Jaipur: Rajasthan became a leading state in the country to install 1,000MW capacity of solar plants aimed at solarising agriculture connections and improving the income of farmers under PM-Kusum schemes. With the increasing installation of solar plants, 1.70 lakh farmers are now getting power during the day, increasing their efficiency and reducing the difficulties of irrigating farms at night.Chief minister Bhajan Lal Sharma celebrated the moment with a post on 'X'. "To make Rajasthan self-reliant in the field of energy, a new record of 1,000MW solar energy production capacity has been set in the state under the "Kusum Yojana" of the BJP govt.""This golden achievement will not only ensure the fulfilment of the increasing energy needs of the state but will also provide a permanent source of additional income and uninterrupted power supply to the farmers," he added in the tweet.Under Component-A and Component-C of PM Kusum Yojana, more than 70,000 agricultural consumers are already getting electricity during the day by installing 560 grid-connected decentralised solar power plants. At the same time, in Component-B of this scheme, agricultural pumps of about 1 lakh farmers were connected to solar energy.

Every year, countless promising students abandon their studies midway due to financial difficulties. To assist these children, the central government has initiated an education loan scheme. Under the Pradhan Mantri Vidya Lakshmi Yojana, meritorious children from economically weaker families will receive loans without needing a guarantor. Additionally, students with an annual family income of up to Rs 4.5 lakh are granted full interest subsidy (100% interest subvention). Children from families with an income between Rs 4.5 lakh and Rs 8 lakh receive a 3% interest subsidy on education loans up to Rs 10 lakh through the PM Vidya Lakshmi Yojana. The government has allocated Rs 3,600 crore for this scheme, covering the financial years 2024-25 to 2030-31. Consequently, approximately 7 lakh new students will benefit from this scheme. A 75% credit guarantee is also provided on education loans up to Rs 7.5 lakh, reducing the risk for banks when offering these loans. The primary aim of the PM Vidya Lakshmi Yojana is to ensure that no deserving student is deprived of higher education due to financial constraints. This scheme allows students who have secured admission in NIRF-ranked Quality Higher Education Institutions (QHEIs) to access education loans without collateral or a guarantor, promoting inclusivity and equal opportunity in the education sector. Students with an annual family income of up to Rs 4.5 lakh get full interest subsidy (100%), a benefit associated with the PM-USP CSIS scheme. Those with an annual income between Rs 4.5 lakh and Rs 8 lakh receive a 3% interest subsidy on loans up to Rs 10 lakh. The government provides a 75% credit guarantee on loans up to Rs 7.5 lakh, enabling banking institutions to offer loans with reduced risk. How To Apply? Students wishing to apply for an education loan can do so directly through the PM Vidya Lakshmi portal, The scheme is integrated with all major banks, including government, private, regional rural banks, and cooperative banks. The interest subsidy amount is sent directly to the beneficiary via e-voucher or CBDC wallet, ensuring transaction transparency. PM Vidya Lakshmi Yojana Eligibility Criteria: – Merit-based admission in QHEIs. – Annual family income should be up to Rs 8 lakh (full interest benefit to certain income groups). – Should not be receiving benefits from any other government scholarship or interest subsidy scheme. New Delhi: The Lok Sabha on Tuesday passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2025 by voice vote, even as Opposition members continued to protest over the Special Intensive Revision (SIR) of the voter list in Bihar. The Bill, moved by Union Minister for Mines G. Kishan Reddy, seeks to overhaul India's mining framework to promote transparency, boost domestic production, and secure critical mineral supply chains. As the House reassembled at 4:30 p.m., the protests resumed with Opposition MPs shouting slogans from the Well, demanding a debate on the SIR exercise. Presiding over the session, Jagdambika Pal repeatedly urged members to return to their seats, reminding them that the Supreme Court had "upheld the Election Commission's stand" and that the matter was sub judice. "Why are you coming to the Well before the House Well?" he asked, as papers were flung toward the Chair. Parliamentary Affairs Minister Kiren Rijiju criticised the Opposition for tossing pieces of paper at the Chair and said he had never witnessed such behaviour in his life. The Chair also reprimanded Opposition members, naming Gaurav Gogoi and alleging, "You are encouraging your fellow members to toss pieces of paper." Despite the chaos, the Bill was taken up for consideration. Minister Reddy said the legislation would ensure royalty benefits for states, incentivise exploration of deep-seated minerals, and modernise the sector through technology-driven reforms. He emphasised that the Bill aligns with India's National Critical Mineral Mission and aims to reduce dependence on imports of strategic resources like lithium, cobalt, and rare earths. A key provision of the Bill is the establishment of mineral and metal trading exchanges - electronic platforms that will allow real-time trading of minerals and processed metals. These exchanges are expected to bring transparency, curb cartelisation, and attract investment in mining infrastructure. The Bill also proposes to rename and expand the scope of the National Mineral Exploration Trust (NMET), now to be called the National Mineral Exploration and Development Trust (NMEDT), with powers to invest in overseas acquisitions of critical mineral blocks. During the debate, several MPs spoke in support of the Bill. Malvika Devi (BJP, Kalahandi), G. Laxminarayan (TDP, Anantapuram), Gurumoorthy Maddila (YSRCP, Tirupati), Brijmohan Agrawal (BJP, Raipur), and Sangeeta Kumari Singh Deo (BJP, Bolangir) highlighted the Bill's potential to boost employment, enhance state revenues, and strengthen India's strategic autonomy in mineral sourcing. Jagdambika Pal, responding to the disruptions, asked pointedly, "Do you oppose financial gain for the states? What are you opposing?" His appeals, however, were drowned out by continued sloganeering and paper-throwing from the Opposition benches. The Bill marks a significant update to the Mines and Minerals (Development and Regulation) Act of 1957, with previous amendments in 2015 and 2021. It introduces simplified licensing, expanded territorial scope for exploration, and adjudicatory mechanisms for dispute resolution. Also, Finance Minister Nirmala Sitharaman moved for leave to introduce a Bill further to amend the Insolvency and Bankruptcy Code, 2016. She also moved that the Bill be referred to a Select Committee of the House. To which the chair told protesting members of the Opposition, "Did you hear what the finance minister said? Will you oppose the Bill to be referred to the select committee?" However, the members of the Opposition kept on shouting slogans. The Speaker will decide the members of the committee and the terms and conditions regarding the panel. The Committee shall submit its report by the first day of the next session. Following the passage of the Mines and Minerals Amendment Bill, the Chair adjourned the House till Monday, August 18, as the Monsoon Session continued to be marred by repeated disruptions over electoral transparency and procedural demands.

The New Income Tax Bill has been passed by the Lok Sabha, marking a significant reform to modernise the longstanding income tax legislation for both individuals and corporations. The New Income Tax Bill 2025 aims to simplify tax procedures and reduce compliance requirements for taxpayers. Finance Minister Nirmala Sitharaman presented the updated version of the I-T bill to Parliament, which included changes suggested by the Parliamentary Select Committee. She had previously withdrawn the initial bill, introduced on February 13, on August 8. The Parliamentary Select Committee, under the leadership of BJP member Baijayant Panda, reviewed the I-T Bill 2025 and finalised their report on the proposed legislation in the previous month. "Almost all of the recommendations of the Select Committee have been accepted by the government. In addition, suggestions have been received from stakeholders about changes that would convey the proposed legal meaning more accurately," said the Objects and Reasons section of the Income Tax (No.2) Bill. The parliamentary committee proposed 285 suggestions to streamline and update the taxation framework. New Income Tax Bill 2025 : Top points to know The proposed legislation reduces text volume and sections by approximately 50%, presenting provisions in a more straightforward and comprehensible manner. It simplifies the taxation timeline by eliminating the complex distinction between assessment year and previous year, introducing a unified "tax year" concept. The revised I-T bill introduces provisions for taxpayers to claim refunds even when returns are submitted after deadlines, which should provide significant relief to individuals filing their taxes. The New Income Tax Bill 2025 retains existing provisions for carrying forward losses, provides tax relief on anonymous donations to religious trusts, and adjusts MSME (micro, small and medium enterprises) classifications to align with the MSME Act, incorporating the panel's suggested modifications. The duration for submitting TDS correction statements has been shortened to two years from the previous six years under the Income-tax Act, 1961. According to I-T department officials, this reduction should substantially decrease complaints from deductees. The New Income Tax Bill has additionally provided explicit clarification regarding deductions applicable to commuted pension and gratuity payments received by family members. Tax experts indicated that the reforms would simplify compliance procedures for individuals, organisations, MSMEs whilst fostering a reliable, foreseeable and lucid taxation framework, essential for maintaining domestic spending, drawing overseas investments and backing economic expansion. Gouri Puri, partner, Shardul Amarchand Mangaldas and Co noted that the initial proposal created uncertainty, particularly concerning residential property taxation, pension deductions and reimbursement procedures for late submissions. "The revised bill addresses these gaps to simplify interpretation, reduce disputes and promote fairness," said Puri. The updated I-T Bill seeks to remove unnecessary and duplicate clauses for improved navigation, systematically reorganising sections for easier reference. It employs straightforward terminology to enhance accessibility and has eliminated outdated provisions to achieve better clarity. The requirement for compulsory investment and deposit of deemed accumulated income, previously set at 15% of regular income in designated modes, has been eliminated. Additionally, clause 187 has been expanded by incorporating the term "profession" following "business", allowing professionals whose total receipts surpass Rs 50 crore annually to access prescribed electronic payment methods. "The withdrawal of the earlier I-T bill and the introduction of a revised version demonstrates the government's responsiveness to stakeholder feedback and the Select Parliamentary committee's recommendations," said Gouri Puri said.
