BJP appoints six state unit chief; West Bengal and Madhya Pradesh soon
As the appointment of new party chiefs has been completed in 22 states, all eyes are now on whether the BJP will appoint new heads in three key states –– Uttar Pradesh, Karnataka and Gujarat –– before it finalises the name for the national president. Under the party constitution, the national president can be elected after elections are held in 50% of the states. India has 28 states and seven Union Territories.
On Tuesday, the party announced the appointment of Anil Tiwari as the new BJP state chief in Andaman and Nicobar; Ravindra Chavan in Maharashtra; PVN Madhav in Andhra Pradesh; N Ramchander Rao in Telangana; Mahendra Bhatt in Uttarakhand, and Rajeev Bindal in Himachal Pradesh.
In Madhya, Pradesh Hemant Khandelwal filed the nomination for the post of state unit president, which is currently held by VD Sharma. In Bengal, the party announced that the election will be on Thursday. Incumbent Bengal unit chief Sukanta Majumdar is the front runner to retain his post.
According to a party functionary, by the end of the week, new state unit heads will be in place in 24 states.
'As on date the requirement of appointing new chiefs in 50% of the total states prior to the election of the national president has been met…the next step is for the election in-charge K Laxman to announce the schedule for the election of the national president,' said a party functionary .
Responding to a question on whether the party will pick new presidents for the three big states before it begins the process of selecting incumbent president JP Nadda's successor, the functionary said, 'The process of seeking feedback from the cadre in all the three states is more or less over. There are a few districts where appointments have been stalled, but the delay in announcement is not owing to any major discord.'
In Karnataka, there was a division in the party on giving the incumbent BY Vijayendra a second term. A section of leaders wanted the 49-year old Vijayendra to continue while a second group cited the party's stance of not promoting dynastic politics to push for a new name. Vijayendra's father is the former CM, BS Yediyurappa.
In Uttar Pradesh, too, the process has been mired in controversy as there are various caste groups pushing for their candidate. 'A section of leaders feel that the representative should be an OBC or SC in keeping with the leadership's push to social engineering and giving the marginalised sections more representation.The process was also delayed because of the Maha Kumbh in Prayagraj,' said a state leader. The incumbent president, Bhupendra Chaudhary, comes from the backward castes.
In Gujarat, where Union minister CR Paatil is the state president, the party is divided over whether to pick a Patel or a tribesperson for the top slot. While the Patels are a hefty vote bank that the BJP relies on, the party is equally keen to keep the scheduled tribes close as they make up about 14.8% of the population.

Shiv Sena (UBT) MP Sanjay Raut Monday welcomed the BJP-led NDA's decision to nominate Maharashtra Governor C P Radhakrishnan as its candidate for the vice-presidential election, praising and calling him a 'balanced and non-controversial personality'. At the same time, Raut said the Opposition INDIA bloc should not divert attention from the larger issue of electoral malpractice by getting into a contest it cannot win. The vice-presidential election, scheduled for September 9, was necessitated after incumbent Jagdeep Dhankhar resigned, citing health reasons. On Sunday, BJP president J P Nadda announced Radhakrishnan's candidature after a meeting of the party's parliamentary board, appealing for a consensus to ensure an unopposed election. While Nadda has appealed for consensus, Opposition leaders are expected to discuss the matter in an INDIA bloc meeting this week. Raut made it clear that while the Shiv Sena (UBT) welcomed the nomination of a leader associated with Maharashtra, his party would go by the INDIA bloc's collective decision. However, he also stressed that the Sena (UBT) and party chief Uddhav Thackeray always feel that elections for such constitutional posts should not be politicised, and candidates should be elected unopposed. 'He has been working calmly as governor of Maharashtra for the past year, and is a very balanced, non-controversial personality in politics. We are glad that the Maharashtra governor is getting an opportunity to become the vice-president of the country. We always welcome and congratulate such appointments,' Raut told reporters in Delhi. 'But he is the NDA's candidate, and we are in Opposition. The INDIA alliance will take a collective decision, and the Sena (UBT) will go with whatever the bloc decides. There is also a meeting to be held with Rahul Gandhi and [Mallikarjun] Kharge in Delhi, where these issues will be discussed,' he added. INDIA bloc numbers The Sena MP pointed out that the Opposition front does not have the numerical strength to defeat the NDA nominee in the vice presidential elections. 'Since the INDIA bloc doesn't have enough numbers to win the VP polls, attention shouldn't be diverted from the real issues: vote chori, manipulation of voter lists, and the SIR (Special Intensive Revision) in Bihar. These are the issues Rahul Gandhi has raised, and they must remain the focus,' he said. Raut said the Shiv Sena (UBT) will abide by the bloc's decision, and that Uddhav had already conveyed his views to Rahul and Congress president Kharge. Raut also criticised the Election Commission over its demand that Rahul Gandhi submit an affidavit to back his allegations of vote theft. 'This is arrogance. Will the EC also ask Anurag Thakur to file an affidavit when he makes similar allegations? Or is the Commission's courage only for Rahul Gandhi?' he asked. Meanwhile, Maharashtra Deputy Chief Minister Eknath Shinde-led Shiv Sena announced its support for the candidature of Radhakrishnan. Expressing confidence in his victory, Shinde said, 'By nominating C P Radhakrishnanji as the candidate for the post of Vice President, the NDA under the leadership of Prime Minister Narendra Modi has duly honoured an experienced, intellectual, honest, and patriotic personality in Indian politics.' 'As the Governor of Maharashtra, Radhakrishnanji has been a source of pride for us. With his vast parliamentary experience as a Member of Parliament and his deep administrative knowledge as a Governor, his candidature deserves full support from Shiv Sena. We are confident that his tenure as Vice President will prove to be remarkable for the bright future of the nation. On behalf of Shiv Sena, I extend best wishes to C P Radhakrishnan for a successful tenure.' Radhakrishnan, 66, took charge as Maharashtra's 24th Governor on July 31, 2024. A senior BJP leader from Tamil Nadu, he earlier served as Governor of Jharkhand between February 2023 and July 2024, and briefly held additional charge of Telangana and Puducherry. He represented Coimbatore in Lok Sabha twice, and also headed the BJP's Tamil Nadu unit.

Jagan willing, BJP adds YSRCP to its numbers for vice-president elections
The NDA's vice-presidential pick, C P Radhakrishnan, has got a shot in the arm with the Y S Jagan Mohan Reddy-led YSR Congress Party (YSRCP) deciding to support his candidature in the September 9 poll. According to sources, the YSRCP made the decision after a call by Union Defence Minister Rajnath Singh to Jagan on August 13, seeking support for Radhakrishnan's candidature. The NDA only announced Radhakrishnan as its candidate on August 17. 'Subsequently, our party chief held discussions with the MPs and our Parliamentary Party leader Y V Subba Reddy conveyed his decision to us,' YSRCP Tirupati MP Maddila Gurumoorthy told The Indian Express. While the YSRCP has four MPs in the Lok Sabha, the party's Rajampet MP is currently in jail in connection with the alleged Rs 3,200 crore Andhra Pradesh liquor scam. The party has seven members in the Upper House. The MPs of both Houses vote in the vice-presidential election, and the NDA is comfortably placed to ensure a win for its candidate. Saying that the YSRCP had no plans to issue a whip for the election given its handful of MPs, Gurumoorthy said, 'We will abide by the party's decision and support Radhakrishnan in case an election is forced.' Given that Jagan's support does not account for much numerically, the move is being seen as an olive branch by the YSRCP to the BJP. Some others feel it is the BJP's bid to keep the Telugu Desam Party (TDP), the NDA's second-largest constituent, and the YSRCP's main rival in Andhra Pradesh, in check. 'Since the YSRCP's poor performance in the simultaneous Lok Sabha and Assembly elections last year, Jagan has maintained a friendly stance towards the BJP,' a source close to Jagan said, adding that this had become even more imperative for the party after the setback it faced in panchayat bypolls in Pulivendula, the backyard of the YSR family. The bypolls for the Pulivendula and Vontimitta zilla parishads were marred by violence and saw YSRCP Kadapa MP Y S Avinash Reddy as well as TDP MLC Ram Gopal Reddy being taken into preventive custody. However, another YSRCP leader said that seeking support from Jagan, especially when it was not really required, only shows that the BJP wants to ensure that the TDP is 'kept in line'. 'Why else would they reach out to us? We have a minimal presence in both Houses. It is just another way the BJP is using to send out a message to the TDP that it is not indispensable,' the leader added. Since its 2024 defeat, the YSRCP has been extending 'issue-based' support to the NDA. It also supported the ruling alliance's candidate in the election of Om Birla as Speaker of the Lok Sabha. In April, it left it to its 'MPs' discretion' how to vote on the Waqf (Amendment) Bill. However, it subsequently moved the Supreme Court against the Bill. Andhra has a substantial Muslim population which could be one reason for the YSRCP's caution on the matter.

GST rate rejig: Nirmala Sitharaman to address GoM meet to put forth Centre's rate cut proposal on August 20
Finance Minister Nirmala Sitharaman will on Wednesday (August 20, 2025) address a crucial meeting of a group of ministers of States as she makes a case for the sweeping GST reforms that will slash tax rates and lead to reduction in prices of common use items. The Centre has proposed a 2-tier GST structure of 5 and 18%, besides a 40% special rate on a select few items to the GoM on GST rate rationalisation. The proposal, which entails removing the current 12 and 28% tax slabs, will be discussed at the 2-day meeting of the state ministerial panel on August 20 and 21 in New Delhi, sources said. "The idea is to put forth the Centre's view point behind the GST reform proposal. Although the Centre is not a member of the GoM, Union Finance Minister's presence and her address will give the GoM a better understanding of the idea and thought process behind the Centre's proposal," a source told PTI. Bihar Deputy Chief Minister Samrat Choudhary is the convenor of the six-member GoM. The other members are Uttar Pradesh Finance Minister Suresh Kumar Khanna, Rajasthan Health Minister Gajendra Singh, West Bengal Finance Minister Chandrima Bhattacharya, Karnataka Revenue Minister Krishna Byre Gowda, Kerala Finance Minister K N Balagopal. The Centre has proposed two-slab structure of 5 and 18 per cent classifying items under the category of 'merit' and 'standard' and the broad principle followed in the classification is to reduce tax burden for middle class, MSMEs, and the farm sector. The proposed 40% slab, the highest permissible tax rate under the GST law, will be only for about 5-7 items, including demerit goods like pan masala, tobacco and online gaming. Goods and Services Tax (GST) is currently levied at 5, 12, 18 and 28%. While food and essential items are either at nil or 5%, luxury and demerit goods are in 28% slab, with a cess on top of it. If the Centre's proposal is accepted by the GoM, it would be placed before the GST Council, chaired by Sitharaman and comprising finance ministers from all states and UTs, in its meeting likely next month. The Centre's proposal entails moving 99% of the goods in the current 12% slab to 5%, and 90% of the goods and services in 28% slab to the 18% bracket.
