
1 in 4 Bank of Canada managers needs French training
One in every four managers at the Bank of Canada fails to meet the institution's bilingualism requirements, including senior deputy governor Carolyn Rogers, who is nearing the midway point of a seven-year mandate, according to information obtained by Radio-Canada.
As senior deputy governor, Rogers is the central bank's most senior officer after governor Tiff Macklem, who is bilingual.
She was appointed to the position in the summer of 2021, even though she did not meet bilingualism requirements at the time.
Rogers took intensive French courses in the summers of 2022 and 2023, and also receives one-on-one language training, but she does not yet meet the bank's requirements in terms of managing employees in her second language.
"Regarding the level of French of the senior deputy governor, she has made good progress and is moving towards the level of competence required by her functions," said Bank of Canada spokesperson Sean Gordon.
Her case is not unique. According to the bank, 87 managers — 23 per cent of its 373 managers — have not yet obtained Level 5 in French, which is the standard for their positions. About 50 of them either took French-language courses last fall or will take them this spring.
Gordon said managers at the bank must be able to "follow a conversation that unfolds at a natural pace, communicate clearly using complex sentences, and be able to express oneself spontaneously."
Since the creation of the Bank of Canada in 1935, the first official language of all its governors has been English.
The Bank said it wants all of its employees "to be able to work in the official language of their choice." That includes the economic specialists who help set the key interest rate.
"I reject the assertion that we encourage French-speaking economists to work and make presentations in English. Presentations to senior management, including to the Monetary Policy Review Committee, are made in French," said Paul Badertscher, director of media relations at the bank.
Former employee filed official complaint
When the bank opened the position of senior deputy governor, it specified that candidates needed to be able to work in both official languages. However, Rogers confirmed during a meeting with employees in early 2022 that she was not bilingual.
A former employee of the bank filed a complaint with the Office of the Commissioner of Official Languages, invoking the provisions of the Official Languages Act requiring senior managers of federal institutions to operate in both French and English.
Radio-Canada is not identifying the complainant because they don't have their current employer's permission to speak publicly about the matter.
According to the complaint, the former employee noted that while an "entry-level position requires mastery of English ... several members of senior management [are] incapable of functioning in French, even after careers spanning several decades."
The complainant added that the lack of bilingualism at the top of the bank's hierarchy "was detrimental to the right to work in French" for all employees.
The commissioner's office concluded the complaint was valid, pointing out that Rogers is not sufficiently bilingual to communicate effectively with bank employees in French.
Bank says it has 'overhauled' language policy
According to documents obtained by Radio-Canada, discussions between the Office of the Commissioner of Official Languages and the Bank of Canada continued until the beginning of this year.
The commissioner's office urged the bank to implement "a directive aimed at ensuring respect for the linguistic rights of its employees in communications with senior management of the institution," but in January concluded its recommendation had only been "partially implemented."
In response to questions from Radio-Canada, the bank said it has "overhauled" its internal bilingualism policy.
Among the measures put in place, the bank requires managers to speak in both languages during internal events where simultaneous translation services are available. The institution said it has also created a dashboard to "monitor the evolution of the second language skills of its employees and managers."
The bank also said it assesses the abilities of its senior managers in their second language every three years instead of every five "to reduce the risk of regression and encourage the use of both official languages in the workplace."
Pierre Fortin, an economics professor at l'Université du Québec à Montréal, praised the Bank of Canada's bilingual publications, arguing they stand out from those of other federal institutions.
"These are the only publications that I read without having to resort to the English version to understand the French version," Fortin said.
Former bank officials said most of the work there is carried out in English and later translated to French.
Lawyer Darius Bossé, who represents the former employee who filed the complaint after Rogers's appointment, said the bank has a long way to go before it's compliant with the requirements of the Official Languages Act.
He urged the government to stop appointing unilingual people in the hope that they will quickly learn a second language.
"The government takes for granted that language proficiency can be achieved over time, while people are working, even though it's clear that those skills are required from the start in order to supervise and manage employees in both official languages," Bossé said.

Mooseheads asking city for $1.6M to expand Dartmouth training facility
The Halifax Mooseheads are asking Halifax regional council for up to $1.625 million to expand the training facility they lease at the RBC Centre in Dartmouth. Mooseheads general manager Cam Russell and Elizabeth Powell of architecture firm Fathom Studio outlined plans for a proposed 4,700-square-foot addition at a standing committee meeting on Wednesday. They said the project at the municipally owned centre would benefit both the team and the public. Russell, who has been with the Quebec Maritimes Junior Hockey League organization for 25 years, told the committee the current training facility is challenging to use. "Our gym isn't big enough, we have to work out in two or three different groups," he said. "We have a lounge that only seats three to four players. We don't have a wellness area that would be good for the kids, for their mental health and their well-being." Russell told the committee a state-of-the-art facility would enhance the Mooseheads' ability to attract top talent, putting the team on the same level as NCAA teams, universities and colleges. Russell said the proposed expansion would include a high-performance gym equipped with hockey-specific training gear, a 21-metre turf training track, and a dedicated shooting room for skill development, which he said would be a first in the QMJHL. The plans would also incorporate a sauna, steam room and cold plunge recovery area, a more spacious player lounge and a publicly accessible, barrier-free washroom. The timeline for the project is about six months for the design and eight months for construction, said Powell, the project architect. Russell said the Mooseheads are asking the municipality to fund the construction of the building shell, while the team would cover interior costs and remain the exclusive tenant of the training facility. The Mooseheads' current lease, set to expire next year, costs the team about $45,000 annually, he said. Coun. Patty Cuttell said while she understood the need for the expansion, she had concerns about the municipality paying for a space for the exclusive use of a privately owned franchise. "If we build this, what's the cost recovery through the lease?" she asked. Maggie MacDonald, the executive director of parks and recreation, recommended a staff report to examine the financial implications, the assessment of public good, and potential cost recovery mechanisms. Cuttell said she would be willing to ask for a staff report once she examined the motion in greater detail.

‘Mission Impossible:' Maritime students struggle to find summer jobs
Its the end of the school year and thousands of students have hit the pavement looking for work. But finding and securing a summer job is proving harder and harder for students across the country. 'In the summertime it can be quite competitive. Due to my age, its hard to find opportunities out there to get a paying job,' says Grade 9 student, Olivia Hernandez-Jennex. 'I've probably sent out around 10 resumes around my area.' The federal government announced an expansion of the Canada Summer Jobs program, which offers wage subsidies to businesses hiring young people for seasonal work. That comes with a $25-million price tag, which Devin Drover, the Atlantic director for the Canadian Taxpayers Association, says is a concern for them. 'This [comes] at a time where the Government of Canada is spending tens of billions of dollars just on servicing government debt. So, we're always cautious to see more expenditure at a time when the government, every year is adding on a lot of borrowing,' says Drover. There's no denying the demand is being felt here at home. Stephanie Schnare, the marketing manager for the Halifax Shopping Centre, says a recent job fair held at the mall drew a large crowd. 'We definitely saw between 100 [and] 150 people come out for the job fair which is significant,' says Schnare. 'We saw anywhere from high school students to certainly university and younger grads.' But even with help, some students say it continues to be a struggle. Whether it's having a lack of experience or finding a job that allows them to juggle other responsibilities. 'As a nursing student where we have a super busy schedule during the summer, and we have clinical hours. So that can make it difficult to work because we're already doing full time clinical hours as well,' says Dalhousie University nursing student, Samantha Layden. As the national unemployment rate skyrockets, job seekers of all ages are at a standstill. 'My little brother [is] trying to find just summer employment… I have family members trying to find full-time employment that have recently been laid off and it just seems like mission impossible for anyone to find a job right now,' says another Dalhousie University student, Karah Fleet. But Drover believes the federal government is better suited helping businesses, as way to combat the issue. 'Its clear that businesses are struggling…whether it's through prices going up due to inflation or things like the threat of tariffs, it means there's less opportunity to hire and to grow their business. So I think, one of the things the federal government could do right now is look at lowering some of the corporate tax rates,' says Drover.

Nintendo says sales of its Switch 2 hit a record within four days
NEW YORK (AP) — Nintendo says it sold more than 3.5 million of its new Switch 2 gaming consoles within the first four days since its release — breaking a record for the company. In a Wednesday announcement, Nintendo said that this marks the 'highest global sales level' for any of hardware it's sold within that window of time. The Japanese gaming company officially launched the Switch 2 on June 5. Fans of the console's eight-year-old predecessor have been clamoring for an upgrade for years. Throngs of gamers stood in long lines outside stores for the Switch 2's release around the world last week — less than two months after a chaotic rush for preorders quickly sold out. Nintendo is counting on the Switch 2 to boost sagging sales. And in addition to a larger screen and new games, the console has added social features aimed at luring new players into online gaming. Nintendo has said it expects to sell 15 million Switch 2 consoles for the fiscal year through March 2026. The 3.5 million sold in the first four days includes the Nintendo Switch 2's Mario Kart World Bundle, as well as the Switch 2's Japanese-language and multi-language systems sold in Japan. The Switch 2's baseline price of $449.99 is significantly higher than the original Switch's $299 price tag. While new bells and whistles may account for a sizeable portion of that hike, experts have previously noted that new tariffs imposed by U.S. President Donald Trump are also a contributor. Evaluating the impact of these import taxes also led Nintendo to delay its April preorders by several weeks.
