation for Backward Classes (BCs) and criticized Congress leaders for opposing it. Looking ahead to his July 24 visit to Mahabubnagar district, Rao called for complete unity among BJP workers—both new and seasoned—to instill public confidence and lead the party to electoral success in the upcoming assembly elections.
