The Joint Committee of Parliament examining the Bills for simultaneous elections has decided to put off its visit to Jammu and Kashmir that was planned as part of its study tours to states and UTs, it is learnt. The committee, which is chaired by BJP MP P P Chaudhary, was planning to visit J&K in June, after visiting Uttarakhand and Maharashtra in May. Now, the committee will go to Himachal Pradesh instead of J&K to avoid burdening the security apparatus and the local administration. The committee will also visit Chandigarh, where it will interact with stakeholders of the UT of Chandigarh, Punjab and Haryana.

On Monday, a National Disaster Management Authority (NDMA) workshop saw two IPS batchmates with vast experience of national security discussing disaster mitigation. Both 1989-batch IPS officers, Safi Ahsan Rizvi is NDMA Adviser (Mitigation), while Vivek Srivastava is posted as Director General, Fire Services, Civil Defence and Home Guards. Rizvi has been overseeing key policy prescriptions of the authority on disaster mitigation and risk reduction since 2023, while Srivastava has been helming key projects on fire safety. Srivastava also has first-hand experience of post-disaster response, as he was posted as SP in Kutch during the January 2001 Bhuj earthquake.

Representational Image NEW DELHI: In an important decision, Supreme Court on Tuesday adopted Allahabad HC's two-year-old guidelines directing police not to arrest a husband or his relatives for two months from the date of his wife lodging a dowry harassment case under section 498A of the IPC while asking an IPS woman officer to apologise through newspaper publications the harassment she inflicted on her estranged husband and his relatives. A bench of CJI B R Gavai and Justice A G Masih gave this ruling while drawing up an amicable settlement between 2022-batch IPS officer Shivangi Bansal nee Goel and her husband in exercise of its exclusive powers under Article 142 of the Constitution to dissolve their marriage. While drawing up the settlement, SC said, "The guidelines framed by Allahabad HC in impugned judgment dated June 13, 2022, in Criminal Revision No. 1126 of 2022 vide paras 32 to 38, with regard to constitution of family welfare committees for safeguards regarding misuse of section 498A, IPC, shall remain in effect and be implemented by the appropriate authorities." SC said the apology was needed because of the cases filed by her "...the husband remained in jail for a period of 109 days and his father for 103 days, and the entire family suffered physical and mental trauma and harassment. What they have suffered cannot be resituated or compensated in any manner". However, "It shall not ever be used against Shivangi Bansal/Shivangi Goel before any court of law, administrative/regulatory/quasi-judicial body/tribunal against her interests now or in the future, " it added.

Agency: PTI Last Updated: New Delhi, Jul 22 (PTI) The Supreme Court on Tuesday invoked its extraordinary powers to allow divorce to a woman IPS officer and her estranged husband as it quashed several civil and criminal cases they filed against each other. A bench comprising Chief Justice B R Gavai and Justice Augustine George Masih further directed the woman IPS officer and her parents to tender an unconditional apology to the family of the estranged husband. The bench was exercising powers under Article 142 of the Constitution to bring the curtain down on their acrimonious and protracted legal battles after their marriage solemnised in 2015 went kaput in 2018. Article 142 empowers the top court to issue any order necessary for 'complete justice" in any matter pending before it. 'In terms of the …observations, directions and conditions/settlement, we deem it appropriate to invoke our power under Article 142 of the Constitution of India and order for dissolution of marriage between …. The decree of divorce shall be drawn up accordingly," the top court said. The bench took note of the submissions of both the parties wanting to amicably resolve disputes, including matters of child custody, and settle all pending cases to avoid any future litigation and maintain peace between them. On the custody of their daughter, the bench said, 'Mother shall have the custody of the child. The father…and his family shall have supervised visitation rights to meet the child for the first three months and thereafter based on the comfort and wellbeing of the minor girl child…, on the first Sunday of every month at the place of education of the child from 9:00 AM to 5:00 PM, or as permitted under the rules and regulations of the school." It also considered the fact that the woman has voluntarily agreed to forgo her claim to any alimony from the husband. The bench, as a result, quashed the high court order of Rs 1.5 lakh maintenance a month to the wife. 'To bring an end to the protracted legal battle between the parties and to secure complete justice, all pending criminal and civil litigations filed by either party against the other, including but not limited to those against the wife, the husband, and his family members, in any court or forum in India as mentioned in… are hereby quashed and/or withdrawn," the top court ordered. The bench further quashed cases filed by third parties against them aside from those not in the knowledge of either parties. It also restrained the spouses from filing litigations in future arising out of present matters in any judicial or quasi-judicial or regulatory or administrative forum or any other forum. The wife was directed to 'never use her position and power as an IPS officer or any other position that she may hold in future, position and power of her colleagues/superiors or other acquaintances anywhere in the country, against the husband, his family members and relatives by way of initiating any proceedings before any authority or forum… in any manner whatsoever". The bench considered the fact that the husband and his father remained behind bars due to the cases filed by the IPS wife and asked her and her parents to tender an unconditional apology. The apology was directed to be published in the national edition of a renowned English and Hindi daily. Madhya Pradesh Cop Dies By Suicide, Alleges Harassment In Chilling Videos

Bhopal: A 51-year-old assistant sub-inspector (ASI) of police, Pramod Pavan, allegedly died by suicide at his official quarters inside the Godan Police Station premises in Madhya Pradesh's Datia district early Tuesday morning. The cop was found hanging inside his official residence. But what has sent shockwaves across the state are a series of chilling videos he posted before he killed himself - videos in which he names serving police officers and local mafia members, accusing them of mental harassment, caste discrimination, and even death threats. Wearing his police uniform, ASI Pramod Pavan, in his recorded messages, alleges that he was mentally tortured by Godan Police Station in-charge Arvind Singh Bhadauria, constable-driver Roop Narayan Yadav, and Tharet police station in-charge Anfasul Hasan. The reason? He claims it began after he intercepted a tractor-trolley carrying illegally mined sand linked to local mafia member Babloo Yadav. "Since then, I've been harassed continuously. I haven't been allowed to leave the station to even get my Aadhaar or Samagra cards made. Casteist slurs are hurled at me daily. I can't even eat properly. These men, including Babloo Yadav, have threatened to kill me by running a tractor over me," Pramod Pavan alleges in one of the videos. In another video reportedly recorded just before the alleged suicide Pavan exposes the operation of illegal gambling dens, allegedly protected by the same set of officers. He names Raghu Yadav, Ram Lakhan Yadav, and Ramraja Yadav as key operators of illegal gambling, allegedly enjoying protection from Bhadauria and Yadav. He further claims that multiple murders, including the 2024 killing of Narendra Yadav, are linked to these dens, and that if the call records of constable Roop Narayan Yadav are scrutinised, "crucial murder evidence will emerge". Godan Police Station in-charge Arvind Singh Bhadauria has been attached to police lines, and a probe has been ordered under DySP (AJK) to ensure transparency. Speaking to NDTV, Additional Superintendent of Police (ASP) Umesh Garg said, "We received information this morning that he died by suicide last night. All senior officials are present at the scene. An investigation is underway, and action will follow based on its findings. Every video will be examined impartially. The documents he shared will also be scrutinised thoroughly, and a fair and unbiased inquiry will be ensured." The incident once again puts the spotlight on rampant illegal sand mining in Gwalior-Chambal region, a deadly business that has already claimed the lives of: Deputy Forest Ranger Subedar Kushwah in 2018 (crushed to death by a mining vehicle), IPS officer Narendra Kumar in 2012 (killed by a sand-laden tractor-trolley). In 2019, then-Congress minister Govind Singh had admitted on record that Datia and Bhind districts were hotspots for illegal mining and mafia activity.
