NLEX working closely with gov't agencies, LGUs on long-term flood solutions

NLEX Corp., the operator of the North Luzon Expressway, on Tuesday said it is working closely with relevant government agencies and local government units (LGUs) to provide long-term solutions to the flooding as adverse weather conditions brought by Typhoon Crising and Southwest Monsoon (Habagat) rains rendered the major thoroughfare impassable for several hours.
In a statement, NLEX Corp. said safety remains its top priority as it encouraged motorists to monitor official weather bulletins and avoid non-essential travel during this time.
The toll roads operator said that on July 21, 2025 continuous rains brought by Crising and the Southwest Monsoon caused the surrounding rivers and creeks in Valenzuela and Meycauyan to overflow.
'It resulted in flooding at certain portions of NLEX, despite the continuous operations of pumping stations,' the company said.
'These led to the temporary closures of Balintawak Cloverleaf and the Valenzuela Northbound and Southbound portions, including several expressway entry and exit points,' it said.
NLEX Corp. said it immediately deployed teams to monitor the situation, assess water levels, and provide on-site assistance.
Patrol and emergency teams were mobilized to open U-turn slots and redirect vehicles to safer routes, it added.
'At around 8 p.m., both directions at the Balintawak Cloverleaf were passable to all types of vehicles,' the company said.
NLEX Corp. said it provided drinking water and snacks to assist stranded motorists.
'Regular traffic bulletins were also posted through our official social media channels to guide motorists and help ensure their safety,' it said.
'By July 22, 1:30 a.m., flood waters had subsided in Valenzuela and Meycauyan, and all toll plazas and entry/exit ramps of NLEX, SCTEX, and NLEX Connector have been opened,' it added.
NLEX Corp. expressed gratitude to the public 'for their patience and cooperation as we work to ensure everyone's safety.'

The Government Service Insurance System (GSIS) on Monday asked all government agencies with insured assets and properties to immediately report any damage caused by tropical cyclones Crising, Dante, and Emong. In a statement, the pension fund and state assets urged agencies to prepare their policy details and reach out to the nearest GSIS branch or extension office with the full list of contact details found on its website. GSIS said it provides coverage for all government-owned assets, including buildings, vehicles, equipment, and other properties. The pension fund said it offers a range of non-life insurance products for institutions, such as fire, motor vehicle, engineering, and accident insurance, as well as optional protection plans for individual members, pensioners, and their families. GSIS added it also issues compulsory third-party liability (CTPL) insurance and covers government-linked projects or ventures where public funds or interests are involved. 'We are ready to help agencies recover and get back on track. Your safety and protection remain our priority,' said GSIS officer-in-charge Juliet Bautista. —VBL, GMA Integrated News

Courtesy: Philippine Coast Guard/ Facebook The local government of Valenzuela City has declared a state of calamity due to the widespread flooding and infrastructure damage caused by tropical cyclones Crising, Dante, Emong, and the enhanced southwest monsoon (habagat). The Sangguniang Panlungsod approved Resolution No. 3503 series of 2025, adopting the recommendation of the Local Disaster Risk Reduction and Management Council (LDRRMC) to declare a state of calamity and to release funds by way of assistance to the typhoon victims. 'Valenzuela City was severely affected by Tropical Storm Crising, Dante and Emong, which, in combination with the enhanced Southwest Monsoon (Habagat), brought prolonged and intense rainfall, causing widespread flooding, paralyzing public transportation and utility services, and resulting in the displacement of thousands of families,' the resolution reads. 'The continuous adverse weather conditions have resulted in extensive damage to public infrastructure, residential areas and agricultural lands, endangering the safety and livelihood of residents,' it said. The resolution added, 'The declaration of a state of calamity is necessary to enable the City Government of Valenzuela to access additional resources and funding for disaster response and recovery efforts.' According to the city government, over 9,000 individuals were rescued and evacuated to temporary shelters due to the inclement weather. Relief operations and health services continue in the temporary shelters, while post-flood assessments are being conducted in the city as part of their recovery and rehabilitation efforts. Meanwhile, a free ride service was also launched in Valenzuela City to help affected passengers. The Valenzuela City government also remains under heightened alert amid the continuous downpour. State weather bureau PAGASA earlier said the Habagat will continue to bring rains over parts of the country on Monday. Occasional rains may persist over Ilocos Region, Abra, Benguet, Zambales, and Bataan while cloudy skies with scattered rains and thunderstorms is forecast over Metro Manila, Cagayan Valley, Cavite, Laguna, Batangas, Rizal, Occidental Mindoro, Oriental Mindoro, the rest of Cordillera Administrative Region, and the rest of Central Luzon. Partly cloudy to cloudy skies with isolated rains or thunderstorms may be experienced over the rest of the country. –VAL, GMA Integrated News
