Carpio: Senate should proceed with Sara impeachment trial if SC reverses decision
According to Carpio, the proceedings should continue if the Supreme Court rules in favor of the House of Representatives regarding its motion for reconsideration.
'Wala nang botohan 'yan because balik tayo doon sa 'Is this Constitutional?' Sinabi ng Supreme Court ngayon, kung mag-reconsider sila, 'Yes, Constitutional,' so balik doon sa provision—The same shall constitute the Articles of Impeachment and trial by the Senate shall forthwith proceed,' he said in a report by Mav Gonzales on GMA's '24 Oras Weekend' on Sunday.
(There's no more voting on that because we go back to the question 'Is this Constitutional?' The Supreme Court now says that if they reconsider, 'Yes, it is Constitutional,' so we return to the provision—The same shall constitute the Articles of Impeachment and trial by the Senate shall forthwith proceed.)
This comes after the Supreme Court ruled that the Articles of Impeachment against Duterte were unconstitutional, and barred by the one-year rule.
The Senate has since voted to transfer the Articles of Impeachment against Duterte to the archives, with 19 votes for the matter, four against, and one abstention.
GMA Integrated News Research has found that a bill that was archived during the 15th Congress—involving the synchronized elections in the Autonomous Region in Muslim Mindanao (ARMM)—but was later revived and passed into law.
The public is also now awaiting the SC decision on the motion for reconsideration filed by the House of Representatives, saying it should be allowed to perform its exclusive duty to prosecute an impeachable official, and the Senate's to try to the case.
If the Supreme Court rules in favor of the House of Representatives, Carpio said there is no need for a Senator to file a motion to revive the Articles of Impeachment.
'Wala na. Of course, they will debate. Let's say, the majority will say 'No, we will not revive it,' akyat ang prosecution sa Supreme Court. Sasabihin nila, 'Dapat ba i-approve pa ito ng majority ng Senate bago mag-revive o sundin na lang natin 'yung specific command of the Constitution—trial by the Senate shall forthwith proceed. I think klaro naman 'yung Constitution,' he said.

Three impeachment complaints were filed against Duterte in December 2024, all of which were connected with the alleged misuse of confidential funds. The fourth impeachment complaint, endorsed by over one-third of lawmakers from the House of Representatives, was later on transmitted to the Senate.

Ronnie Puno wants PH territorial limits clarified amid Cha-cha push
House Deputy Speaker Ronaldo "Ronnie" Puno said Thursday one of the reasons he is calling for a constitutional convention to revise the 1987 Constitution is to be able to clarify the territorial limits of the Philippines, including the West Philippine Sea. The Antipolo City 1st District Representative told Super Radyo dzBB that there is no mention of the term "West Philippine Sea" in the Constitution, thus the waters west of Luzon should be legally named as such. Marcos inks Judicial Fiscal Autonomy Act
President Ferdinand 'Bongbong' Marcos Jr. on Thursday signed into law the measure defining the scope and extent of the judiciary's fiscal autonomy. The ceremonial signing was held at the Malacañang Palace. Section 2 of 'The Judiciary Fiscal Autonomy Act' indicates the policy of the State to affirm and strengthen the Constitutional mandate and powers of the Judiciary as a co-equal branch of government. To this end, the State affirms and strengthens the fiscal autonomy of the Judiciary enshrined in the Constitution, which declares that the appropriations for the Judiciary may not be reduced below the amount appropriated for the previous year and, after approval by Congress, shall be automatically and regularly released. Under the law, the Supreme Court shall submit to the Department of Budget and Management (DBM) the annual budget proposal for the Judiciary, detailing its budget of expenditures and sources of financing (BESP), and reflecting total revenues and expenses. The law further indicated that the original budget proposal prepared by the Supreme Court shall be included as an attachment to the National Expenditure Program (NEP); Provided, that the DBM may submit its comments and recommendations thereon. The law authorized the Chief Justice to augment any item for the Judiciary in the general appropriations law savings in other items appropriated for the Judiciary. Through an en banc resolution, the Chief Justice may modify the allotment within the same activity or project: (1) from one allotment class to another, except capital outlays; or (2) from one operating unit to another. Under the law, the DBM shall automatically release to the High Tribunal, without need for any request, the monthly cash requirements of the Judiciary or one-twelfth (1/12) of the total budgetary support. These releases shall not be conditioned on approved work and financial plans or any other financial report, according to the law. For its part, the Supreme Court shall submit quarterly accomplishment and financial reports to the President and to Congress. The Supreme Court welcomed the signing of the law, saying that this will allow the High Tribunal to submit its original budget proposal directly to Congress and ensure that its monthly cash requirements will be released. Comelec to resume voter registration in October after BSKE polls postponed
The Commission on Elections (Comelec) on Thursday said it will resume voter registration in October following the postponement of the barangay and Sangguniang Kabataan election (BSKE). 'Kung sakali po talaga na hindi na matutuloy ang election sa December 1, kami po ay magre-resume sa October na ito ng taon ng 2025 hanggang next year ng July ng atin pong registration,' Comelec chairperson George Garcia told GMA Integrated News' Unang Balita in an interview. (If the elections cannot proceed on December 1, we will resume our registration from October this year, 2025, until next year in July.) Comelec on August 1 launched a ten-day voter registration for 2025 BSKE, in which 2.8 million people have registered. President Ferdinand 'Bongbong' Marcos Jr. on Wednesday signed into law the measure seeking to postpone the BSKE from December 2025 to November 2026. According to Garcia, the movement of the BSKE schedule is in light of the newly set fixed term of four years for barangay and SK officials. The Comelec official noted that the adjustment on BSKE will be effective after 15 days of publication in newspapers or the Official Gazette but can be challenged before the Supreme Court. 'Alam po natin na kahit ito ay nalagdaan na ng ating Pangulo, ang batas po ay magiging epektibo lamang kapag ito ay na-publish sa newspapers of general circulation o Official Gazette,' he said. (We know that even though it has been signed by our President, the law will only become effective when it is published in newspapers of general circulation or the Official Gazette.) 'At pagkatapos, wala pong makakapigil sa sino man na gustong pumunta sa Korte Suprema upang kuwestiyonin ang legalidad nito,' he added.
