
No revenue loss to BSNL, government over lapses flagged by CAG: Pemmasani Chandra Sekhar

Asked by Congress MP Praniti Sushilkumar Shinde whether BSNL failed to enforce the Master Service Agreement with
Reliance Jio Infocomm
Ltd. (RJIL), resulting in a so-called loss of ₹1,757.76 crore, the Minister, without getting into specifics, responded that BSNL has Master Service Agreements (MSAs) with M/s RJIL, for leasing of BSNL's tower infrastructure to install their equipment.
"There is no revenue loss to BSNL and Government. The estimate of CAG was based on the misinterpretation of the clause of add-on technology, which has now been rectified in a transparent and equitable manner. BSNL has since raised the revised invoices from RJIL," the minister's written reply in Lok Sabha read.
In another query, the minister was asked whether BSNL deviated from its own Procurement Manual in procuring oversized PIJF underground cables worth ₹80.64 crore, which remain unutilized.
To which, the minister said the procurement of higher size PIJF underground cables was as per then extant norms.
"However, due to changed competitive scenario in telecom sector, the procured cable could not be fully utilized. The surplus cable has been monetized by BSNL to the tune of ₹70.32 crore and the remaining cable has a sale value of approximately ₹23 Crore," the Lower House was apprised.
To recover losses and prevent recurrence of such lapses in the functioning of BSNL and other PSUs, actions such as resolving the ambiguity in agreement clauses, monetisation of surplus inventory, issuance of revised demands and recovery have been taken, the minister supplemented.
Further, PSUs have been advised to timely process bills and be extra cautious while taking policy/business decision.

GIDC caused over Rs 1 crore loss to exchequer: CAG
Panaji: The Comptroller and Auditor General (CAG) observed irregularities by the Goa Industrial Development Corporation (GIDC) in taking office premises on lease from Myles High Hotels and Towers Pvt Ltd, resulting in a loss of Rs 1.2 crore. The CAG said that on Nov 11, 2023, the GIDC received an unsolicited offer from Myles High Hotels and Towers Pvt Ltd for leasing commercial office space on the second floor of their building at Patto, Panaji, for Rs 5.7 lakh plus taxes plus maintenance. 'The same day, the offer was discussed at the 387th board meeting, and it was resolved (resolution 67/2023) to acquire the premises on lease at the same rate and terms and conditions in which the directorate of panchayat (DoP) acquired four other floors of the same building,' the CAG said. 'Thus, the rate quoted by Myles High Hotels and Towers Pvt Ltd was already in accordance with the prevalent rates of lease with the DoP. The GIDC sought to get PWD rent valuation for the said premises but did not pursue the matter when it was advised to approach the PWD's work division-1,' the CAG said. The GIDC sought a revised quote on June 7, 2024, and a revised quote of over Rs 7.68 lakh plus taxes plus maintenance for the same premises was given,' CAG said. On June 15, 2024, the GIDC accepted the revised offer. On June 21, 2024, the GIDC signed the lease deed for 36 months from Jan 2024, stating a monthly rent of Rs 5.7 lakh plus taxes plus maintenance from Jan 2024 to May 2024 and Rs 7.6 lakh plus taxes plus maintenance thereafter. The GIDC undertook interior works and spent Rs 77 lakh in July and Aug 2024 and shifted into the new premises in Sep 2024. 'There were no documents on record to detail the formal handing-taking over of the premises and the physical condition of floors, walls, etc, on the date of taking over,' the CAG said. Stating that the following irregularities were noticed during the audit,the CAG said, 'There was neither an internal decision/approval for renting of additional office space prior to Nov 2023 nor was a public notice issued by the GIDC inviting bids for commercial space on rent. The Central government of India is planning to install 400 new BSNL towers in the Naxalite-affected and remote areas of Chhattisgarh to improve the region's digital communications, reported the news agency PTI, citing Union Minister Chandra Sekhar Pemmasani, on Sunday, 27 July 2025. 'The Central government is working on a plan to install 400 new BSNL towers in the Naxal-affected and remote areas of Chhattisgarh to strengthen digital communication,' said Minister Pemmasani. According to the agency report, the Minister said that the towers will be installed in phases after the required approvals from the security forces and the forest department are obtained. Pemmasani, the Minister of State for Rural Development and Telecommunications, conducted a high-level review meeting in Raipur, which was attended by senior officials from various departments and from the telco Bharat Sanchar Nigam Limited (BSNL). 'BSNL is currently providing high-quality 4G services across the country, and with this expansion, we are realising the mission of delivering digital connectivity to the last village in the country,' Pemmasani said, according to the agency report. Minister Pemmasani also highlighted that the government is conducting development work in the LWE-affected areas (Left-Wing Extremist) in a 'mission mode' and said that the government is coming up with a strategy to deliver services at people's doorsteps who are living in these regions. Tamil Nadu's Own Tax revenue increases 14.5% in Q1, FY2025-2026
Tamil Nadu's Own Tax Revenue increased about 14.5% to ₹43,070.45 crore in the first quarter of 2025-2026 from ₹37,605.43 crore in the same period last year, according to the provisional figures from the Comptroller and Auditor-General (CAG). The State's own revenue (SOTR) constitutes 75.3% of Tamil Nadu's total revenue receipts. Among the SOTR components, the State Goods and Services Tax (SGST) collection increased nearly 21% to ₹15,761.04 crore in the first quarter of 2025-2026 from ₹13,019.26 crore in the same period last year. Revenue from Other Taxes and Duties increased about 23.9% to ₹3,529.86 crore in the April-June 2025 period from ₹2,848.96 crore in the comparable period last year. In the first quarter of 2025-2026, Revenue from Stamps and Registration Fees rose 19.3% to ₹5,868.88 crore from ₹4,918.51 crore in the same period last year. The State Excise Duties (which reflect liquor revenue) increased to ₹2,904.47 crore in the April-June quarter of 2025-2026 from ₹2,791.53 crore in the same period last year. Revenue collection from the component taxes on sales and trade etc. (including VAT on petrol and diesel and liquor) grew 7.8% to ₹14,954.37 crore in the first quarter of 2025-2026 from ₹13,870.62 crore in the year-ago period. Land revenue declined steeply to ₹51.83 crore in the first quarter of 2025-2026 from ₹156.55 crore in the same period last year. In the budget estimates for 2025-2026, the State government has projected SOTR to increase to ₹2,20,894.58 crore, up 14.6% from the revised estimates of ₹1,92,752.43 crore for 2024-2025. The State's share of Union Taxes stood at ₹13,296.29 crore in the first quarter of 2025-2026, up 16.6% from ₹11,400.88 crore in the same period last year. Non-tax revenue declined to ₹2,895.70 crore in the April-June quarter of 2025-2026 from ₹3,946.26 crore in the same period last year. Including SOTR, Share of Union Taxes, Non-Tax revenue and grants-in-aid contribution, Tamil Nadu's total revenue receipts in the first quarter of 2025-2026 increased 14.9% to ₹63,755.70 crore from ₹55,467.63 crore in the same period last year. The current year's number was 19.23% of the budgeted estimates. The revenue deficit, which indicates that expenditure exceeds receipts, came in at ₹15,298.98 crore in the first quarter, while the fiscal deficit, the difference between total receipts and total expenditure, stood at ₹19,377.19 crore.
