Thrikkakara municipal chairperson dismisses audit report putting question mark over council

The Hindu14-05-2025

Thrikkakara municipal chairperson Radhamani Pillai has dismissed the audit report on municipal accounts for 2023-24 and questioned the intentions behind making the report public before being verified with all papers submitted by the municipal authorities.
The Opposition parties had called for a special council meeting to discuss the report, which noted that ₹7.5 crore, which the civic body had received on various occasions, were not accounted for. But Ms. Pillai told reporters here on Wednesday (May 14, 2025) that the municipality could account for every rupee of the said amount that was said to be missing from the municipal accounts in the audit report.
She said the money was not in the bank account details, which were initially furnished by the municipality, but the matter was later clarified since the municipality operates multiple bank accounts. She also claimed that the controversy over the accounts and missing money could be a ploy by the Opposition to paint a poor picture of the ruling council ahead of the local body elections due in October.
However, the Leader of the Opposition in the council, M.K. Chandrababu of the CPI(M), claimed that the municipality's allegations were unfounded and that there was money missing from its account. He said there had been similar instances in the past as well. He pointed to the Onam celebrations held over the past two years, during which, he claimed, municipal funds were misused, a concern that had also been raised in the latest audit of accounts.
Mr. Chandrababu said the Opposition would request the ruling council to convene a meeting of the council members to discuss the issues raised in the audit report.
Ms. Pillai, on the other hand, expressed confidence that she would be able to account for every rupee spent by the municipality for various purposes and slammed the audit report, which, she said, went without incorporating clarifications submitted by the municipal authorities.
She added the online system of accounting for money at the municipal level through K-SWIFT was introduced over a year ago, and that the system ensured that there was transparency in all dealings with regard to money.
With regard to expenses for Onam celebrations, as pointed out in the audit report, the chairperson claimed that there were no Onam celebrations during 2023-24 during which just ₹2 lakh was spent under various heads, which were accounted for. During Onam in 2023, the civic body spent ₹24 lakh, including the ₹1 lakh paid to the Thrikkakara temple. All the rest of the money spent on celebrations in 2023 was accounted for, she added.

Restoration of Article 370, statehood to J&K necessary for peace in region: CPI-M

Addressing the convention, CPI(M) general secretary M A Baby said, 'CPI(M) has been firm that restoration of Article 370, statehood and other legitimate constitutional rights will pave the way for building confidence among the people of J&K, which is quite necessary for peace in the area.' He lauded the role of Kashmiris for holding spontaneous protests over the killings of tourists at Pahalgam on April 22. Srinagar, Jun 11 (PTI) The CPI(M) on Wednesday said restoration of Article 370 and statehood to Jammu and Kashmir will pave the way for building confidence among people of the Union Territory, asserting that it is 'necessary' for peace in the region. 'Unity among the people is necessary to thwart the forces of disharmony in the society,' Baby said. The CPI(M) general secretary said post Pahalgam attack, the party demanded for summoning of a special session of Parliament to discuss the situation arising after the Pahalgam terror attack, 'but the government seems to be reluctant to face the Opposition'. CPI(M) MP Amra Ram, while addressing the convention, said that the party 'vehemently favoured the restoration of unceremoniously snatched democratic rights of the people of J&K on August 5, 2019 even without consulting the stakeholders'. 'For the first time in the constitutional history of India, a state was bifurcated and downgraded into two separate Union territories which is against the democratic spirit and ethos of the country,' he said. MP Bikash Ranjan Battacharya said Kashmiryat is a symbol of unity and brotherhood which withstood its testimony during 1947 partition when whole of the sub-continent was engulfed in bloodshed. 'This unity needs to be strengthened in the larger interest of the people of J&K,' he said. Senior CPI(M) leader from J&K and Kulgam MLA, M Y Tarigami, said during the 'testing times' in the aftermath of August 5, 2019“, the CPI(M) vehemently opposed the constitutional 'onslaught' of abrogation of Article 370 and downgrading of the state into two separate Union territories. 'It was a direct assault on the bond of J&K with the Union of India. This is the sole example in the country where the boundaries of the state were changed by imposing curfew, restrictions on media/press, and detaining of the political leadership and activists,' he said. He said the government of India must respect the mandate of J&K people and stick to its commitment given on the floor of the Parliament for restoration of full statehood. Meanwhile, a delegation of CPI(M) leaders, currently on a visit to J&K, called on National Conference president Farooq Abdullah at his residence. During the meeting, discussions were held on the prevailing situation in J&K, with both sides emphasizing the importance of peace, dialogue, and safeguarding the democratic and constitutional rights of the people, the NC said in a statement. The party said it was unanimously felt that the people aspired for lasting peace, dignity, and stability. PTI SSB KVK KVK KVK This report is auto-generated from PTI news service. He welcomed Prime Minister Narendra Modi's meeting with the members of the delegations. 'Yesterday, the PM appreciated all delegations which were responsible for putting forward India's stand and exposing Pakistan before the world. The PM listened to the experiences of members of all the delegations,' he added.
