Congress leader Partap Singh Bajwa Monday slammed the Aam Aadmi Party government for its 'careless and undemocratic approach to the deeply emotive and sensitive issue of sacrilege' by handing over the draft copy of the Bill on sacrilege to Opposition just minutes before its scheduled discussion in the Assembly.
Bjawa questioned the government's intent, saying, 'This is not how serious legislative business is conducted, especially on issues that strike at the very heart of Punjab's socio-religious fabric.'
Highlighting parliamentary conventions, Bajwa pointed out that opposition parties are normally given at least 48 hours to study and understand a Bill before it is brought to the House for discussion. He accused Chief Minister Bhagwant Mann of riding roughshod over democratic procedures and showing complete disregard for legislative norms.
'It appears that Bhagwant Mann wants to bulldoze his decisions without any meaningful debate or scrutiny. This only proves that he has little regard for democratic conventions and is more interested in pleasing his political master, Arvind Kejriwal, than serving the people of Punjab,' said Bajwa.
The Congress leader called it deeply unfortunate that such a grave and emotional issue as sacrilege is being reduced to a political stunt by the AAP government. He warned that such behaviour not only erodes the dignity of the Assembly but also diminishes public trust in the government's commitment to justice.
Consulted leading legal experts to draft the Bill: Mann
Chief Minister Mann said that sacrilege was an emotive and critical issue that concerned every Punjabi. He emphasized that the matter has grave repercussions not only in the present but also for future generations. He said that stringent punishment for this unpardonable offence is the need of the hour to serve as a deterrent to criminals.
The Chief Minister reiterated that Punjab is a sacred land of great Gurus, saints, and seers who have shown the path of mutual love and tolerance. However, he lamented that certain anti-Punjab forces have been attempting to destroy the state's social fabric by orchestrating sacrilegious acts of holy granths since 2016. He reaffirmed the state government's firm commitment to ensuring exemplary punishment for the perpetrators of such incidents.
Mann added that the government had consulted leading legal experts to draft robust legislation that prevents offenders from evading severe consequences—including sternest punishment for such heinous crimes. Reaffirming his government's dedication to justice, he asserted that every individual involved in these sacrilegious acts, whether directly or indirectly, would face exemplary punishment. He said it is the solemn duty of the state government to ensure that these dreaded criminals are held accountable for their actions.

A day after the Haryana Police probe into the recent death of a 19-year-old playschool teacher ruled out foul play and indicated she had died by suicide, the state government on Tuesday suspended mobile internet services, bulk SMS and dongle services in Bhiwani and Charkhi Dadri districts in view of the tension and public outrage as the family rejected the findings and refused to cremate the body. A police officer, however, said that the note was found on the same day the body was discovered and the woman's family knew about it all along. Bhiwani superintendent of police Sumit Kumar said the suicide note was found near the body in a bag, which also had her Aadhaar and other documents. 'The handwriting matches (with that of the woman),' the SP said over the phone. He said there was proof she bought insecticide. 'We found through video surveillance that she had gone to an insecticide shop. There is a record in the register of the seller that the woman had taken this quantity of insecticide and paid a particular amount for the same to the seller,' the officer said. 'The next part of the investigation was whether the insecticide was consumed or not. We sent the viscera report to the forensic sciences laboratory along with other samples. There were numerous samples given by the coroner to us,' the SP said, adding 'In the viscera sample, the presence of insecticide has been confirmed in the body.' 'So, there is self-purchase, there is a suicide note, there is poison in the body,' he said. According to the police, Manisha wrote in the suicide note, 'Mummy, papa you did a lot for me, but you were upset with me. I was not wrong. Also I did nothing wrong. I want to fulfil my parents' dream. I wanted to be a nursing officer. I don't want to be a financial burden. I am sorry if I have hurt you.' Two autopsies, one of which was done at Post Graduate Institute of Medical Sciences, Rohtak, also unravelled the mystery behind the lacerations on the face, earlier claimed to be a slit mark. The PGIMS confirmed she was not raped and also there was no cut on her throat. 'In the first post-mortem report, the doctor mentioned that these wounds are lacerated wounds with a gnawing effect. Gnawing is when any scavenger eats the body. The doctor has very clearly mentioned that these are the scavenging animal bites, and he has used the word gnawing effect. A portion of the neck was missing. Eyes were not there, face skin was not there. However, no vital organ below the neck is missing,' the SP said. Earlier, the woman's family accused the police of delaying the registration of a complaint in the matter. The woman's father alleged that the Loharu police had initially refused to lodge a report on August 11, suggesting that his daughter might have run away or gone on a trip and would return in a few days. It was only the following day that the complaint was registered. Haryana chief minister Nayab Singh Saini on Friday ordered the transfer of the then SP and suspension of five police officials from the district in connection with the death. Sumit Kumar assumed the charge of SP two days ago.

Tejashwi's poll pitch for Rahul Gandhi came at their roadshow in Nawada district. The Supreme Court on Tuesday commenced hearing on the Presidential Reference, which raised constitutional questions on whether the court can impose timelines for Governors and the President to deal with bills passed by state assemblies. A five-judge constitution bench headed by Chief Justice BR Gavai allowed state governments of Kerala and Tamil Nadu to question the maintainability of the Presidential Reference. "We will hear preliminary objections for half an hour. Thereafter, we will start hearing submissions from the Attorney General," CJI Gavai said at the outset. The bench -- also comprising Justices Surya Kant, Vikram Nath, P S Narasimha and A S Chandurkar -- said that after hearing preliminary objections, the court will hear arguments on the Presidential Reference itself, starting with the submission of Attorney General R Venkataramani. Senior advocate KK Venugopal, appearing for Kerala government, opposed the Presidential Reference and said the issue is covered by a series of judgments. Citing several Supreme Court verdicts, he said the Governor's powers under Article 200 has been interpreted by the apex court time and again, and it is for the first time in the Tamil Nadu (State vs Governor) case, a deadline has been fixed for assent of bills passed by the Assembly. Meanwhile, the Centre, in its written submission, has said that imposing fixed timelines on Governors and the President to act on bills passed by a state Assembly would amount to one organ of the government assuming powers not vested in it by the Constitution, and lead to "constitutional disorder". The apex court imposing fixed timelines would dissolve the delicate equilibrium that the Constitution has established and negate the rule of law, it stated. On July 29, the top court had fixed a time schedule for hearing the Presidential Reference and proposed to start the hearing from August 19. The top court had said that the Centre and the states supporting the Presidential Reference will be heard on August 19, 20, 21 and 26, while those opposing it will be heard on August 28 and September 2, 3 and 9. The bench said rejoinder submissions, if any, will be heard on September 10. On July 22, the top court observed that the issues raised in the Presidential Reference will affect the "entire country". In May, President Droupadi Murmu exercised powers under Article 143(1) to know from the top court whether timelines could be imposed by judicial orders for exercise of discretion by the President while dealing with the bills passed by state assemblies. The President's decision came in light of the April 8 verdict of the apex court, on powers of the Governor in dealing with bills passed by the Tamil Nadu government. The verdict, for the first time, prescribed that the President should decide on the bills reserved for her consideration by the Governor within three months from the date on which such reference is received. In a five-page reference, President Murmu posed 14 questions to the Supreme Court and sought to know its opinion on powers of Governor and President under Articles 200 and 201 in dealing with bills passed by the state legislature. The verdict has set a timeline for all Governors to act on the bills passed by the state assemblies and ruled that the Governor does not possess any discretion in exercise of functions under Article 200 of the Constitution in respect to any bill presented to them and must mandatorily abide by the advice tendered by the council of ministers. It had said that state governments can directly approach the Supreme Court if the President withholds assent on a bill sent by a Governor for consideration.
