EV Purchase Consideration Holds Steady in Canada but Brand Preferences Shift Significantly, J.D. Power Finds
TORONTO, May 29, 2025--(BUSINESS WIRE)--The percentage of new-vehicle shoppers in Canada who say they are "very likely" or "somewhat likely" to consider an electric vehicle (EV) for their next purchase has held steady at 28% year over year, down a single percentage point from 2024, even as the country's Incentives for Zero Emissions Vehicles (iZEV) rebate program has been paused, according to the J.D. Power 2025 Canada Electric Vehicle Consideration (EVC) Study,SM released today.
However, the overall stability in consideration hides some significant shifts in underlying market dynamics. Nearly half (42%) of new-vehicle shoppers who overall say they are likely to consider an EV, also say that the pause in the $5,000 per vehicle incentive program would negatively affect their likelihood to shop for an EV. What's more, in the province of Quebec where EV incentives were temporarily paused in February and March 2025, consideration declined 8 percentage points while increasing 2 percentage points in the rest of Canada. Additionally, there has been a significant shakeup in the lineup of the most frequently considered EV brands.
"Despite a great deal of volatility in the EV marketplace, overall consumer interest in EVs at a topline level is largely unchanged this year," said J.D. Ney, director of the automotive practice at J.D. Power Canada. "What is noteworthy, though, is the reaction to the incentive landscape, and perhaps more importantly for manufacturers, the shift in consumer interest toward traditional brands. Hyundai, Kia, Toyota, Ford and Chevrolet are now the top five most-considered brands among new-vehicle shoppers who say they are 'very likely' or 'somewhat likely' to consider an EV. Tesla, which had been among the top two EV brands considered in the study for the past four years, has fallen to eighth place among likely EV shoppers—down 16 percentage points year over year—while among all other brands combined the average gain is half a percentage point."
Following are key findings of the 2025 study:
EV consideration steady, but still less than half that of U.S. market: The percentage of new-vehicle shoppers in Canada who say they are "very likely" or "somewhat likely" to consider an EV for their next vehicle purchase is 28%, which is down from 29% a year ago and down from 34% in 2023. In the United States,1 by contrast, the number of shoppers who say they are either "very likely" or "somewhat likely" to consider an EV is 59% this year, unchanged from 2024.
Shuffle in the ranks of most-considered EV brands: The top five most-considered EV brands among likely EV buyers in this year's study are Hyundai, Kia, Toyota, Ford and Chevrolet. Tesla falls six positions to eighth place among those who say they are "very likely" or "somewhat likely" to consider an EV.
iZEV program pause weighs on significant number of EV shoppers: When asked whether the iZEV program—which offered a $5,000 rebate on the purchase of an EV and which was indefinitely paused in January—has affected their EV purchase consideration, 42% of new-vehicle shoppers who were likely to consider an EV say it had a negative effect on their decision, while 28% said the pause was more or less neutral in terms of the effect on their decision.
Widespread pessimism that Canada will meet 2035 vehicle emissions target: The Canadian government committed to achieve 100% zero-emission vehicle sales by 2035 for all new light-duty vehicles. The majority (75%) of new-vehicle shoppers say they are "not at all confident" or "not very confident" that the target will be achieved.
The Canada Electric Vehicle Consideration (EVC) Study is an annual industry benchmark for gauging EV shopper consideration. Study content includes overall EV consideration by geography; demographics; vehicle experience and use; lifestyle; and psychographics. It also includes model-level consideration details such as cross-shopping and "why buy" findings and analysis of reasons for EV rejection. This year's study measured responses from 3,979 new-vehicle shoppers and was fielded in March-April 2025.

Did the Lexus EV Sports Car Die So the 'LFR' Could Live?
To the eagle-eyed, the new Lexus Sports Concept might look familiar. And I don't mean to those who've pored over the many spy photos and renderings of both the upcoming road and racing versions. This new car—which we and others have been calling the LFR—owes a lot to the LC and LFA, sure, but also the Electrified Sports concept from 2021. But this new car will have gas power. So what happened to the EV? The Lexus Electrified Sport debuted in December 2021, when Toyota unveiled a number of EV concepts . Its long-hood, short-deck proportions scream front-engine rear-drive sports car, but Lexus said that this was a pure EV, with solid-state batteries promising a 435-mile range and a sub-2-second 0-60 mph sprint. Since 2021, however, popular sentiment around electric cars has shifted. Their growth has slowed, and many automakers— Toyota included —have scaled back their EV ambitions. Akio Toyoda himself said, "Lexus will develop a next-generation battery EV sports car that inherits the driving taste, or the secret sauce, of the performance cultivated via the development of the LFA.' As of now, the company hasn't said whether it's cancelled this project entirely. But there's no doubt that the new Sports Concept uses many of the same design cues as the 2021 EV. The overall proportions are the same, but Lexus carried specific details forward, too: The largely open front intake with a split in the center; the LFA aping C-pillar and cutaways in the rear bodywork; the full-width light bar at the back; the cutaways in the hood; the double-bubble roof; and more. In 2022, Toyota debuted the GR GT3 concept , a low-slung, front-engine, rear-drive race-car design that very much has an engine up front (likely, a twin-turbo V-8). An official confirmed a road-going Lexus version of the car in 2022 , with the Lexus version expected for the US, and the Toyota version hitting other markets. A Lexus spokesperson declined to comment on what, if any, relationship the two concepts have. If you'll allow us a bit of speculation, it's not hard to imagine Toyota cancelling a Lexus EV sports car, since there doesn't seem to be a market for such a thing. But with the Electrified Sports concept, Lexus at least had a good design basis for the internal-combustion sports car that will eventually come. Plus, there's a possibility the production road car could be a hybrid of some sort to compete with new, electrified offerings from AMG, Porsche, and Corvette. South African auto industry hit by job cuts and shutdowns
The South African automotive sector has been grappling with significant challenges, leading to the shutdowns of 12 companies and the loss of more than 4,000 jobs within a span of two years. This troubling development was highlighted by Trade Minister Parks Tau during an auto parts conference, as reported by Reuters. The nation, which has traditionally been a stronghold for automotive firms such as Toyota, Mercedes-Benz, and Volkswagen, recorded sales of 515,850 locally manufactured cars in 2024. This figure falls substantially short of the South Africa Automotive Masterplan 2035's goal of 784,509 vehicles. A critical issue facing the industry is the high percentage of imported vehicles, which currently stands at 64%. Moreover, the localisation rate, which measures the extent of local assembly, labour, and components, remains stuck at around 39%, significantly below the desired 60% threshold. Tau noted that compounding the industry's woes are the US tariffs that have adversely affected South Africa's R28.7bn ($1.64bn) automotive exports. These tariffs pose a threat to jobs, particularly as some companies have lost contracts in the American market. In response to the tariffs, which were imposed by US President Donald Trump last week at a rate of 30%, South Africa submitted a revised offer for a trade deal with Washington this week. Despite months of negotiations, the two countries have yet to reach a satisfactory trade agreement, leaving South African exports to the US to face the highest tariff rate in sub-Saharan Africa. To address these challenges, the South African government has expanded its incentive scheme for local manufacturing to include electric vehicles (EVs) and related components, added the minister. Stellantis and China's Chery are considering setting up production in South Africa. In July 2025, Stellantis announced plans to expand its South African automotive market presence with the introduction of Leapmotor brand EVs. The first model, the C10 REEV, will be available at select Stellantis dealers starting in September, with more models anticipated to be released in 2026. The South African automotive industry is a critical employer in the country, with 115,000 individuals directly employed and more than 80,000 working in component manufacturing.
