Contribution of every state indispensable for Viksit Bharat@2047: Gujarat CM at NITI Aayog meet

Quoting the CM, a release by his office stated, 'Viksit Bharat@2047 represents a collective national commitment…the meaningful and strategic contribution of every state is indispensable in realising this vision. The essence of the Viksit Bharat resolution lies in ensuring the development of every state, every city and village, and every segment of society.'
CM Patel presented the robust implementation plan for the Viksit Gujarat@2047 roadmap, formulated under the leadership of PM Modi.
The CM stated, 'Gujarat is among the leading states that have prepared a roadmap for Viksit Bharat @2047. As part of this roadmap, Gujarat has envisioned ensuring both — Earning Well and Living Well — for all its citizens.'
He added, 'To institutionalise this vision, Gujarat has established the Gujarat State Institution for Transformation (GRIT), modelled on the lines of NITI Aayog… GRIT will play a pivotal role in achieving inclusive and development-oriented goals.'
CM Patel also outlined the strategy of adopting a two-dimensional framework to implement the vision of Viksit Gujarat@2047. It includes developing effective strategies and ensuring robust execution in key sectors such as water resources, agriculture, energy, sports, health, school education, and skill development.
In this context, the CM said that Gujarat has adopted a Regional Economic Master Plan approach and shared details about the implementation of the Surat Economic Region Development Master Plan under the guidance of NITI Aayog.
He said that five similar Regional Economic Master Plans are being prepared for as many regions across Gujarat.
Patel also mentioned the provision for the Viksit Gujarat Fund made in the state's budget for the current year and underlined that the focus is not only on planning, but also on establishing a robust monitoring mechanism.
'For this purpose, a digital dashboard is being developed, along with the identification of more than 500 Key Performance Indicators (KPIs) to ensure sustainability and data-driven decision-making,' the release stated, quoting the CM.
The CM shared details about Gujarat's sector-specific policies, including the Global Capability Centre Policy, Space Tech Policy, and Semiconductor Policy, along with the state's vision in AI. He mentioned that an AI Centre of Excellence has been made operational in GIFT City.
In the renewable energy sector, the CM highlighted that under Pradhan Mantri Surya Ghar Muft Bijli Yojana, Gujarat has completed 3.36 lakh solar rooftop installations, accounting for 34% of the total installations under this scheme in the country.
He added that Gujarat has developed a transparent and accountable model of good governance, which reflects the approach of 'Whole of Government – Whole of Society'.
CM Patel also congratulated PM Modi and Indian armed forces for the success of Operation Sindoor.

Oppn deliberately stalling House proceedings, says excise minister
Lucknow: Excise minister Nitin Agarwal on Tuesday accused the opposition, particularly the Samajwadi Party (SP), of deliberately stalling the Assembly proceedings to gain political mileage instead of discussing public issues. Agarwal said that for the past two days, the opposition had disrupted the House despite the govt repeatedly expressing readiness to answer all questions. "The govt is fully prepared to discuss important issues. But the opposition is here only for politics, not to raise people's concerns," he said. Citing the recent Fatehpur incident, Agarwal said the Leader of the Opposition was informed that FIRs had been lodged against 11 accused, and action was being taken. "Despite this, they did not allow the House to function. The legal process is underway, and anyone found guilty will face strict action," he added, reiterating the govt's "zero tolerance" policy on law and order and corruption. The minister alleged that the opposition has a history of walking out whenever discussions on development are scheduled. He recalled that during the 36-hour debate on Sustainable Development Goals, which was praised by the United Nations, the SP and other opposition members staged a walkout. Agarwal said a similar situation might arise during the upcoming debate on "Viksit Bharat," which he stressed was "not a BJP agenda, but a national and state agenda concerning 25 crore people of Uttar Pradesh." E20 petrol is safe, says govt, amid engine damage, mileage concerns
New Delhi: The government on Tuesday sought to allay concerns over the 20% ethanol-blended petrol (E20) hurting mileage and damaging vehicle engines, saying that the fuel in fact gave better acceleration and improved ride quality. In a statement, the Union ministry of petroleum and natural gas said that vehicle owners do not find any issue related to drivability, metal compatibility and plastic compatibility while using E20 petrol. The ministry also rejected suggestions that E20 causes a 'drastic' reduction in fuel efficiency as "misplaced". "The use of E20 gives better acceleration, better ride quality and most importantly, lowered carbon emissions by approximately 30% as compared to E10 fuel. Ethanol's higher-octane number (108.5 compared to petrol's 84.4) makes Ethanol-blended fuels a valuable alternative for higher-octane requirements that is crucial for modern high-compression engines. Vehicles tuned for E20 deliver better acceleration, which is a very important factor in city driving conditions," the ministry said. Citing Brazil's experience with ethanol-blended fuel, it said that the south American nation has been successfully running on E27 for years with zero issues. The same automakers such as Toyota, Honda, Hyundai among others produce vehicles there too, the ministry said, adding that safety standards for E20 are well established through Bureau of Indian Standards specifications and Automotive Industry Standards. "In most parameters including drivability, startability, metal compatibility, plastic compatibility, there are no issues. Only in case of certain older vehicles, some rubber parts and gaskets may require replacement earlier than in case non-blended fuel was used. This replacement is inexpensive and can be easily managed during routine servicing. It may need to be done once in the lifetime of vehicle and is a simple process to be carried out at any authorized workshop," it said. Users have also complained, citing a NITI Aayog report, that ethanol-blended petrol should be cheaper than non-blended fuel, and that this cost advantage has not been passed on to the customers. The ministry said that in 2020-21, when the report of NITI Aayog was prepared, ethanol was cheaper than petrol. Over time, procurement price of ethanol has increased and now the weighted average price of ethanol is higher than the cost of refined petrol, the ministry said. "Currently, the average procurement cost of ethanol for Ethanol Supply Year 2024-25, as on 31.07.2025, is ₹ 71.32 per litre, inclusive of transportation and GST. For producing E20, OMCs (oil marketing companies) blend 20% of this procured ethanol with Motor Spirit (MS). Price of C-heavy molasses-based ethanol increased from ₹ 46.66 (ESY 2021-22) to ₹ 57.97 (ESY 2024-25)," the ministry said. "Price of Maize-based ethanol increased from ₹ 52.92 to ₹ 71.86 over the same period. Despite the increase in price of ethanol in comparison to petrol, the oil companies have not gone back on the ethanol blending mandate because the programme delivers on energy security, boosts farmers' incomes and environmental sustainability," it added. Describing the concerns as "totally baseless", the ministry said that usage of E20 fuel has no impact on the validity of insurance of vehicles in India. Automobile manufacturers continue to engage with vehicle owners to provide them any support that may be warranted to ensure optimum performance of vehicles, the ministry said. "For a vehicle owner, who believes that his/her vehicle may require further tuning or parts replacement, the entire network of authorized service stations are available to respond to such requests." Regarding moving beyond 20% ethanol blending, the ministry said that it would require careful calibration, for which extensive consultation are underway. This process has involved the same vehicle manufacturers that are already in Brazil as well as other manufacturers, entities involved in supply of feedstocks, R&D agencies, oil companies and ethanol producers. This process is yet to reach conclusion, it said. As per the current plan, the government is committed to using E20 petrol till October 2026. "Decisions for beyond 31.10.2026 will involve submission of the Report of the Inter Ministerial Committee, evaluation of its recommendations, stakeholder consultations and a considered decision of the government in this regard. That decision is yet to be taken," it said.
