Premier colleges likely to be developed as ‘institutes of importance', get autonomy

Patna: The state govt is contemplating to develop some of its reputed colleges as "institutes of importance" on the pattern of the "institutions of national importance" and grant them autonomy.
State higher education director N K Agrawal told the newspaper on Wednesday that premier colleges like Patna College; Patna Science College; L S College, Muzaffarpur; T N B college, Bhagalpur; Rajendra College, Chhapra and C M Science College, Darbhanga; among others would be considered under this scheme. The list of colleges will be finalised by a broad-based committee to be constituted by the govt soon. The committee, comprising academics and experts, will prepare some guidelines for making the final selection of the institutions.
Agarwal said that steps would also be initiated to grant autonomy to these selected institutions as per the provisions of National Education Policy, 2020. All these institutions will be provided with all necessary academic and infrastructural facilities for their optimum growth and development.
Agrawal said that a detailed discussion on these proposals were held at a high-level meeting held recently under the chairmanship of chief secretary Amrit Lal Meena in connection with the centenary celebrations of Patna Science College due in 2027.

Officials from state education department and Raj Bhawan, besides the college, participated in the meeting held at the instance of former Union cabinet secretary and college alumnus Rajiv Gauba.
The meeting decided that the institutions' development plan should begin with Patna Science College, which will be starting its centenary celebrations next year. It was decided that all the damages, caused to the magnificent building of the college by ongoing metro rail and road constructions, would be repaired by the agencies concerned.
All the hostels of the college will be renovated and a new 400-bed hostel for girls will be constructed. A solar panel will be installed on the campus with the help of Bihar Renewable Energy Development Agency. The college will get new facilities like an examination hall, computer lab, drainage and rain water harvesting structures, student activities centre and a cafeteria. It will also have an electronic surveillance system and a higher boundary wall for security purposes.
Furthermore, all the vacant posts of teachers and non-teaching staff will be filled by the agencies concerned at the earliest, the meeting decided.

Gaya: Gaya is witnessing unprecedented preparations for PM Narendra Modi's event on Friday. The sprawling Magadh University campus has transformed into a massive meeting venue. Spread over 38 acres, the site has been equipped with six waterproof mega pandals and more than one lakh chairs for attendees. According to East Gaya district BJP president Vijay Manjhi, besides districts across Magadh division, people from Jharkhand's Chatra and Hazaribag will also travel to hear the PM. Gaya shares its borders with both districts, making the turnout expectedly large. Security has been tightened in view of the PM's visit. Airport sources said air traffic would remain suspended during his stay. On Wednesday, the special protection group (SPG) sanitised and sealed the venue, taking charge of security arrangements. Traffic regulations have also been put in place. Except for VVIPs and VIPs, attendees will have to walk over a kilometre to reach the venue. India has emerged as the largest office market in Asia-Pacific, accounting for over 70% of total leasing activity and nearly half of new supply in the first half of 2025, according to Colliers' Asia Pacific Office Market Insights H1 2025. Leasing across the top seven Indian cities touched 3.13 million square metres (33.7 million sq feet) in H1 2025, supported by continued expansion of global capability centres (GCCs), resilient domestic occupier activity, and a structural shift toward Grade A sustainable office spaces. Mainland China and Japan also anchored demand, collectively contributing alongside India to over 90% of APAC's leasing activity. Other markets witnessed robust but smaller-scale growth. Singapore recorded a twelvefold increase in leasing volumes, while the Philippines and Japan registered strong annual gains of 56% and 55%, respectively. On the supply side, new completions across APAC surged 45.4% year-on-year to 4.8 million sq m, with India, Mainland China, and Singapore together accounting for 80% of the additions. India alone delivered 48% of APAC's new supply, supported by its strong Grade A pipeline. With over 70% share in leasing and 48% of new supply in H1 2025, India continues to stand out as one of the most dynamic office markets in the APAC region. The robust demand for Grade A office space in India is driven by continued occupier expansion, sustained GCC activity and a diversifying demand base. Domestic demand, in particular, is holding up well. 'Going forward, with supportive growth policies and sustained occupier momentum, India is well placed for a strong performance in the second half of 2025,' said Arpit Mehrotra, managing director, office services, at Colliers India. Experts highlight that India's office growth story is no longer just cyclical, but structural. 'India has moved beyond being a cost arbitrage market. It is now a strategic global hub for innovation, talent, and capability building. That is why we are seeing sustained occupier interest across technology, BFSI, and engineering services, alongside a strong domestic push,' said Shesh Rao Paplikar, founder and CEO of BHIVE Workspace. Investors too are betting on the country's long-term office growth. 'The flight to quality is accelerating, with occupiers clearly preferring sustainable, Grade A assets that align with ESG mandates. Investors are actively chasing green-certified developments, which are set to become the next big differentiator in India's office market,' said Quaiser Parvez, chief operating officer of Knowledge Realty Trust. Colliers added that supportive macro fundamentals—easing inflation, stable interest rates, and resilient GDP growth—are further boosting occupier confidence. While the demand pipeline remains robust, rising supply could put short-term pressure on vacancy levels in select micro-markets. However, rental growth is expected in high-performing locations with limited availability of premium Grade A stock. 'The next growth phase will be defined by premium and sustainable workspaces that cater to evolving occupier strategies. India is ahead of the curve in adapting to these trends, which positions it as the anchor market for APAC office investments,' Mehrotra said. Experts agree that India's office sector is undergoing a structural transformation, led by a shift to flexible, future-ready workplaces, rising domestic corporate demand, and growing investor appetite for sustainable assets. This trajectory is expected to keep India firmly at the centre of Asia-Pacific's office market through the rest of 2025 and beyond.
