City challenges UCT findings over pharmaceutical pollution in Hout Bay

THE City has hit back at the findings of a UCT study that detected a range of pharmaceutical and personal care product compounds (PPCPs) in mussel tissue samples collected at significant distances from a marine outfall and the Hout Bay River mouth.
Deputy Mayor and Mayco Member for Spatial Planning and Environment, Eddie Andrews said the authors of the study appear to be doing no more than speculating when they state that the marine outfall does not achieve the dilution and dispersal of contaminants of emerging concern.
'Their work did not include an analysis of PPCPs in effluent, river water or in coastal waters, and analysed only mussels found in situ in the coastal environment. This study cannot draw conclusions as to the source of the contaminants or the extent of the impact zone of the marine outfall, nor the effectiveness of its design, based on the methods and results presented.
'We look forward to engaging further with the authors in an appropriate forum on various concerns we have with the extensive conclusions they have drawn from a very limited study that did not investigate all of the aspects captured in its conclusions,' Andrews said.
According to the study, Hout Bay's marine environment is seriously threatened by PPCPs that persist and bio-accumulate in marine life, even kilometres away from pollution sources.
Andrews said the challenge of the removal of PPCPs from wastewater is by no means unique to Hout Bay or to Cape Town.

'Wastewater treatment works globally do not generally effectively remove contaminants of emerging concern (CECs) from sewage, irrespective of the level of treatment. The removal of CECs from municipal wastewater is complex due to their diverse chemical structures, low concentrations, and resistance to conventional treatment methods. Advanced treatment technologies such as ozonation, reverse osmosis, and membrane filtration can be utilised to remove some CECs, but implementation of these technologies can be expensive and energy intensive and is not always a practical option at scale.
'Even our most sophisticated newly upgraded wastewater treatment works cannot treat wastewater in a manner that removes all trace of pharmaceuticals and other contaminants of emerging concern. The City recently undertook a comprehensive feasibility study to explore the options for replacing its existing marine outfall pipelines with new wastewater treatment works, and has reported on the outcomes of this study in various public forums. No decision has yet been made on the timing of the replacement of the outfalls with new treatment works,' Andrews said.
He added that the recent study did not in fact assess the volumes of PPCPs discharged via the marine outfall pipeline and could not have found that PPCPs were detected in significant volumes in effluent.
"The source referred to (a report by the CSIR in 2016) detected 21 PPCPs in Hout Bay wastewater but did not make any findings on the significance of the concentrations or loading. The same study found that 'Non-steroidal anti-inflammatory drugs were not detected in the tissue of mussels or rock lobsters collected along the Cape Peninsula in 2016.' The other source cited by the authors for this claim is a 1995 Water Research Commission assessment of methods for determining dilution effectiveness, and has no relevance to the statement about recent studies on PPCPs.'
Andrews said in 2022, the City commissioned a more wide-ranging assessment of PPCPs in its coastal waters which found in summary that 'the impact of the discharges on shoreline waters was limited at the time of the surveys' and that the 'number of pharmaceutical compounds found, and their total concentration was fairly low at Hout Bay Beach inshore of the Hout Bay outfall.
Mayco Member for Water and Sanitation, Zahid Badroodien added that while the Hout Bay marine outfall currently operates within its design parameters and complies with national discharge regulations, they recognised that CECs, including pharmaceutical and personal care products, pose new challenges globally, and that these are currently not treated in most municipal wastewater treatment works the world over.

Surprise raids in Durban target non-compliant processed meat products

Image: Doctor Ngcobo/ Independent Newspapers The National Regulator for Compulsory Specifications (NRCS), South African Police Service (SAPS) and the National Consumer Commission (NCC), descended on various businesses in Durban for high-impact surprise raids on Tuesday and seized non-compliant ready-to-eat processed meat products. NRCS Food and Associated Industries Business Unit principal inspector Grant Hingle said they were there to administer regulations regarding ready-to-eat processed meat products. He explained that following the listeriosis outbreak a few years ago, the Department of Trade and Industry mandated the NRCS to regulate the processed meat industry to eliminate a possible recurrence of the outbreak. All ready-to-eat processed meat product manufacturers are required to follow a national standard of compulsory specification and a South African national standard. He said their primary focus is to try to get them to comply. One of their stops was Point Wholesale Meats on Mahatma Gandhi Road in the Point area, where the team identified and seized several ready-to-eat processed meat products. 'They're manufacturing on site. They have made some attempt to have process control when they manufacture, but they do need to comply in terms of other sorts of more safety-related requirements,' Hingle said. 'So we will be in touch with them. I have corresponded with the manager. We're going to arrange to provide him with the documentation that he needs in order to comply and be registered as a manufacturer.' Seized non-compliant processed meat products during the NRCS raid. 'We've uplifted all their stock that falls within that regulation. We have the authority to be able to remove the product from the market, but we don't actually fine them,' Hingle said. 'They basically haven't been produced in a controlled approved facility, so that's the reason why by default the product is considered to be non-compliant,' Hingle said. Next, was Chester Butcheries on Umgeni Road where the team seized more products. 'They're not manufacturing any product here. We need to locate the source of the product that we've just taken now. We sort of know more or less where we need to go,' Hingle explained. 'There wasn't a lot of product here. Probably the equivalent of maybe 50 kilograms of product.' Hingle said their next mission was finding where the product is manufactured. NRCS Electrotech Business Unit general manager Tintswalo Ntlhane said their mandate is to enforce compliance in the field of electrotech, chemical, mechanical, food and automotive. She said they planned to go to the street and market to identify non-compliant goods in the market. 'We will identify electronic equipment or products, we will identify, eradicate those that are non-compliant. Non-compliant, it means they are not compliant to the regulation,' Ntlhane explained. 'It's either they don't have a letter of authority or they are not allowed to be in the market. So we are here to eradicate that. We will take it out from the market so that people can purchase with confidence. Those products are not good for the market. They are not good for the public. 'Sometimes they retaliate, so we need support from our sister companies and other entities, law enforcement agencies to support us and to protect us when we do these activities,' Ntlhane said. Image: Jacques Naude / Independent Newspapers The Jack Hindon Clinic in Pretoria North, a healthcare facility under the Gauteng Department of Health, was forced to rely on a generator for weeks after the City of Tshwane disconnected its power supply due to unpaid municipal bills. The clinic's generator cost R2,311,92 daily to run, consuming 104 litres of fuel, while the unpaid municipal bill stood at R46,701,55. The crisis came to light after Gauteng Health MEC Nomantu Nkomo-Ralehoko disclosed details about the clinic's unpaid municipal bills in written responses to DA MPL Bronwynn Englebrecht's questions at the Gauteng Legislature. However, she noted that the district office received formal notification of the disconnection on May 23, 2025. 'Furthermore, based on the municipality's official age analysis reports, which are submitted on a monthly basis, the outstanding balance as at that date was recorded as R69,882,24, inclusive of charges for the current billing cycle,' she said. Englebrecht also asked what internal control failures allowed a critical healthcare facility to rack up such a huge debt without prompting an immediate response from the department. Nkomo-Ralehoko said the department was never liable for such a large amount to Tshwane, adding that a payment of R17,498,58 was authorised to settle the March 2025 invoice balance. Asked about the department's contingency plan made for patients during the period of water and electricity disruptions, she said: 'The back-up generator served as a mitigating contingency.' She explained that the generator, operating eight hours a day, consumes diesel at a rate of 13 litres per hour. 'At the total cost of 22.23 per litre, the daily fuel consumption amounts to 104 litres, resulting in a total daily operational cost of R2,311,92,' she said. She also said she is investigating delays in payments of municipalities and other service providers. Englebrecht said that during the power disconnection, healthcare workers had to scramble for alternative power and water sources to care for patients who faced delays and reduced access to essential healthcare services. She announced that the DA in Gauteng will write to Premier Panyaza Lesufi, calling on him to instruct Nkomo-Ralehoko to settle the utility debt, or face consequences for failing to perform her duties. She criticised the MEC's response, saying she fails to understand the consequences of the department's unpaid bills. According to her, Nkomo-Ralehoko downplays the crisis, treating it as an administrative issue, while ignoring the strain on overworked nurses and clinic staff. Tshwane MMC of Health Tshegofatso Mashabela recently visited the clinic to evaluate its current state, focusing on the critical issues of water and electricity shortages. She said the municipality was aware of the challenges at the clinic and their impact on service delivery and community well-being. She promised to engage with the department to urgently address the water and electricity concerns.
