‘Public grievances will be top priority': Gautam Budh Nagar's new DM
Speaking to Hindustan Times, Roopam said her administration would work with a focus on transparency, responsiveness, and citizen convenience.
'My first priority will be public grievances, and the aim will be that we are able to redress them by taking them to actual solution in a time-bound manner,' she said.
She added that her second priority would be overseeing the Jewar airport project and its associated work, followed by a focus on improved coordination among departments. 'For land acquisition-related matters, I will be holding meetings and looking into all of it,' she said.
Roopam, who officially assumed office on Wednesday at the Surajpur collectorate in Greater Noida, succeeds Manish Kumar Verma. With this appointment, she becomes the first woman to serve as DM of Gautam Budh Nagar, one of Uttar Pradesh's most high-profile districts.
A familiar face in the region, Roopam served as additional chief executive officer of the Greater Noida Authority from February 2023 to June 2024, where she handled key infrastructure and planning projects.
An economics graduate from St Stephen's College, Delhi University, she ranked 10th in the 2014 Union Public Service Commission (UPSC) exams. A former national-level rifle shooter, she won three gold medals at the Kerala State Shooting Championship before joining the civil services.
Her administrative journey spans several key districts in Uttar Pradesh, including Bareilly, Meerut, Unnao, Lucknow and Barabanki.
She began her career as an assistant magistrate in Bareilly, followed by stints as joint magistrate in Meerut and Unnao. A former competitive shooter, she continued to engage with local sports and community events during her tenure in Meerut. She later served as chief development officer in Barabanki, and then as the district magistrate of Hapur and Kasganj.
In Hapur, she oversaw targeted healthcare initiatives such as Ayushman Bharat and immunisation drives. In Kasganj, she was lauded for wading into flood-affected Gangagarh on a tractor to personally assess and supervise relief efforts.
Roopam comes from a family of bureaucrats. Her father, Gyanesh Kumar, a retired Kerala-cadre IAS officer, is currently the chief election commissioner of India. Her husband, Manish Bansal, is the DM of Saharanpur.
As Gautam Budh Nagar undergoes rapid urban transformation, Roopam's appointment signals a continued administrative focus on infrastructure, coordination, and citizen-centric governance.

HC orders notice to State govt. on petition over appointment of MLA as KKRDB chief
The High Court of Karnataka on Monday ordered issue of notice to the State government on a PIL petition challenging the appointment of an MLA as the chairperson and a junior cadre IAS officer as secretary of the Kalyana Karnataka Region Development Board (KKRDB) contrary to a 2013 notification. A Division Bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi passed the order on the petition filed by Saibanna Jamadara of Kalaburagi. The petitioner has pointed out that as per the notification issued in November 2013, the district in-charge Minister will have to be appointed as the chairperson and a senior officer not less than the level of the secretary to the State government will have to be appointed as the secretary of the board. However, the State government in August 2023 appointed Jevargi MLA Ajay Dharam Singh as chairperson of the board. Deputy Commissioner of Koppal Nalini Atul was appointed as the secretary of the board in June 2025, contrary to the terms of the 2013 notification for making appointments to these posts in the board, the petition has contended. While saying that there has been misappropriation of hundreds of crores of rupees allotted to the board, including those funds allotted by the Central government for the development of the region as per Article 371(J) of the Constitution, the petitioner has sought a direction from court to the State government to consider his representation seeking a probe by the Central Bureau of Investigation (CBI) into it.

Minority status beyond Muslim institutions? What Uttarakhand's new bill proposes
The Uttarakhand Minority Educational Institutions Bill, 2025, has been cleared by the state cabinet for introduction in the monsoon assembly session beginning Tuesday in Gairsain. Uttarakhand cabinet, led by CM Pushkar Singh Dhami, clears law granting minority status to non-Muslim institutions.(@pushkardhami) The legislation seeks to extend minority status in education beyond the Muslim community to include Sikh, Jain, Christian, Buddhist, and Parsi institutions. Until now, only Muslim-run institutions have enjoyed minority recognition in the state. The proposed law will make Uttarakhand the first state in the country to establish a framework that both grants such status and enforces standards of accountability and academic quality. A key provision of the bill is the creation of the Uttarakhand State Minority Education Authority, which will serve as the nodal body to review applications, grant recognition, and monitor compliance with guidelines issued by the Uttarakhand Board of School Education. Officials told Hindustan Times the authority will ensure fairness in student assessment and promote transparency in governance. 'Once enacted, Uttarakhand will become the first state to legislate not only on granting minority status but also on ensuring academic excellence, accountability, and the protection of constitutional rights,' a senior official said. The bill requires all institutions run by Muslim, Sikh, Jain, Christian, Buddhist, or Parsi communities to obtain recognition. They must be registered under the Society Act, Trust Act, or Company Act, and properties and accounts must be maintained in the name of the institution. Officials added that the law aims to streamline a process that previously lacked uniformity, bringing it under one accountable authority. While safeguarding autonomy, it also empowers the government to oversee functioning and issue directions when necessary. According to officials, the legislation will strengthen recognition procedures, ensure greater transparency, and raise the quality of education in minority institutions, benefiting students and communities alike. The Uttarakhand Madrasa Education Board Act, 2016, along with the Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, will be repealed effective July 1, 2026. Previous govts repeatedly deceived Delhi: CM Rekha Gupta
Chief minister Rekha Gupta on Sunday slammed the 'previous' Delhi government for obstructing the city's development by preventing central government benefits from reaching people. Gupta was speaking at a public gathering after Prime Minister Narendra Modi inaugurated the Delhi sections of Dwarka Expressway and Urban Extension Road-II on Sunday. Slamming the BJP for 'cheap politics', Atishi said, 'BJP is openly insulting Dalit sanitation workers. Forcing them under the guise of work and sending them to rallies is illegal and inhuman. MCD commissioner Ashwini Kumar should also face action. BJP has deceived the people of Delhi as well.'
